REGULATIONS ON THE COLLECTION AND REPORTING OF INFORMATION ON FAMILY AND PREVENTION AND COMBATING DOMESTIC VIOLENCE
Pursuant to the Law on Prevention and Combating Domestic Violence 2007;Luật Phòng, chống bạo lực gia đình năm 2007;
Pursuant to Decree No. 08/2009/NĐ-CP dated February 4, 2009 of the Government detailing and guiding the implementation of certain provisions of the Law on Prevention and Combating Domestic Violence; Nghị định hướng dẫn thi hành một số điều của Luật Phòng, chống bạo lực gia đình;
Pursuant to Decree No. 02/2013/NĐ-CP dated January 3, 2013 of the Government on family affairs work;

Article 1. Scope of Regulation and Applicability
Thông tư này quy định chi tiết khoản 4 Điều 38 Luật Thủy sản số 18/2017/QH14 đã được sửa đổi, bổ sung tại điểm c khoản 21 Điều 14 Luật số 146/2025/QH15.
This Circular regulates the collection and reporting of information on family and prevention and combating domestic violence.
Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.
This Circular applies to organizations and individuals implementing family affairs work and prevention and combating domestic violence, and other related organizations and individuals.
Article 2. Principles for collecting and reporting information on family and prevention and combating domestic violence
1. Truthful, objective, accurate, and timely.
2. Ensuring independence, no duplication, and no overlap.
3. Transparency, without affecting the rights and legitimate interests of organizations and individuals.
4. Information is collected in the form of recording and updating into registers and forms.
1. Content of information collection
a) Information on family;
b) Information on domestic violence;
c) Information on prevention and combating domestic violence.
2. Responsibility for collecting information
The People's Committee of communes, wards, towns (hereinafter referred to collectively as commune level) shall be responsible for collecting and recording initial information on families and prevention and combating domestic violence annually (from December 1 of the previous year to December 1 of the following year) into the information register.
The information register shall be implemented according to Model No. 01 and Model No. 02 attached to this Circular.
Article 4. Reporting information on family and prevention and combating domestic violence
1. Content of the report
a) The information stipulated in Clause 1, Article 3 of this Circular.
b) General assessment of family affairs work and prevention and combating domestic violence within the management area;
2. Reporting Period
Reporting information on family and prevention and combating domestic violence shall be conducted annually.
3. Responsibilities for reporting information
a) The People's Committee at the commune level shall be responsible for summarizing and reporting information on family and prevention and combating domestic violence within the management area to the Cultural and Information Office of the district before December 5 each year.
The information report shall be carried out according to Model No. 03 attached to this Circular.
b) The Cultural and Information Office of districts, cities, provincial-level towns, and provincial-level cities (hereinafter referred to collectively as district level) shall be responsible for summarizing and reporting information on family and prevention and combating domestic violence within the management area to the Department of Culture, Sports and Tourism, and the Department of Culture and Sports before December 10 each year.
The information report shall be carried out according to Model No. 04 attached to this Circular.
c) The Department of Culture, Sports and Tourism, and the Department of Culture and Sports shall be responsible for summarizing and reporting information on family and prevention and combating domestic violence within the management area to the Ministry of Culture, Sports and Tourism (through the Family Department) before December 15 each year.
The information report shall be carried out according to Model No. 05 attached to this Circular.
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
1. The Ministry of Culture, Sports and Tourism
a) Directing and guiding the Departments of Culture, Sports and Tourism and Culture and Sports to organize the implementation of this Circular;
b) Inspecting and evaluating the results of the implementation of this Circular by localities and reporting
2. Provincial People's Committees directly under the Central Government
Directing relevant agencies and units to organize the collection of information on family and prevention and combating domestic violence within their management areas and ensuring funding for implementation.
3. The Departments of Culture, Sports and Tourism, and Culture and Sports
a) Taking the lead and coordinating with relevant agencies to submit plans for implementation to the Chairman of the Provincial People's Committee for approval;
b) Providing guidance on recording procedures, methods of monitoring, updating, and preparing statistical reports;
c) Organizing the printing and distribution of family and prevention and combating domestic violence information registers;
d) Inspecting and summarizing the results of information collection on family and prevention and combating domestic violence, and reporting to the Ministry of Culture, Sports and Tourism as prescribed in this Circular.
4. District People's Committee
a) Directing relevant departments and the People's Committees at the commune level to organize the establishment and maintenance of information registers on family and prevention and combating domestic violence;
b) Inspecting record-keeping and forms at managed areas, summarizing, and preparing regular and ad hoc reports sent to higher authorities as prescribed in this Circular.
5. The People's Committee at the commune level
a) Organizing the collection of information and data on family and prevention and combating domestic violence within the management area;
b) Establishing and maintaining records and forms on family and prevention and combating domestic violence within the management area;
c) Summarizing and preparing regular and ad hoc reports sent to the People's Committee at the district level.
Article 6. Funding for Implementation
Funding for the collection and reporting of information on family and prevention and combating domestic violence shall be allocated from local government budgets and other sources in accordance with laws and guidelines of the Ministry of Finance.
Article 7. Effective Date
1. This Circular takes effect from March 1, 2018.
2. Circular No. 23/2011/TT-BVHTTDL dated December 30, 2011 of the Minister of Culture, Sports and Tourism on the collection and processing of information on family and prevention and combating domestic violence shall cease to be effective from the date this Circular takes effect.
3. During the implementation process, if there are difficulties, please promptly reflect them to the Ministry of Culture, Sports and Tourism (through the Family Department) for research and appropriate amendments and supplements.
