Regulations on the contents of the Vietnam Export and Import Services Catalogue

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Statistics dated June 26, 2003;
Pursuant to the Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to Decree No. 116/2008/ND-CP dated November 14, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;
Pursuant to Decision No. 28/2011/QĐ-TTg dated May 17, 2011 of the Government Chairman regarding the issuance of the Vietnam Export and Import Services Catalogue;
At the proposal of the General Statistics Office Director;
The Ministry of Planning and Investment hereby stipulates the contents of the Vietnam Export and Import Services Catalogue as follows:
Article 1. Contents of the Vietnam Export and Import Services Catalogue
Attached to this Circular is the content of the Vietnam Export and Import Services Catalogue prescribed in Decision No. 28/2011/QĐ-TTg dated May 17, 2011 of the Government Chairman, including:
- Part I: Content of the Vietnam Export and Import Services Catalogue detailing each specific service category under corresponding higher-level service product groups;
- Appendix: Appendix 1 - Compatibility Code Table between the Vietnam Export and Import Services Catalogue (VCITS) and the Vietnamese Product Classification System (VCPA), and Appendix 2 - Compatibility Code Table between the Vietnam Export and Import Services Catalogue (VCITS) and the World Trade Organization's General Classification of Services (GNS/W/120) (W120).
Article 2. Subjects Implementing the Project
1. The General Statistics Office and its subordinate units;
2. Ministries, ministerial-level agencies, government agencies, other central agencies, and People's Committees at all levels;
3. Enterprises and other entities subject to statistical reporting and survey systems.
This Circular takes effect from December 25, 2025/.
1. The General Statistics Office shall be responsible for organizing and guiding the implementation for relevant entities in accordance with the provisions of this Circular;
2. Units specified in Article 2 shall be responsible for implementing the statistics of export and import services in accordance with the provisions of this Circular.
Article 4. Effective date
1. This Circular takes effect from January 1, 2012;
2. During the implementation process, if there are any difficulties, ministries, ministerial-level agencies, government agencies, other central agencies, People's Committees at all levels, and related units shall send their opinions to the Ministry of Planning and Investment (General Statistics Office) for timely review and amendment./.
