Decree No. 50/2011/ND-CP amends Decree No. 187/2007/ND-CP on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications. This Decree provides detailed regulations on units under the Ministry and the organization of Departments.

AMENDING DECREE NO. 187/2007/ND-CP OF DECEMBER 25, 2007 OF THE GOVERNMENT ON THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS BASED ON DECREE NO. 178/2007/ND-CP OF DECEMBER 3, 2007 OF THE GOVERNMENT ON THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENTAL AGENCIES EQUIVALENT TO MINISTRIES;

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Telecommunications dated November 23, 2009;
AMENDS ARTICLE 3 OF DECREE NO. 187/2007/ND-CP OF DECEMBER 25, 2007 OF THE GOVERNMENT ON THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS AS FOLLOWS:
Considering the proposal of the Minister of Information and Communications,
DECREE:

11. RADIO FREQUENCY MANAGEMENT COUNCIL.
12. INFORMATION TECHNOLOGY APPLICATION COUNCIL.
13. PRESS COUNCIL.
14. PUBLISHING COUNCIL.
15. RADIOTELEVISION AND ELECTRONIC INFORMATION MANAGEMENT COUNCIL.
17. THE MINISTRY'S REPRESENTATIVE OFFICE IN HO CHI MINH CITY.
16. Foreign Information Department.
18. THE MINISTRY'S REPRESENTATIVE OFFICE IN DANANG CITY.

25. TRAINING AND STAFF DEVELOPMENT SCHOOL FOR INFORMATION AND COMMUNICATION MANAGEMENT.
UNITS FROM CLAUSE 1 TO CLAUSE 18 OF THIS ARTICLE ARE ORGANIZATIONS ASSISTING THE MINISTER IN PERFORMING STATE ADMINISTRATIVE FUNCTIONS; UNITS FROM CLAUSE 19 TO CLAUSE 25 OF THIS ARTICLE ARE NON-BUSINESS ORGANIZATIONS UNDER THE MINISTRY.
DEPARTMENTS: HUMAN RESOURCES, PLANNING AND FINANCE, SCIENCE AND TECHNOLOGY SHALL BE ORGANIZED INTO DIVISIONS.
THE MINISTER OF INFORMATION AND COMMUNICATIONS SHALL SUBMIT TO THE PRIME MINISTER FOR DETERMINATION OF THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE TELECOMMUNICATIONS COUNCIL, ISSUE A LIST OF NON-BUSINESS ORGANIZATIONS, STATE FINANCIAL ORGANIZATIONS, AND OTHER MEDIA OUTLETS UNDER THE MINISTRY."
THIS DECREE SHALL TAKE EFFECT FROM AUGUST 15, 2011.
Article 2. Effectiveness
- TELECOMMUNICATIONS COUNCIL, MINISTRY OF INFORMATION AND COMMUNICATIONS;
Article 3. Responsibility for Implementation
Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the Central Government shall be responsible for implementing this Decree.
