Regulations on the Professional Standards for Vocational Secondary School Teachers

Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law and Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Based on the conclusions of the Review and Acceptance Board for the Professional Standards for Vocational Secondary School Teachers at the Minutes of the Board Meeting on July 31, 2011;

At the proposal of the Director of the Teacher and School Management Officer Department,

The Minister of Education and Training hereby decides:

Article 1. To promulgate these Regulations on the Professional Standards for Vocational Secondary School Teachers along with this Circular.

Article 2. This Circular shall take effect from April 20, 2012.

Article 3. The Director of the Office, the Director of the Department of Teachers and Educational Management Staff, Heads of units under the Ministry of Education and Training, Principals of vocational secondary schools and universities and colleges assigned the task of training vocational secondary students, People's Committees of provinces and centrally governed cities, ministries and ministerial-level agencies managing vocational secondary schools, universities and colleges assigned the task of training vocational secondary students, organizations and individuals related thereto are responsible for implementing this Circular./.

REGULATIONS

Professional Standards for Vocational Secondary School Teachers
(Issued together with Circular No. 08/2012/TT-BGDĐT dated March 5, 2012 of the Minister of Education and Training)

 

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. These Regulations on the Professional Standards for Vocational Secondary School Teachers include: the contents of standards and criteria regarding the professional standards for vocational secondary school teachers.

2. These regulations apply to teachers teaching vocational secondary level at educational institutions within the national education system; including: teachers teaching vocational secondary level in vocational secondary schools and educational institutions assigned the task of training vocational secondary students (hereinafter referred to collectively as schools).

Article 2. Professional Standards for Vocational Secondary School Teachers

1. The Professional Standards for Vocational Secondary School Teachers (hereinafter referred to as the Standards) is a system of requirements regarding professional standards for vocational secondary school teachers to ensure the effective and quality performance of teaching tasks.

2. The Standards include several standards; each standard has its own criteria.

Article 3. Purpose of Issuing the Regulations on the Professional Standards for Vocational Secondary School Teachers

1. To serve as a basis for building, developing, evaluating, and recognizing vocational secondary school teachers who meet the Standards.

2. To help vocational secondary school teachers self-assess their pedagogical abilities, thereby formulating plans to improve their professional skills.

3. To serve as a basis for assessing the pedagogical capabilities of the team of vocational secondary school teachers, serving the work of planning the development, training, and utilization of the team of vocational secondary school teachers.

 

Article 4. Definitions

In this document, the following terms are understood as follows:

1. Standard is the provision regarding the basic and distinctive contents of each field of the Standards.

2. Criterion is the requirement and condition that must be met in a specific content of each standard.

3. Teaching plan is a document containing content linked to the education program, determining subjects / courses, practical activities, internships, extracurricular activities, graduation exams, weekly and annual study hours allocated to each course and class according to the training majors to achieve the goals and education programs.

4. Lesson plan (or lesson plan) is a design for the process of a class, a class session, or a class period that the teacher intends to implement in class for a specific group of students.

5. Teaching dossier is a collection of materials serving the teaching of teachers arranged in a systematic manner closely related to each other.

 

Chapter II

CONTENTS OF STANDARDS AND CRITERIA ON PROFESSIONAL STANDARDS FOR VOCATIONAL SECONDARY SCHOOL TEACHERS

 

Article 5. Standard 1: Competence in understanding the educational object and environment

1. Criterion 1. Understanding the educational object

Possess knowledge and skills to understand and recognize the psychological characteristics, level, capacity, cognition, style, teaching methods, and learning attitudes of vocational intermediate students related to the nature of learning activities and fields of study within schools to develop educational programs, establish and implement teaching plans, lesson plans, and educational activity plans that achieve quality and effectiveness.

2. Criterion 2. Understanding the educational environment

Possess knowledge and skills to understand and recognize the characteristics and impact of the teaching and educational environment on teaching and educational activities within schools to develop educational programs, establish and implement teaching plans, lesson plans, and educational activity plans that achieve quality and effectiveness.

Article 6. Standard 2: Teaching Competence

1. Criterion 3. Developing Teaching Plans

Design and develop vocational intermediate education programs; establish subject and course teaching plans that reflect their position within the educational program; plan teaching time, objectives, content, teaching methods and tools, and assessment of student learning outcomes and training. The teaching plan must be consistent with the school's educational program implementation plan.

2. Criterion 4. Developing Lesson Plans

Develop lesson plans that reflect the objectives, content, teaching methods, teaching tools, and assessment of learning outcomes and training suitable for the specific characteristics of the lesson, student characteristics, and teaching environment; coordinate learning activities with teaching activities to promote students' cognitive and practical initiative.

3. Criterion 5. Preparing Teaching Conditions and Tools

Prepare teaching conditions and tools appropriate to the lesson plan, teaching objectives, content, methods, and the vocational intermediate student population.

