This regulation stipulates the principles, criteria, and allocation standards for central budget capital and the proportion of local budget counterpart funds to implement the National Target Program on New Rural Development for the period 2021-2025 (hereinafter referred to as the Program)., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP vNo.1. Ministries, ministerial-level agencies, government agencies, other central agencies (hereinafter referred to as ministries and central agencies); provinces directly under the Central Government (hereinafter referred to as provinces) and units using state budget capital to implement the Program.No.2. Agencies, organizations, and individuals participating in or related to the preparation and implementation of medium-term and annual public investment plans from the state budget under the Program. ứPRINCIPLES, CRITERIA, AND ALLOCATION STANDARDS FOR CENTRAL BUDGET CAPITAL FOR THE PERIOD 2021-2025Article 3. Principles for allocating central budget capital1. The central budget capital allocated to ministries, central agencies, and provinces, together with local budget capital, shall be used to achieve the goals and tasks of the Program that have been approved by competent authorities; ensuring fairness, transparency, and compliance with the Law on Public Investment, the Law on Public Debt Management, the Law on State Budget, and relevant legal documents.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
2. Focus on key areas and ensure sustainability. Ensure centralized and unified management regarding objectives, mechanisms, and policies; implement decentralized management in accordance with the law, granting autonomy to ministries, central agencies, and local governments.
Article 2. Applicability
3. Prioritize support for communes and districts that have not yet met the new rural development standards, especially safe zones (excluding communes in safe zones in regions I, II, and III of ethnic minority and mountainous areas which have already received central budget capital under the National Target Program on Economic and Social Development in Ethnic Minority and Mountainous Areas for the period 2021-2030 according to the criteria and preferential allocation coefficients specified in Decision No. 39/2021/QĐ-TTg dated December 30, 2021 of the Prime Minister), and communes meeting less than 15 criteria.
4. Support communes that have achieved new rural development standards to continue improving these standards to enhance quality and ensure sustainability. Provinces should proactively balance local budget capital and mobilize legitimate resources to achieve higher new rural development standards and exemplary new rural models.
Chapter II
SPECIFIC PROVISIONS
Section 1
5. Allocate central budget capital to implement special programs approved by the Prime Minister; the Program for Developing Health Care Networks in Difficult Areas through Asian Development Bank Loans (ADB) after being approved by the National Assembly to be included in the Medium-Term Public Investment Plan for the period 2021-2025; urgent and emergent tasks approved by competent authorities during the implementation of the Program.
6. Allocate central budget capital to ministries and central agencies to manage, guide, and organize the implementation of Program components and tasks approved by competent authorities.
7. The mechanism for supporting the central budget to the local budget to implement the Program follows the principle:
a) For the 2021 central budget (transferred to 2022), it will continue to be implemented according to the support mechanism of the 2016-2020 period and based on the state budget estimate for 2014, following the principle:
For provinces that transfer funds to the central budget: No support from the central budget (except for Quang Ngai Province).
For provinces receiving support from the central budget at 50% or more: Priority allocation at a high level appropriate to the total number of communes; communes in region III of ethnic minority and mountainous areas approved by Decision No. 861/QĐ-TTg dated June 4, 2021 of the Prime Minister (excluding communes recognized as having achieved new rural development standards by competent authorities), and particularly difficult communes in coastal and island areas approved by Decision No. 353/QĐ-TTg dated March 15, 2022 of the Prime Minister (hereinafter collectively referred to as particularly difficult communes).
For Quang Ngai Province and provinces receiving support from the central budget below 50%: Allocation at a lower level compared to provinces receiving support from the central budget at 50% or more.
b) For the 2022-2025 period, based on the state budget estimate for 2022, the support mechanism will follow the principle:
The central budget will not support provinces that transfer funds to the central budget (except for Quang Nam Province and Quang Ngai Province).
a) The central budget capital for 2021 (transferred to be implemented in 2022) shall continue to be implemented under the support mechanism from the period of 2016-2020 and based on the state budget estimate for 2014, according to the principle:
For provinces with revenue sharing with the central budget: No support from the central budget (except for Quảng Ngãi Province).
For provinces receiving support from the central budget at a rate of 50% or more: Prioritize allocation at a high level appropriate to the total number of communes; communes in Region III of ethnic minority and mountainous areas approved by Decision No. 861/QĐ-TTg dated June 4, 2021 of the Prime Minister (excluding communes and towns recognized by competent authorities as having met the new rural standards), and particularly difficult communes in coastal and island areas approved by Decision No. 353/QĐ-TTg dated March 15, 2022 of the Prime Minister (hereinafter referred to collectively as particularly difficult communes).
