Decision No. 08/2004/QĐ-BVHTT of the Ministry of Culture, Sports and Tourism ranks six national historical sites in Bac Ninh and Phu Tho provinces, and simultaneously prohibits construction and exploitation activities within the protected areas of historical and cultural relics.

THE MINISTER OF CULTURE AND INFORMATION
Pursuant to Decree No. 63/2003/NĐ-CP dated June 11, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to the Cultural Heritage Law and Decree No. 92/2002/NĐ-CP dated November 11, 2002 detailing certain provisions of the Cultural Heritage Law;
Based on the heritage site dossier and the proposal of the Chairperson of the People's Committees of Bac Ninh and Phu Tho provinces;
Considering the proposal of the Director of the Heritage Management Department,
DECISION:
Article 1: Ranking six heritage sites:
BAC NINH PROVINCE (02)
1. Architectural Art Site: Yen La Communal House, Tan Hong Commune, Tu Son District, Bac Ninh Province.
2. Architectural Art Site: Yen La Pagoda, Tan Hong Commune, Tu Son District, Bac Ninh Province
PHU THO PROVINCE (04)
3. Historical Site: Chien Thang Chan Mong - Tran Than (1952), Chan Mong Commune, Doan Hung District, Phu Tho Province.
4. Architectural Art Site: Huong Tran Communal House, Du Lau Ward, Viet Tri City, Phu Tho Province.
5. Architectural Art Site: Loi Shrine, Vinh Lai Commune, Lam Thao District, Phu Tho Province.
6. Historical Site: Dao Xa Shrine, Dao Xa Commune, Thanh Thuy District, Phu Tho Province.
Article 2: Strictly prohibit all construction and exploitation activities within the delineated protected areas of heritage sites. In exceptional cases where land use is required within historical and cultural heritage sites and scenic spots, permission from the Minister of Culture, Sports and Tourism must be obtained.
Article 3: People's Committees at all levels shall implement state management over historical and cultural heritage sites and scenic spots in accordance with the law.
Article 4: The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 5: The Head of the Office, the Director of the Heritage Management Department, the Chairpersons of the People's Committees, and the Directors of the Departments of Culture, Sports and Tourism of Bac Ninh and Phu Tho provinces are responsible for enforcing this Decision./.