4. Criterion 6. Implementing Teaching Plans

Implement assigned subject and course teaching plans, ensuring accurate teaching content linked to occupational practice; incorporate interdisciplinary knowledge and skills into lessons; combine teaching content with flexible teaching methods and strategies to achieve lesson objectives; possess classroom management skills, handle classroom conflict situations, manage relationships between the school and practical training sites; ensure progress according to the established teaching plan.

5. Criterion 7. Applying Teaching Methods and Forms

Apply and combine teaching methods and forms to promote students' initiative, proactivity, creativity, self-learning ability, and professional skill development to achieve teaching objectives.

6. Criterion 8. Using Teaching Aids and Equipment

Proficiently use common teaching aids and equipment, combined with information technology applications appropriate to the content, methods, organizational forms, and teaching population.

7. Criterion 9. Creating a Teaching Environment

Establish a friendly, cooperative, safe, and healthy learning environment, encouraging creativity in teaching and learning.

8. Criterion 10. Evaluating Student Learning Outcomes

Design and use evaluation tools; implement evaluation methods to accurately, objectively, and fairly assess student learning outcomes; use testing and evaluation results to adjust teaching and learning activities. Develop students' self-assessment capabilities.

9. Criterion 11. Managing Teaching Records

Establish, use, and maintain teaching records in accordance with regulations.

Article 7. Standard 3: Educational Capacity

1. Criterion 12. Planning educational activities

Develop plans for educational activities according to assigned tasks such as class management work, Youth Union work, and other appropriate activities consistent with the target group, educational environment, specific training industry, and demonstrate the ability to coordinate in mobilizing resources to carry out educational activities.

2. Criterion 13. Education through teaching activities

Educate through teaching activities to form and develop personality, train style and professional ethics for students; educate students through the teacher's own example.

3. Criterion 14. Education through class management work and other educational activities

Fulfill the task of educating students through class management work and other educational activities in coordination with units responsible for student management, political-social organizations, professional organizations inside and outside the school according to approved plans; effectively educate individual cases of students.

4. Criterion 15. Supporting and guiding students in career and employment

Support and guide students to enter the labor market to help them successfully participate in the labor market after graduation.

5. Criterion 16. Evaluating students' discipline results

Design and use evaluation tools; implement evaluation methods; ensure accuracy, objectivity, and fairness when evaluating students' discipline results. Use testing and evaluation results to adjust educational activities. Develop students' self-evaluation and self-adjustment capabilities.

Article 8. Standard 4: Collaboration Capacity in Teaching and Education

1. Criterion 17. Collaborating and coordinating with colleagues within the school

Collaborate with colleagues in teaching and education. Learn from, exchange experiences, coordinate, guide, and assist colleagues in developing teaching and education capacities.

2. Criterion 18. Collaborating and coordinating with colleagues outside the school

Collaborate and coordinate with teachers from other training institutions and experts from enterprises in teaching and education. Learn from, exchange teaching experiences, develop educational program content through lesson study activities, seminars, and training sessions to improve teaching and education quality.

Article 9. Standard 5: Professional Development Capacity

1. Criterion 19. Professional Development Training and Self-Training

Identify personal needs for professional development training and self-training; have effective methods for self-training in professional development; apply knowledge and skills obtained from professional development training and self-training to innovate teaching and education work.

2. Criterion 20. Innovating Teaching and Education

Have a positive attitude towards innovating curricula, teaching methods, and education. Conduct research and implementation activities to support the development of educational programs, innovative teaching, and education.

Chapter III

IMPLEMENTATION

 

Article 10. Responsibilities of Vocational Secondary Schools and Educational Institutions Assigned the Task of Vocational Secondary Training

Vocational secondary schools and educational institutions assigned the task of vocational secondary training organize management of the professional capacity of vocational secondary teachers according to the Standards stipulated in this document and apply the Standards to evaluate the professional capacity of vocational secondary teachers following the guidelines of the Ministry of Education and Training.

Article 11. Responsibilities of localities, ministries, and ministerial-level agencies managing intermediate vocational schools and educational institutions assigned the task of intermediate vocational training

1. The People's Committees of provinces and centrally governed cities shall direct, guide, and inspect the organization and management of pedagogical skills for the teaching staff of intermediate vocational schools and educational institutions assigned the task of intermediate vocational training within their jurisdiction, in accordance with the Standards stipulated in this document.

2. Ministries and ministerial-level agencies managing intermediate vocational schools and educational institutions assigned the task of intermediate vocational training shall direct, guide, and inspect the organization and management of pedagogical skills for the teaching staff of intermediate vocational schools and educational institutions assigned the task of intermediate vocational training under their management, in accordance with the Standards stipulated in this document. /\.
