DIRECTIVE

On Enhancing Efforts to Practice Thrift and Combat Wastefulness 

In 2010, while there were many favorable conditions both internationally and domestically, it was also forecasted that there would be complex developments. Although the world economy showed signs of gradual recovery, it still faced numerous difficulties, significantly impacting Vietnam's economy as a whole and the Industry and Trade sector in particular. To mitigate these challenges, continue to boost industrial production, trade, and international economic integration to effectively implement the 2010 target program of the Industry and Trade sector, thereby contributing positively to the completion of the national 2010 plan, the Ministry of Industry and Trade requests state-owned economic groups, state-owned corporations, companies under its direct state management, administrative and service units, and all departments, bureaus, and institutes under the Ministry to focus on implementing the following tasks:

Firstly, during the upcoming Tet holiday of Year of the Tiger, heads of units must strictly comply with regulations on practicing thrift and combating wastefulness as stipulated in Decision No. 64/2007/QD-TTg dated May 10, 2007; Directive No. 26/2006/CT-TTg dated August 1, 2006 and No. 2008/CT-TTg dated December 1, 2009 issued by the Prime Minister; Circular No. 2904/BTC-TVQT dated March 13, 2008 of the Ministry of Finance guiding the implementation of Decision No. 64/2007/QD-TTg dated May 10, 2007 regarding gift-giving, receiving gifts, and returning gifts, and Circular No. 10534/BTC-KHTC dated July 24, 2009 on practicing thrift.

1. State-owned economic groups, state-owned corporations, and companies shall have the responsibility

a) To continue reviewing and supplementing economic and technical norms concerning raw material consumption; labor and salary norms; norms for exploitation and utilization of machinery and equipment; striving to increase labor productivity, reduce costs, enhance product competitiveness in the market.

b) To take specific measures to improve the efficiency of corporate management, find ways to expand markets and product sales shares, aiming to accelerate capital turnover and save costs in capital usage.

c) To strictly adhere to purchasing materials and raw fuels through bidding methods prescribed by law to ensure competitive prices and quality of materials. Not to invest and firmly stop investing in projects deemed ineffective; expedite the progress of ongoing investment projects to put them into operation as soon as possible.

d) To study integrating contents to shorten meeting and conference durations to save costs; not to combine organizing meetings and conferences with sightseeing or vacations; to comply with the vehicle, telephone, and work equipment usage norms set by the Prime Minister and competent authorities. To perfect the system of expenditure norms and asset provision at units, and establish measures to practice thrift and combat wastefulness in all professional fields and activities related to each unit's functions and responsibilities.

đ) To organize overseas survey and learning delegations with specific and practical content, avoiding duplication, and not combining overseas experience surveys with policy resolution or sightseeing tours.

e) To develop the unit's thrift and wastefulness prevention plan based on member enterprises' and subordinate units' plans. To compile and report the results of thrift and wastefulness prevention to the Ministry of Industry and Trade and the Ministry of Finance according to the prescribed content and time.

2. For administrative and service units

a) To review construction and repair investments of office buildings in units according to the state office usage norms. To intensify efforts to practice thrift in fuel, electricity, and office supplies expenses to minimize avoidable costs while ensuring the successful completion of assigned tasks.

b) To promote research and application of scientific advancements and in-depth training of high-quality human resources closely linked to actual business and societal needs.

c) To strictly implement Government Decree No. 43/2006/NĐ-CP dated April 25, 2006 on the rights of public administrative and service units to self-management and self-responsibility for task execution, organizational structure, staffing, and finance; to implement Government Decree No. 130/2005/NĐ-CP dated October 17, 2005 on the system of self-responsibility for staffing and administrative management funding for state agencies; and Government Decree No. 115/2005/NĐ-CP dated September 5, 2005 on the system of self-management and self-responsibility for public science and technology organizations.

d) To strengthen supervision and inspection of compliance with internal rules and regulations regarding working hours, responsibility systems, etc., within units. To study and propose to relevant agencies to issue, amend, and supplement norms and standards to ensure they align with professional operations, and to publicly disclose financial activities for oversight and evaluation by organizations and employees.

e) To continue doing well in planning and reporting on thrift and wastefulness prevention as prescribed.

3. For Ministry Agencies

a) The Department of Finance shall lead and coordinate with relevant units:

- To timely allocate funds within the approved limits to administrative and service units. To guide units using state budget funds to prepare annual budget expenditure plans in accordance with current state regulations;

- To study and propose amendments and supplements to state budget expenditure norms and standards to suit reality, serving as a basis for managing, inspecting, and controlling thrift and wastefulness practices in units.

- To compile and report on thrift and wastefulness from units to the Ministry, the Government, and the Ministry of Finance as required.

- To draft and submit to the Ministry's leadership for approval a plan to inspect the implementation of thrift and anti-waste measures at State-owned Economic Groups, State-owned Corporations, Companies, and administrative-affairs units under the Ministry for implementation.

b) The Ministry Office shall take the lead in coordinating with the Finance Department and the Cadres and Civil Servants Organization Department:

- To study and develop cost allocation standards for office supplies, office telephones, tools, and equipment serving public service activities suitable for each user category;

- To strictly monitor the implementation of standard quotas and regulations in the use of state funds and assets, especially in vehicle procurement, transfer, liquidation, provision and use of telephones, hospitality expenses, etc.;

- Before submitting to the Ministry for review, all units and individuals going on official trips both domestically and internationally must carefully review to ensure compliance with approved purposes and plans, and follow the principle that one delegation should be able to handle multiple tasks simultaneously in one country.

c) The Planning Department:

- To take the lead in coordinating with relevant units to strengthen inspection and supervision of the progress of ongoing investment projects. Review and inspect the effectiveness of completed investment projects; Maintain inspection and supervision of investment in construction, bidding, and equipment procurement.

- To track and update the development planning for each economic and technical sector from 2007 to 2010, with a vision to 2025. Based on this, provide guidance for investment development in economic and technical sectors to enhance competitiveness of industrial products in domestic, regional, and global markets; Avoid scattered and wasteful investments.

d) The Cadres and Civil Servants Organization Department shall coordinate with units under the Ministry:

- To complete the review of regulations on cadre and civil servant management and use; responsibility systems for cadres and civil servants; procedures for implementing specialized tasks at units.

- To review assigned tasks to reasonably allocate duties to cadres and civil servants within units and implement staff reduction measures.

- To urge units under the Ministry to accelerate administrative reform, review, eliminate or simplify cumbersome procedures, expedite work processing to promptly meet organizational needs.

- To implement and promulish amendments and supplements or propose to competent authorities to amend and supplement regulations on staffing norms, responsibility systems for cadres and civil servants to ensure alignment with thrift and anti-waste practices and transparency for organizations and cadres to supervise and evaluate implementation;

- To carry out inspections and supervisions of compliance with internal rules and regulations regarding working hours, responsibility systems, etc., at units under the Ministry and report inspection results to the Ministry for handling cases where cadres and civil servants violate these rules and regulations.

- To urge delegations traveling abroad to report trip outcomes in accordance with regulations.

e) News Agencies and Journals under the Ministry:

Shall be responsible for disseminating and promoting the implementation of this Directive.

4. Implementation organization

a) Economic Groups, State-owned Corporations, Companies; administrative-affairs units and Bureaus, Departments, Institutes under the Ministry shall be responsible for implementing this Directive according to their assigned tasks and functions.

b) The Finance Department shall take the lead in coordinating with units under the Ministry to monitor and periodically report to the Ministry's leadership on the implementation of this Directive./.
