CIRCULAR
Regarding the application of the statistical indicator "Monthly Industrial Production Index"
to replace the indicator "Monthly Industrial Production Value at 1994 Fixed Prices"
Based on Decree No. 116/2008/NĐ-CP dated November 14, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Statistics dated June 26, 2003;
Pursuant to the Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
The Ministry of Planning and Investment hereby stipulates the application of the statistical indicator "Monthly Industrial Production Index" to replace the indicator "Monthly Industrial Production Value at 1994 Fixed Prices" as follows:
Pursuant to Decision No. 43/2010/QĐ-TTg dated June 2, 2010 of the Prime Minister on the issuance of the National Statistical Indicators System;
At the proposal of the General Statistics Office Director;
Uniformly apply throughout the country the statistical indicator "Monthly Industrial Production Index" to replace the indicator "Monthly Industrial Production Value at 1994 Fixed Prices".
Article 1. Units responsible for calculating and using the statistical indicator "Monthly Industrial Production Index" include units under Ministries, agencies equivalent to Ministries, agencies under the Government, other central-level agencies, and People's Committees at all levels comprising:
Article 2. Subjects Implementing the Project
- Calculating units: General Statistics Office and its subordinate units;
- Using units:
+ Ministries, agencies equivalent to Ministries, agencies under the Government, other central-level agencies, and People's Committees at all levels;
+ Other units and individuals using the statistical indicator "Monthly Industrial Production Index".
Article 3. Responsibilities for collecting, compiling, and publishing information
1. The Director of the General Statistics Office and the Heads of Provincial and Central City Statistical Bureaus shall be responsible for organizing the collection, compilation, and publication of the "National Monthly Industrial Production Index" and the "Provincial and Central City Monthly Industrial Production Index" to serve the requirements of Party and State leadership bodies and other users as prescribed by law.
To serve the work of evaluating the implementation of the five-year socio-economic development plan from 2011 to 2015 as set forth in the resolutions of the Party Congresses at all levels, the General Statistics Office shall be responsible for guiding the Provincial and Central City Statistical Bureaus to calculate the "Industrial Production Value at Actual Prices" and "Industrial Production Value at Comparable Prices" indicators to convert to the "Industrial Production Value at 1994 Fixed Prices" annually.
2. The Chairpersons of People's Committees at all levels shall be responsible for directing the Departments, sectors, offices, and other specialized agencies under their management to implement the collection and compilation of statistical information according to the assigned statistical indicators and provide them to the corresponding statistical agencies.
1. This Circular takes effect from June 1, 2011.
Article 4. Effective date
2. Ministries, agencies equivalent to Ministries, agencies under the Government, and People's Committees of provinces and centrally-administered cities shall use the "Monthly Industrial Production Index" as the official statistical indicator for planning and assessing the implementation of monthly, quarterly, annual, and long-term industrial production development plans at the national and provincial levels.
3. In the course of implementation, if there are any difficulties, relevant Ministries, agencies equivalent to Ministries, agencies under the Government, and People's Committees of provinces and centrally-administered cities shall send their opinions to the Ministry of Planning and Investment (General Statistics Office) for timely consideration and resolution./.
