DECISION OF THE MINISTER OF EDUCATION AND TRAINING

Regulations on Scientific Research of Students in Universities and Colleges".

Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.

Article 3. The Secretaries of the Office, Heads of the Science and Technology Department, Heads of the University Department, Heads of the Political Work Department, Heads of units under the Ministry related to this matter, Directors of universities, Principals of university schools, Directors of academies, and Principals of college schools are responsible for implementing this Decision.

REGULATIONS ON SCIENTIFIC RESEARCH OF STUDENTS

IN UNIVERSITIES AND COLLEGES

PART I

GENERAL PROVISIONS

Article 1. Purpose of scientific research:

1. To contribute to improving the quality of education.

2. To approach and apply scientific research methods.

3. To resolve some issues of science and practice.

Article 2. Requirements for scientific research:

1. To be suitable with the capabilities and aspirations of students.

2. To be consistent with the content of the training program and certain practical demands of society.

3. To align with the direction of scientific and technological activities of universities and colleges (hereinafter referred to as the institution).

4. Not to affect students' regular studies.

Article 3. Content and form of scientific research:

1. To study issues within the field of training.

2. To participate in implementing and applying scientific and technological advancements in production, business, daily life, and national defense security.

3. To participate in scientific conferences, seminars, youth scientific and technological innovation contests, scientific and technological information, and student scientific clubs.

 

PART II

MANAGEMENT OF STUDENT SCIENTIFIC RESEARCH

Article 4. Plan for student scientific research:

Student scientific research is part of the institution's science and technology plan. The implementation and management of student scientific research shall be carried out in accordance with current regulations on scientific and technological activities.

Article 5. Scientific research topic:

1. Student research topics may be part of projects at various levels led by lecturers or researchers, or they may be topics chosen by students themselves.

2. Each student or group of students will carry out the project under the guidance of lecturers, researchers, and graduate students.

3. Student research topics will be approved by the heads of institutions and organized for evaluation.

Article 6. Research funding:

Annually, the heads of institutions decide to allocate an appropriate amount of funding to support student scientific research activities. This funding is sourced from the following:

1. State budget funds allocated for scientific and technological activities.

2. Regular training funds of the institution.

3. Other funds of the institution.

4. Sponsorship from organizations, associations, and individuals both domestically and internationally.

Article 7. Responsibilities of the Science Department of the institutions:

1. Propose plans, contents, and organizational measures for annual student scientific research.

2. Lead coordination with the Training Department, Political and Student Affairs Department, Ho Chi Minh Communist Youth Union, Student Association, and other organizations and associations in student scientific research work.

3. Propose application schemes for the results of student scientific research projects to practical use, in line with the country's socio-economic development goals, and within the scope permitted by the institution.

Article 8. Responsibilities of the head of the institution:

1. Develop guiding documents to implement the regulations on student scientific research that are appropriate to the objectives, content, training programs, and conditions for scientific research at the institution.

2. Examine and select works for application, specify implementation measures, and establish specific reward systems for authors as well as contributors who successfully apply the results of student scientific research projects to practice.

 

CHAPTER III

RESPONSIBILITIES AND BENEFITS OF STUDENTS PARTICIPATING IN SCIENTIFIC RESEARCH AND GUIDING STAFF

RESEARCH AND SCIENCE STUDY AND GUIDING STAFF

Article 9. Responsibilities of students:

1. Implement scientific research topics assigned according to the institution's science and technology activity plan.

2. Adhere to current regulations governing scientific and technological activities.

Article 10. Rights Rights of students:

1. Be provided with the opportunity to use existing equipment at the institution to conduct scientific research.

2. Student research outcomes may be published in proceedings, journals, magazines, scientific announcements, and other information media.

Article 11. Encouragement for Scientific Research Rights of students:

1. Encourage students (especially those achieving good academic results or higher) to participate in scientific research according to the institution's science and technology plan.

2. Institutions organize annual student scientific conferences at various levels to summarize and evaluate the results of student scientific activities, commend students and guiding staff with outstanding achievements.

3. Annually, the Ministry of Education and Training organizes evaluations and awards for works participating in the "Student Scientific Research Award" competition and commends institutions with high achievements in the student scientific research movement.

4. The Ministry of Education and Training authorizes the heads of institutions to consider and decide to add points to the average academic score of the current year for students whose works win the "Student Scientific Research Award" organized by the Ministry (excluding graduated students).

Maximum total points for one work:

First Prize: 0.4 points

Second Prize: 0.3 points

Third Prize: 0.2 points

Commendation Prize: 0.1 points

The average academic score will serve as the basis for scholarship grants, advancement to higher education levels, and other benefits.

Article 12. Responsibilities and rights of guiding staff:

1. Lecturers and researchers have the responsibility to guide students in scientific research (guiding the establishment of research objectives, content, and methods).

2. Heads of institutions base additional research hours for guiding staff on the results of student scientific research (the maximum number of hours for one work is 20 hours).

Article 13. Handling Violations:

In cases where student scientific research works are found to lack honesty, heads of institutions shall impose different disciplinary actions based on the severity of the violation against the authors of the works.

PART IV

IMPLEMENTING PROVISIONS

Article 14. Implementation Provisions:

This Regulation applies to universities, including academies, National Universities, Thai Nguyen University, Hue University, Da Nang University, and colleges nationwide./.
