DIRECTIVE
Regarding the training of national defense education teachers for secondary schools and vocational schools
To implement Directive No. 62/CT-TW dated February 12, 2001 of the Politburo of the Communist Party of Vietnam (8th term) on strengthening national defense education for all citizens in the new situation; Decree No. 15/2001/NĐ-CP dated May 1, 2001 of the Government on national defense education; and Announcement No. 265/HĐGDQP-BQP dated January 23, 2002 of the Central National Defense Education Council, the Ministry of Education and Training requests the Departments of Education and Training, vocational schools under the Ministry and other sectors; and institutions training national defense education teachers to implement the following contents effectively:
1. From now until 2005, each secondary school and vocational school must have at least one national defense education teacher serving as the core instructor, and by 2010, there must be sufficient national defense education teachers. The Departments of Education and Training and vocational schools need to proactively develop plans to send staff and teachers for short-term training (six months) as national defense education teachers. Staff and teachers sent for training must already have a bachelor's degree in their field, be in good health, and not exceed 45 years old, with priority given to physical education and civic education teachers.
Starting from 2002, the Departments of Education and Training will arrange for at least 30% of secondary schools to have staff and teachers sent for national defense education teacher training each year.
For vocational schools, each school must have one staff member or teacher sent for national defense education teacher training. Graduates who obtain a certificate as a national defense education teacher will be assigned to teach concurrently or manage and direct activities in the Departments of Education and Training.
2. Tasks of training national defense education teachers:
Starting from 2002, assign the tasks to Vinh University, Hanoi National Pedagogical University, Thai Nguyen University, Hanoi National Pedagogical University 2, Qui Nhon National Pedagogical University, Hue University, Ho Chi Minh City National Pedagogical University, Da Nang University, Hai Phong National Pedagogical University, Can Tho University to train short-term national defense education teachers (six months).
Starting from the 2002-2003 academic year, assign the task to Hanoi National Pedagogical University, Ho Chi Minh City National Pedagogical University, Vinh University to build programs and implement regular training for combined subject teachers in Physical Education - National Defense Education, Civic Education - National Defense Education based on the existing majors for training physical education and civic education teachers. This type of training will be expanded to other national pedagogical universities that have majors for training physical education and civic education teachers according to the aforementioned combined subjects. The quota for training combined subject national defense education teachers is part of the overall quota for training physical education and civic education teachers assigned by the Ministry.
The Departments of Education and Training shall coordinate with provincial military command to direct teacher training colleges to collaborate with military schools to organize short-term national defense education teacher training according to the program issued by the Ministry.
Staff and teachers sent for national defense education teacher training shall enjoy current benefits; they are permitted to purchase spring and summer uniforms according to the regulations for specialized teachers as stipulated in Point 2, Section II of Circular No. 12583/GDQP dated November 14, 2001 of the Ministry of Education and Training. Trainees not sent by the Departments of Education and Training or schools shall be provided with uniforms by the training institutions based on the aforementioned circular to ensure uniform availability for study purposes.
4. The cost of short-term national defense education teacher training falls within the budget for educational and training expenses, including supplementary training expenses allocated from the central budget for national pedagogical universities assigned quotas by the Ministry, and from local budgets for joint training programs at the local level. The current expenditure for national defense education teacher training shall be applied according to the regulations set forth in Circular No. 562/TC dated March 8, 1998 of the Ministry of Finance. Training institutions and Departments of Education and Training shall prepare plans and report on the use of training funds to the Ministry of Education and Training.
5. The Ministry of Education and Training requests the Departments of Education and Training to report this policy to the People's Committees of provinces and centrally-administered cities; vocational schools under the Ministry and other sectors to report to their respective management agencies for financial support; and institutions training national defense education teachers to proactively develop plans to cooperate with relevant agencies to effectively fulfill training tasks according to assigned quotas.
The training of national defense education teachers aims to gradually address the shortage of teachers in secondary schools and vocational schools, contribute to enhancing national defense potential and knowledge, and meet the requirements of national construction and defense in the new period. Therefore, the Ministry requires the Departments of Education and Training, schools, and related agencies to strictly implement this directive.
The training of teachers for national defense education aims to gradually address the current shortage of teachers at secondary schools and vocational schools, contributing to enhancing the national defense potential and knowledge, meeting the tasks of building and defending the country in the new period. Therefore, the Ministry requires the Departments of Education and Training, schools, and related agencies to strictly implement this Directive.