For Quảng Ngãi Province and provinces receiving support from the central budget at a rate below 50%: Allocate capital at a lower level than those receiving support from the central budget at a rate of 50% or more.
b) The central budget capital for the period of 2022-2025, based on the state budget estimate for 2022, shall implement the support mechanism according to the principle:
The central budget will not provide support to provinces with revenue sharing with the central budget (except for Quảng Nam Province and Quảng Ngãi Province).
The central budget only supports provinces receiving additional balance from the central budget and the provinces of Quang Nam and Quang Ngai, including: Prioritizing support for mountainous provinces, the Central Highlands, and other provinces receiving additional balance from the central budget at 60% or more.
Article 4. Criteria and allocation coefficients for central budget capital in 2021 (to be implemented in 2022)
1. Criteria and allocation coefficients for provinces based on commune types
The allocation coefficient for central budget capital for provinces implementing the Program (based on the number of communes as of the end of 2021) is as follows:
a) Particularly difficult communes: Coefficient 4.0.
b) Communes achieving 15 criteria or more: Coefficient 1.3.
c) Other communes not included in the above priority categories (including communes recognized as meeting new rural standards to continue improving criteria quality and achieving sustainable standards): Coefficient 1.0.
2. Criteria and allocation coefficients for provinces under priority categories
The allocation coefficient for provinces receiving support from the central budget and Quang Ngai Province (based on the state budget revenue and expenditure estimate for 2014 and the number of communes as of the end of 2021 for each locality):
a) Provinces with a support ratio from the central budget below 50% and Quang Ngai Province: Coefficient 1.0.
b) Provinces with a support ratio from the central budget at 50% or more: Coefficient 1.2.
Article 5. Criteria and allocation coefficients for central budget capital during the period 2022-2025
1. Criteria and allocation coefficients for provinces based on commune types
The allocation coefficient for central budget capital for provinces implementing the Program (based on the number of communes as of the end of 2021, excluding particularly difficult communes) is as follows:
a) Communes achieving less than 15 criteria, safe area communes that have not yet met new rural standards: Coefficient 5.0.
b) Communes achieving from 15 to 18 criteria: Coefficient 3.0.
c) Communes recognized as meeting new rural standards: Coefficient 1.0.
2. Criteria and allocation coefficients for provinces based on district types
a) Based on the goals of localities, supporting each province a maximum of two districts that have not yet met the standards (excluding poor districts approved by Decision No. 353/QD-TTg dated March 15, 2022 of the Prime Minister) to focus on completing new rural district criteria and striving to meet standards during the 2021-2025 period: The allocation coefficient is four times higher than the coefficient for communes with less than 15 criteria as stipulated in point a, Clause 1 of this Article.
b) For remaining units striving to meet new rural standards and complete the new rural construction tasks during the 2021-2025 period, provinces proactively allocate central budget capital allocated to communes, local budget funds, and mobilize legitimate resources to implement according to regulations.
3. Criteria and allocation coefficients for provinces under priority categories
The allocation coefficient for provinces receiving support from the central budget and Quang Nam Province, Quang Ngai Province (based on the state budget revenue and expenditure estimate for 2022; the number of communes as of the end of 2021, excluding particularly difficult communes, for each locality):
a) Provinces with a support ratio from the central budget at 60% or more: Coefficient 0.3.
b) Mountainous provinces (including provinces: Ha Giang, Tuyen Quang, Cao Bang, Lang Son, Lao Cai, Yen Bai, Thai Nguyen, Bac Kan, Phu Tho, Bac Giang, Hoa Binh, Son La, Lai Chau, Dien Bien, Binh Phuoc), Central Highlands (including provinces: Dak Lak, Dak Nong, Gia Lai, Kon Tum, Lam Dong): Coefficient 0.5.
c) Provinces with a support ratio from the central budget below 60% and Quang Nam, Quang Ngai Provinces: Only apply the criteria and allocation coefficients for provinces based on commune types as specified in Clause 1 and Clause 2 of this Article.
4. Allocation criteria for special programs
The allocation criteria for capital for special programs are determined based on the objectives, tasks, implementation contents, and total central budget sources of each special program.
5. Allocation criteria for the ADB Loan Program
The allocation criteria for capital for the ADB Loan Program are determined based on the principles and allocation criteria specifically stipulated in the Loan Agreement between the Socialist Republic of Vietnam and the Asian Development Bank, Decisions of the Prime Minister: No. 1467/QD-TTg dated November 2, 2018, No. 758/QD-TTg dated June 19, 2019 approving the investment proposal for the ADB Loan Program; health ministry documents approving feasibility studies and investment decisions for the ADB Loan Program according to regulations. In cases where foreign sources of the ADB Loan Program are allowed to increase beyond the total central budget sources of the Program for the 2021-2025 period already approved by the National Assembly, the central budget will be supplemented to provinces according to the criteria and allocation coefficients prescribed in this Decision.
