RESOLUTION

On the new planting project five million hectares of forest

OF THE NATIONAL ASSEMBLY

SOCIALIST REPUBLIC OF VIET NAM

Pursuant to the Constitution of the Socialist Republic of Vietnam in 1992;

Pursuant to Resolution No. 05/1997/QH10 of the National Assembly, tenth session, second meeting, regarding the criteria for important national works submitted to the National Assembly for consideration and decision on investment policy;

RESOLUTION:

Article 1

The Project to plant five million hectares of forest is an important national work.

Approving the investment policy for planting five million hectares of forest from 1998 to 2010 with the following objectives:

Accelerating the pace of afforestation, greening barren hills and mountains, prioritizing the protection of existing forests and newly planted ones, effectively utilizing their protective functions and environmental protection, preserving biodiversity, creating conditions for sustainable national development, increasing the forest coverage rate to over 40% of the country's total area;

Creating raw material bases linked to the development of wood processing industries;

Generating employment, increasing income for residents, contributing to the implementation of policies to eliminate poverty, promote production, stabilize living conditions, ensure national defense and security;

Article 2

Entrusting the Government to organize the implementation of the project;

This project has a large scale, mainly implemented in mountainous and midland areas, requiring the Government to pay attention to implementing the following points:

Summarizing the Program 327, Program 773, and previous afforestation activities to draw lessons for guiding the Project;

Developing plans to mobilize various sources of capital, particularly focusing on appropriate measures and policies to mobilize domestic resources for investment and strict management to prevent losses;

Implementing suitable organizational management measures to effectively implement the Project. Improving the hierarchical management system according to clear responsibilities and authorities; strengthening the role of local governments, especially at the commune level, in managing, protecting, nurturing, planting, and developing forests;

Reforming, supplementing, and perfecting land allocation and forest transfer policies; ensuring food supply policies for those who plant and protect forests, contributing to ending shifting cultivation; tax exemption and reduction policies; policies encouraging various economic sectors to participate in afforestation, attracting foreign investment in forest development;

Strengthening the protection of existing forests and newly planted ones;

Promoting the application of advanced science and technology in selecting forest tree structures and seedlings, afforestation, and wood product processing;

Annually, the Government shall report to the National Assembly on the implementation of the Project;

Article 3

This Resolution takes effect from the date it is adopted by the National Assembly.

This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, tenth session, second meeting, on December 5, 1997./.
