Circular No. 07/2013/TT-BTTTT stipulates the time for integrating the function of receiving digital terrestrial television with televisions produced and imported for use in Vietnam.

 CIRCULAR

Regulations on the integration period for terrestrial digital television reception functions for televisions produced and imported for use in Vietnam

WHEREAS, the Law on Radio Frequency Spectrum dated November 23, 2009;

Pursuant to the Law on Telecommunications dated November 23, 2009;

Pursuant to Decree No. 187/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications, and Decree No. 50/2011/NĐ-CP dated June 24, 2011 amending Decree No. 187/2007/NĐ-CP;

Implementing Decision No. 1671/QĐ-TTg dated November 8, 2012 amending and supplementing Decision No. 2451/QĐ-TTg dated December 27, 2011 of the Prime Minister approving the Digital Terrestrial Transmission and Broadcasting Plan for Radio and Television until 2020;

At the proposal of the Director of the Science and Technology Department and the Director of the Radio Frequency Management Department, the Minister of Information and Communications issues this Circular stipulating the specific integration period for terrestrial digital television reception functions for televisions produced and imported for use in Vietnam,

Article 1. Scope of Regulation and Applicability

Article 1. This Circular specifies the specific integration period for terrestrial digital television reception functions for televisions produced and imported for use in Vietnam.

Article 2. This Circular applies to enterprises producing and importing televisions for use in Vietnam and related organizations and individuals.

Article 2. Integration Period for Terrestrial Digital Television Reception Functions

Clause 1. Televisions using LCD, PDP, LED, OLED screen technologies, and subsequent screen technologies, when produced and imported for use in Vietnam, must integrate terrestrial digital television reception functions with DVB-T2 standard, MPEG-4 audio and video signal coding standards compatible with National Technical Regulation QCVN 63:2012/BTTTT according to the following specific periods:

Point a) From April 1, 2014, for all televisions with screen sizes over 32 inches;

Point b) From April 1, 2015, for all televisions with screen sizes up to 32 inches.

Clause 2. There is no mandatory requirement to integrate terrestrial digital television reception functions for televisions using CRT screen technology when produced and imported for use in Vietnam.

Article 3. Implementation Organization

Article 3. This Circular takes effect from April 1, 2013.

Clause 2. The Head of the Office, Directors of the Science and Technology Department, the Radio Frequency Management Department, Heads of subordinate agencies and units under the Ministry, Directors of Provincial Departments of Information and Communications, General Directors, Directors of enterprises producing and importing televisions for use in Vietnam, and related organizations and individuals are responsible for implementing this Circular.

Clause 3. During implementation, if there are any difficulties, they should be reported to the Ministry of Information and Communications for consideration and resolution./.
