Pursuant to Article 34 of the Constitution of the Socialist Republic of Vietnam in 1992.
Pursuant to Article 69 of the Land Law adopted by the National Assembly of the Socialist Republic of Vietnam at its Ninth Session on July 14, 1993, and promulgated by the State Council on July 24, 1993, concerning the regime for managing and using land for relics.
Pursuant to Ordinance No. 14-LCT/HĐNN on the Protection and Utilization of Historical, Cultural, and Scenic Relics issued by the State Council of the Socialist Republic of Vietnam on April 4, 1984.
Pursuant to Decree No. 81-CP dated November 8, 1993 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information.
After reviewing the relic dossier and the proposal submitted by the Chairman of the People's Committee of Ninh Binh, Ha Nam, Bac Giang, Ha Tay, Quang Tri, Binh Dinh Provinces, and the city of Hai Phong.
Considering the proposal of the Director of the Heritage and Museum Management Department.
DECISION:
Article 1. Now hereby recognizes the following 14 (fourteen) relics:

1. Architectural Art Relic - Mạc Hạ Communal House: Cong Ly Commune, Ly Nhan District, Ha Nam Province.

Article 2Strictly prohibit all construction and exploitation activities within the delineated areas of the relics. In exceptional cases where land use is required within historical and cultural relics and scenic spots, permission from the Minister of Culture and Information must be obtained.
Article 3. LOCAL PEOPLE'S COMMITTEES SHALL IMPLEMENT THE STATE MANAGEMENT OF HISTORICAL, CULTURAL, AND SCENIC HERITAGE SITES IN ACCORDANCE WITH THE LAW.
Article 4. The Heads of the Ministry’s Office, Director of the Heritage Conservation Department, Chairmen of Provincial People's Committees, Directors of Culture and Information Departments of Ninh Binh, Ha Nam, Bac Giang, Ha Tay, Quang Tri, Binh Dinh Provinces, and Hai Phong City shall be responsible for implementing this decision.