Article 6. Allocation standards for central budget capital
1. Allocation standards for capital for ministries, sectors, and provinces:
Based on the total amount of central budget capital of the Program assigned by the competent authority and the allocation principles, criteria, and coefficients stipulated in this Decision, allocate capital to the provinces; allocate capital to ministries and central agencies to implement the objectives and tasks of the Program.
2. Allocation standards for capital at the provincial level:
Based on the total amount of supported capital from the central budget announced by the competent authority and the actual conditions of each province, the People's Committees of the provinces shall build targets, tasks, and plans for allocating capital, and plans for integrating various sources of capital as prescribed to implement the Program's objectives and tasks within their respective jurisdictions, ensuring that there is no overlap or duplication with the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas and the National Target Program on Sustainable Poverty Reduction, specifically:
a) For the investment capital plan: Based on the target to achieve the Program until 2025 and actual conditions, the provinces shall establish principles, criteria, and allocation standards for distributing capital among districts and communes, ensuring that the total investment development capital allocated to communes and districts over the period 2021-2025 follows the priority support principles specified in Clause 3, Article 3 of this Decision; allocate capital for implementing special programs; the ADB loan program (if applicable); support for implementing the Program on developing collective economic organizations and cooperatives during the period 2021-2025 approved by Decision No. 1804/QĐ-TTg dated November 13, 2020 of the Prime Minister; the project to select, improve, and replicate effective new cooperative models in all regions during the period 2021-2025 approved by Decision No. 167/QĐ-TTg dated February 3, 2021 of the Prime Minister.
b) For the state budget support capital plan: Based on guidelines for implementing the components of the Program, the provincial People's Committee shall develop specific plans for allocating support funds to various levels (province, district, commune) and sectors to effectively utilize the allocated capital and complete the objectives, prioritizing:
Allocate capital for implementation at the provincial and district levels for the following contents: Enhancing the efficiency of restructuring the agricultural sector, developing rural economies, focusing on: Supporting the development of agriculture towards ecological agriculture, circular economy linked to value chains; building and developing concentrated raw material areas, synchronized mechanization, improving processing and preservation capacity according to production linkage models along value chains; implementing the One Commune One Product Program; developing rural tourism; enhancing the effectiveness of agricultural cooperatives' activities linked to value chains; vocational training for rural laborers aligned with market demands; promoting and developing rural entrepreneurship and innovation models; accelerating digital transformation in building new rural areas; improving environmental quality, creating clean, green, safe, beautiful rural landscapes; improving health and nutrition for women and children; raising awareness and changing mindsets of cadres and people at all levels about rural economic development and new rural construction; communication on new rural construction...; allocate capital for implementing special programs; support for implementing the Program on developing collective economic organizations and cooperatives during the period 2021-2025 approved by Decision No. 1804/QĐ-TTg dated November 13, 2020 of the Prime Minister; the project to select, improve, and replicate effective new cooperative models in all regions during the period 2021-2025 approved by Decision No. 167/QĐ-TTg dated February 3, 2021 of the Prime Minister; allocate operating funds for local-level steering bodies of the Program according to regulations. The remaining state budget capital shall be directly allocated to communes to implement Program contents at the commune level.
Section 2
REGULATIONS ON THE PROPORTION OF LOCAL BUDGET MATCHING CAPITAL
Article 7. Principles for Arranging Counterpart Funds from Local Budgets
1. The total counterpart funds from local budgets of provinces and centrally governed cities during the period 2021-2025 shall comply with the level prescribed in Resolution No. 25/2021/QH15 dated July 28, 2021 of the National Assembly on approving the investment orientation of the Program.
2. Provinces must allocate sufficient local budget funds during the period 2021-2025 in accordance with Article 8 of this Decision to implement the objectives and tasks approved by the competent authority.
a) Provinces ensuring the allocation of counterpart funds from the local budget at or above the prescribed central government ratio will be considered and awarded bonus points in the Movement to Promote Nationwide Efforts to Build New Rural Areas during the period 2021-2025.
b) For provinces failing to allocate sufficient counterpart funds from the local budget to implement the Program according to the prescribed ratio for two consecutive years will not be eligible for commendation or awards in the Movement to Promote Nationwide Efforts to Build New Rural Areas during the period 2021-2025.
3. Local budgets should focus on investing and supporting communes and districts striving to achieve the standards of new rural areas, improved new rural areas, and exemplary new rural areas, and provincial-level completion of new rural area construction tasks during the period 2021-2025 as stipulated.
