Pursuant to the Law on Physical Culture and Sports dated November 29, 2006 and the Law Amending and Supplementing Certain Provisions of the Law on Physical Culture and Sports dated June 14, 2018;

Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, ordering goods or services, or tendering for the provision of public products and services using state budget funds from regular expenditure;

Article 1. Scope of Regulation and Applicability

a) Job titles in the labor cost component of the standard table shall be applied in accordance with Circular No. 07/2022/TT-BVHTTDL dated October 25, 2022 of the Minister of Culture, Sports and Tourism stipulating job code, job standards, and salary grading for sports professionals (hereinafter referred to as Circular No. 07/2022/TT-BVHTTDL).

b) Agencies, organizations, and other individuals related to the implementation of public services using state budget funds;

b) In cases where job titles in the labor cost component are not included in Circular No. 07/2022/TT-BVHTTDL, they shall be applied in accordance with Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary regulations for officials, civil servants, public employees, and armed forces personnel, Decree No. 117/2016/NĐ-CP dated July 21, 2016 of the Government amending and supplementing certain articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary regulations for officials, civil servants, public employees, and armed forces personnel, Decree No. 111/2022/NĐ-CP dated December 30, 2022 of the Government on contracts for certain types of work in administrative agencies and public institutions, or equivalent conversion based on positions approved by competent authorities.

4. For depreciation and amortization of assets, it shall be carried out in accordance with Circular No. 23/2023/TT-BTC dated April 25, 2023 of the Minister of Finance guiding the management system, depreciation, and amortization of fixed assets at agencies, organizations, units, and fixed assets managed by enterprises on behalf of the State without being part of the State's capital in enterprises.

1. The economic-technical norms set forth in this Circular are the maximum levels, ensuring accuracy and completeness to fulfill the provision of public service activities according to quality criteria and standards.

2. The economic-technical norms prescribed in this Circular serve as the basis for relevant agencies and organizations to determine unit prices and service fees for public service activities funded by state budget in accordance with Decree No. 32/2019/NĐ-CP of the Government on assigning tasks, placing orders, or tendering for the provision of products and services using state budget funds from regular expenditure.

3. Determination of job titles:

a) Job titles of labor in the manpower cost component of the normative table shall be applied in accordance with Circular No. 07/2022/TT-BVHTTDL dated October 25, 2022, issued by the Minister of Culture, Sports and Tourism stipulating job code, qualification standards, and salary grading for sports instructors (hereinafter referred to as Circular No. 07/2022/TT-BVHTTDL).

b) In cases where job titles of labor in the manpower cost component are not included in Circular No. 07/2022/TT-BVHTTDL, they shall be applied in accordance with Decree No. 204/2004/NĐ-CP dated December 14, 2004, of the Government on salary system for civil servants, public officials, and armed forces personnel, Decree No. 117/2016/NĐ-CP dated July 21, 2016, of the Government amending and supplementing certain articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004, of the Government on salary system for civil servants, public officials, and armed forces personnel, Decree No. 111/2022/NĐ-CP dated December 30, 2022, of the Government on contracts for certain types of work in administrative agencies and public institutions, or equivalent conversion based on job positions approved by competent authorities.

4. For depreciation and amortization of assets, it shall be carried out in accordance with Circular No. 23/2023/TT-BTC dated April 25, 2023, issued by the Minister of Finance guiding management, calculation of depreciation, and amortization of fixed assets at agencies, organizations, units, and fixed assets entrusted by the State to enterprises for management without considering the State's capital component in enterprises.

Article 3. Content of economic and technical norms

1. The content of economic and technical norms includes:

a) Labor norm: Is the direct labor time and indirect labor time necessary for average levels of workers to complete the provision of a service. The consumption rate of direct labor is the time spent on each process according to the guidance for implementing public services, measured in workdays (each workday corresponding to 8 hours of work as stipulated in Article 105 of the Labor Code). The consumption rate of indirect labor is calculated at 15% of the direct labor consumption rate.

b) Consumption of machinery and equipment used: Is the usage time and quantity required for each type of machinery and equipment to complete the selection and training of athletes. The consumption of machinery and equipment is calculated based on the prescribed consumption factor.

c) Consumption of materials used: Is the specific quantity of various types of materials directly used to serve the provision of public services. The consumption level in the norm is calculated based on the specific quantity of each type of material. The consumption rate of auxiliary materials is calculated per unit of time (month).

2. The structure of the norm includes the following contents:

a) Name of the norm;

b) Description of job components: Is the content of the main processes to implement the provision of public services;

c) Norm table, including:

- Labor norm: Level of labor, personnel composition, unit of consumption cost, labor consumption norm value;

- Consumption of machinery and equipment used: Name of machinery or equipment, unit of consumption cost, consumption cost of use;

- Material consumption: Name and specifications of materials, unit of consumption cost, material consumption cost;

- Requirements for infrastructure: Name of infrastructure, area of use.

- Norm consumption value: Is the numerical value of labor, machinery, equipment, and material consumption costs.

3. Economic and technical norms for public services are defined as follows:

a) Economic and technical norms for the service of selecting national sports athletes as specified in Appendix I attached to this Circular.

b) Economic and technical norms for the service of training national sports athletes as specified in Appendix II attached to this Circular.

Article 4. Organization of Implementation

1. Based on the economic and technical norms stipulated in this Circular, ministries, sectors, central agencies, and related agencies at the central and local levels shall consider and decide to apply specific norms suitable for the functions and conditions of public service units under their management.

2. For norms not specified in Circular No. 05/2021/TT-BVHTTDL dated June 25, 2021 of the Ministry of Culture, Sports and Tourism regarding standards and norms for training and competition equipment for national athletes and coaches, they shall be applied according to the provisions of this Circular.

3. Agencies and organizations using state budget funds to provide related public services shall base on actual conditions and propose to competent authorities to consider and decide on building specific norms.

Article 5. Effective Date

1. This Circular takes effect from July 10, 2025.

2. In cases where referenced documents of this Circular are amended, supplemented, or replaced, they shall be implemented according to the newly issued documents.

3. During implementation, if there are arising issues or difficulties, agencies, organizations, and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism (through the Vietnam Sports Administration) for consideration and resolution./.
