Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies.

Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs.

Pursuant to Decision No. 234/2003/QĐ-TTg dated November 13, 2003 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the National Academy of Public Administration.

Pursuant to Decision No. 335/2005/QĐ-TTg dated December 16, 2005 of the Prime Minister establishing the West Central Region Branch of the National Academy of Public Administration under the Ministry of Home Affairs.

Article 1. Position and Functions

1. The West Central Region Branch is an affiliated organization of the National Academy of Public Administration under the Ministry of Home Affairs.

2. The West Central Region Branch has the function of training, retraining civil servants, public officials, state employees, grassroots civil servants, reserve civil servants, teaching staff, conducting administrative science research, and state management.

3. The West Central Region Branch shall have its own seal and separate account.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

The West Central Region Branch shall have the main tasks and powers as follows:

1. Organizing training and retraining for knowledge, skills, and administrative and state management practices for the following subjects: civil servants, state employees, career cadres, officers, and administrative civil servants in the West Central Region (district and commune levels).

2. Organizing legal knowledge, state management, and administrative management training for People's Council representatives at district and commune levels; organizing ethnic language training for civil servants, public officials, and state employees working in the West Central Region.

3. Training pre-service for reserve civil servants in the West Central Region.

4. Regularly and non-regularly training bachelor's degree programs in public administration and state management according to the law for the West Central Region.

5. Training associate degree in public administration for the West Central Region.

6. Organizing training, retraining, and guiding professional expertise on public administration and state management for teaching staff of training and retraining institutions for civil servants and public officials in the West Central Region.

7. Organizing training and educational activities according to the objectives, programs, and majors approved by the Ministry of Education and Training and competent authorities; issuing certificates as prescribed.

8. Conducting administrative science and state management research; applying scientific and technological progress, compiling textbooks and materials to serve training and retraining of administrative civil servants, public officials, and state management staff of the West Central Region Branch.

9. Implementing international cooperation plans and tasks assigned by the Director of the National Academy of Public Administration.

10. Inspecting, examining, handling complaints and denunciations, and dealing with violations according to the law.

11. Building and managing the cadre, civil servant, public official, and teaching staff; managing staffing; implementing salary systems and incentive policies, rewards, disciplinary measures, and professional training and retraining for cadres, civil servants, and public officials of the West Central Region Branch according to the law and the directives of the Director of the National Academy of Public Administration.

12. Managing financial resources, assets allocated, budget allocations, and other sources of income and funds according to the law.

13. The West Central Region Branch shall enjoy preferential policies of the State for mountainous areas.

14. The West Central Region Branch may request relevant ministries, ministerial-level agencies, government bodies, provincial people's councils, municipal people's councils directly under the central government, and the National Academy of Public Administration to assign cooperating lecturers to participate in teaching, receive and support trainees and students for internships, field surveys, and cooperate in administrative science research and state management work.

15. Performing other tasks assigned by the Director of the National Academy of Public Administration.

Article 3. Training and development systems of the Institute

1. System for training and developing administrative knowledge and state management.

2. Pre-service training system.

3. Regular and non-regular undergraduate administrative training programs according to specialized fields of administration and state management.

4. Intermediate administrative training program.

5. System for training and developing lecturers and researchers on administration and state management.

6. Specialized training and development system.

Article 4. Organizational structure of the Institute in the Central Highlands region

1. Leadership of the Institute in the Central Highlands region

The Institute in the Central Highlands region has a Director and Deputy Directors. A Deputy Director of the National Administrative Academy is assigned to serve as the Director of the Institute in the Central Highlands region.

The Director of the Institute in the Central Highlands region is responsible to the Director of the National Administrative Academy and the Minister of Home Affairs for all activities of the Institute in the Central Highlands region.

Deputy Directors of the Institute in the Central Highlands region are appointed by the Director of the National Administrative Academy upon the recommendation of the Director of the Institute in the Central Highlands region based on the position standards issued by the Minister of Home Affairs. Deputy Directors of the Institute in the Central Highlands region are responsible to the Director of the Institute in the Central Highlands region and the Director of the National Administrative Academy for their assigned tasks.

The Director of the Institute in the Central Highlands region appoints, dismisses, and removes from office the leadership positions of units under the Institute in the Central Highlands region based on the leadership position standards of units under the Institute established by the Director of the National Administrative Academy.

The Director of the Institute in the Central Highlands region is responsible for promulgating the operational regulations of the Institute in the Central Highlands region and reporting to the Director of the National Administrative Academy.

2. Units under the Institute in the Central Highlands region

2.1. Administrative and General Affairs Department.

2.2. Management Department.

2.3. Accounting and Financial Affairs Department.

2.4. Organization and Cadre Department.

2.5. Scientific Research Department.

2.6. Training and Development Department.

2.7. Basic Science Department.

2.8. Fundamental Science Department.

2.9. Industry and Sector Management Department.

2.10. Legal Documents and Administrative Technology Department.

2.11. Information, Documentation, and Library Center.

2.12. Foreign Language and Computer Center.

Each Department has specialized subjects.

The establishment, restructuring, and dissolution of units of the Institute in the Central Highlands region are decided by the Director of the National Administrative Academy based on the proposal of the Director of the Institute in the Central Highlands region.

Article 5. Effective Date

This Decision takes effect fifteen days after its publication in the Official Gazette.

Article 6. Responsibility for Implementation

The Head of the Office of the Ministry, the Director of the Cadre and Civil Servant Department of the Ministry of Home Affairs, the Director of the National Administrative Academy, the Director of the Institute in the Central Highlands region, the Heads of units and organizations under the Ministry of Home Affairs and the National Administrative Academy, and the cadres and civil servants of the Institute in the Central Highlands region are responsible for implementing this Decision./.
