RESOLUTION
Regular Government Meeting in June 2002
On June 28 and morning of June 29, 2002, the Government held its regular meeting for June 2002 to discuss and adopt the following issues:
1. The Government heard the Minister of Planning and Investment's report on supplementary information regarding the implementation of the plan and budget for 2001, and the implementation of tasks and the first six months' plan and budget for 2002; the Minister of Finance reported on supplementary results of the state budget implementation for 2001, the state budget situation for the first six months of 2002, and key measures to successfully fulfill the state financial-budgetary tasks for 2002.
Generally, the economic and social situation and the state budget in 2001 showed many positive changes: industrial growth was high; mobilization and utilization of total social investment capital achieved better results; financial and monetary activities made significant progress; state budget revenue increased, ensuring timely expenditures; banking operations improved; some cultural and social fields progressed, such as poverty reduction and job creation... However, production and business operations still faced many difficulties in the last two months of the year, therefore, compared to the report presented to the National Assembly at its tenth session, some targets were lower than expected. Four targets were lower than the initial plan and five targets were lower than those reported to the National Assembly. In particular, actual export turnover only increased by 4.5%, while the reported figure to the National Assembly was an increase of 8% and the initial plan was an increase of 16%.
The Ministry of Planning and Investment is instructed to lead, coordinate with the Ministry of Finance, the Government Office, and the General Statistics Office to standardize data, complete the report; submit it to the Prime Minister for supplementary reporting to the National Assembly.
Since the beginning of 2002, the Government has directed ministries, sectors, and localities to quickly implement the National Assembly's Resolution on the tasks of socio-economic development; issued many important mechanisms and policies, and directed the implementation of many solutions to fulfill the socio-economic development tasks for 2002. Therefore, despite facing significant difficulties both domestically and internationally, the socio-economic situation in the first six months of the year maintained a relatively high growth rate, continuing to make progress in many areas: industry, agriculture, forestry, fisheries, investment development, state budget revenue, education and training, poverty reduction... The level of financial mobilization was reasonable, with a relatively high growth rate, ensuring resources to implement socio-economic development and national defense security tasks; financial balance showed positive changes, focusing on implementing important tasks, contributing to promoting socio-economic growth; management of debt improved.
However, export turnover continued to decrease, the import surplus ratio increased; construction investment increased significantly in terms of capital mobilization but did not achieve high efficiency, the quality of some projects was poor, investment effectiveness was low; some agricultural products were difficult to sell; state budget revenue increased but was not stable, with significant losses; budget expenditure was not focused on long-term tasks with fundamental decisions having breakthrough nature; corruption and wasteful use of the budget remained large; the financial market and financial services developed slowly; some social fields did not show clear improvements.
To complete the socio-economic development tasks for 2002, in the remaining six months, the Government requests ministries, sectors, and localities to focus on directing and accelerating production and business operations; implement synchronously the solutions proposed in Resolution No. 05/2002/NQ-CP dated April 24, 2002 of the Government, remove difficulties and bottlenecks to increase export turnover; disburse investment funds; innovate and improve the efficiency of state-owned enterprises; shift the economic structure, link production with markets, research and apply science and technology in agriculture and fisheries, especially seed programs; improve the effectiveness of construction investment and ensure investment according to planning; strengthen inspection, strictly handle violations, especially in basic construction, land management, smuggling, and trade fraud; strengthen management and prevent budget loss; increase reserve funds for disaster prevention; properly manage expenditures; use the budget economically and effectively, preventing waste; implement the Law on Fees and Charges and the Government's Circular guiding the implementation of this Law.
Ministries, sectors, and localities need to strictly implement the Government's policy on rectifying administrative discipline; enhance coordination in task implementation. The Minister, Head of the Government Office, acting on behalf of the Prime Minister, will chair meetings with Ministers, Heads of agencies equivalent to ministries, government agencies, Chairmen of People's Committees of provinces and centrally-administered cities to unify and promptly address inter-sectoral coordination issues; urge and inspect the implementation of Government and Prime Minister's decisions, and report to the Prime Minister.
2. The Government heard the Minister, Head of the Government Office's report on some issues related to the Government's leadership and management work in the first six months of 2002.
In the past six months, the Government promptly implemented key tasks to fulfill the Central Committee's and National Assembly's Resolutions; maintained the routine of the Government's Work Program and Working Regulations, focusing on the main goals of national socio-economic development; paid attention to leading and handling urgent issues and sudden developments, while concentrating on researching and formulating fundamental and long-term policies; emphasized the combination of socio-economic reform with administrative reform. The Government collective is united, emphasizes responsibility towards the people, ensures democratic concentration within the body, and proactively coordinates with Party organs, the National Assembly, and political-social organizations in leading and managing national socio-economic tasks.
The Government agrees to approve this Report. Direct the Government Office to incorporate the opinions of the Government members, finalize the Report, submit it for the Prime Minister's approval before sending it to relevant ministries, sectors, and localities.
3. The Government listens to the State Auditor General's presentation on the draft Law Amending and Supplementing Certain Provisions of the Law on Complaints and Petitions; the Chairman of the Government Office reports on the consolidated opinions of the Government members regarding the draft Law.
The Law on Complaints and Petitions, adopted by the Tenth National Assembly and effective from January 1, 1999, has created conditions to promote democracy, protect the legitimate rights and interests of citizens, agencies, and organizations. All levels and sectors have fully recognized the significance of complaint and petition resolution work and their responsibilities in this area. However, the implementation of the Law shows that the effectiveness of complaint resolution remains limited. Some provisions of the current Law are not entirely suitable for reality and need timely amendments and supplements.
Amending the Law on Complaints and Petitions aims to address overlapping and shirking of responsibility, causing difficulties and delays in resolving complaints and petitions from the people; enhance the role of administrative courts in resolving complaints and petitions; focus on addressing issues in resolving complaints about administrative decisions and actions; establish a simplified, efficient, and quick procedure for administrative agencies to resolve complaints.
Entrust the State Audit Office to lead, coordinate with the Ministry of Justice, the Government Office, the Supreme People's Court, and related agencies, to incorporate the opinions of the Government members, finalize the draft Law; submit it for the Prime Minister's consideration and decision to present to the Standing Committee of the National Assembly.
4. The Government listens to the Minister of Defense's presentation on the draft Ordinance on Mobilizing Industry; the Chairman of the Government Office reports on the consolidated opinions of the Government members regarding the draft Ordinance.
The world and regional situation still harbors unpredictable factors, necessitating continuous attention to enhancing the country's defense potential, harmoniously combining the two strategic tasks of building and defending the nation. Therefore, mobilizing the capacity of civilian industrial production facilities to prepare for the production and repair of military equipment is both an objective requirement and a policy consistent with the country's capabilities and conditions. The policy of mobilizing industry for national defense contributes to the rational utilization of the country's potential and effectively tapping the capacity of industrial production facilities under all circumstances.
Entrust the Ministry of Defense to lead, coordinate with the Government Office, the Ministry of Justice, and related agencies, to incorporate the opinions of the Government members, finalize the draft Ordinance on mobilizing industry for national defense, and submit it for the Prime Minister's consideration and decision to present to the Standing Committee of the National Assembly.