4. List of localities that can self-balance their budgets and the proportion of support from the central budget for localities:
a) For provinces receiving central budget support for the Program in 2021 (to be implemented in 2022): Based on the list of provinces that can self-balance their budgets and the proportion of support from the central budget for localities as prescribed in Resolution No. 61/2013/QH13 dated November 15, 2013 of the National Assembly on allocating the central budget for 2014.
b) For provinces receiving central budget support for the Program during the period 2022-2025: Based on the list of provinces that can self-balance their budgets and the proportion of support from the central budget for provinces as prescribed in Resolution No. 40/2021/QH15 dated November 13, 2021 of the National Assembly on allocating the central budget for 2022.
Article 8. Ratio of Counterpart Funds from Local Budgets
1. For provinces that can self-balance their budgets (excluding Quang Ngai Province and Quang Nam Province): 100% of the actual Program implementation funds shall be allocated from the local budget and other legally raised funds within the locality.
2. For provinces receiving support from the central budget and Quang Ngai Province, Quang Nam Province:
a) Provinces receiving support from the central budget of 80% or more: Annually, the local budget shall provide a minimum counterpart of 5% of the total central budget support for the Program.
b) Provinces receiving support from the central budget between 60% and less than 80%: Annually, the local budget shall provide a minimum counterpart equal to the total central budget support for the Program (minimum matching ratio: 1:1).
c) Provinces receiving support from the central budget below 60% and Quang Ngai Province, Quang Nam Province: Annually, the local budget shall provide a minimum counterpart of 1.5 times the total central budget support for the Program (minimum matching ratio: 1:1.5).
Chapter III
IMPLEMENTING PROVISIONS
Article 9. Implementation Organization
1. Responsibilities of the Ministry of Agriculture and Rural Development:
a) Take the lead and coordinate with relevant central ministries and agencies to develop plans for allocating the central budget over five years and annually for central ministries and agencies, and provinces to implement the Program, and submit them to the Ministry of Planning and Investment and the Ministry of Finance for consolidation and reporting to the Prime Minister for decision.
b) Take the lead and coordinate with relevant central ministries and agencies and provinces to develop plans for allocating central budget support for special programs, ADB loan programs, and emergency funding during the implementation of the Program, and submit them to the Ministry of Planning and Investment and the Ministry of Finance for consolidation and reporting to the Prime Minister for consideration and decision.
c) Take the lead and coordinate with the Ministry of Planning and Investment and the Ministry of Finance to compile the results of local budget counterpart fund allocation for the Program over five years and annually to report to the Prime Minister and the Head of the Central Steering Committee for national target programs during the period 2021-2025.
d) Guide central ministries and agencies and provinces to organize the implementation of annual central budget plans already allocated by the competent authority.
2. Responsibilities of the Ministry of Planning and Investment
Take the lead and coordinate with central ministries and sectors to review and consolidate medium-term public investment plans over five years and annually, specific targets and tasks of the Program based on proposals from the Ministry of Agriculture and Rural Development to the Government, ensuring compliance with the principles, criteria, and norms stipulated in this Decision.
3. Responsibilities of the Ministry of Finance
Take the lead and coordinate with relevant central ministries and agencies to consolidate plans for allocating operating funds from the central budget over five years and annually for central ministries and agencies and provinces implementing the Program based on proposals from the Ministry of Agriculture and Rural Development, ensuring compliance with the principles, criteria, and norms stipulated in this Decision.
4. Responsibilities of the Ministry of Health
Take the lead and coordinate with relevant central ministries and agencies to develop plans for allocating foreign sources of the ADB loan program as prescribed, and send them to the Ministry of Agriculture and Rural Development for consolidation into the medium-term and annual central budget plans of the national target program for building new rural areas during the period 2021-2025.
5. Responsibilities of central ministries and agencies assigned to lead components and participate in implementing the Program
Develop annual central budget plans to implement activities serving guidance and management of the Program according to assigned tasks, and submit them to the Ministry of Agriculture and Rural Development for consolidation into the annual central budget allocation plan of the Program as prescribed.
6. People's Committees of Provinces
Pursuant to the principles, criteria, and allocation standards for central government budget capital and the proportion of local government budget capital (provincial, district, commune levels) set forth in this Decision to implement the Program, localities shall prepare medium-term investment plans (2021-2025) and annual state budget sources to implement the Program; manage, supervise, inspect, and audit the use of medium-term and annual state budget capital to implement the Program.
Article 10. Effective Date
1. This Decision takes effect from May 10, 2022.
2. The principles, criteria, and allocation standards for central government budget capital and the proportion of local government budget capital to implement the Program as stipulated in this Decision shall apply for the fiscal years during the period of 2021-2025.
Article 11. Responsibility for Implementation
Ministers, Heads of ministerial-level agencies, Heads of governmental agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities, and Heads of units using state budget capital under the Program for the period of 2021-2025 are responsible for implementing this Decision./.
