Circular No. 08/2014/TT-BCA-A81 stipulates the List of State Secrets of Confidential Level for the Central Steering Committee on Anti-Corruption and the Central Commission for Internal Affairs.

After reaching agreement with the Deputy Head in charge of the Central Steering Committee on anti-corruption - Head of the Central Internal Affairs Commission, the Ministry of Public Security promulgates the List of state secrets level Confidential of the Central Steering Committee on anti-corruption and the Central Internal Affairs Commission.

Pursuant to the Ordinance on Protection of State Secrets No. 30/2000/PL-UBTVQH10 dated December 28, 2000 of the Standing Committee of the National Assembly;

Pursuant to Decree No. 77/2009/NĐ-CP dated September 15, 2009 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protection of State Secrets;

Article 1. The List of state secrets level Confidential of the Central Steering Committee on anti-corruption and the Central Internal Affairs Commission includes the following scope:

1. Information, documents, figures absolutely regarding the situation and internal affairs work and anti-corruption efforts that have not been or will not be disclosed.

2. Information, documents, figures about anti-corruption activities of ministries, sectors, localities that have not been disclosed.

3. Information, documents, figures about the situation and internal affairs work of provincial party committees and municipal party committees that have not been disclosed.

4. Guidance opinions of the Central Steering Committee on anti-corruption and guidance opinions of the Central Internal Affairs Commission to relevant sectors within the internal affairs system and agencies, organizations, individuals concerning sensitive issues in the field of internal affairs work and anti-corruption that have not been or will not be disclosed (except for cases included in the List of state secrets level Top Secret, Absolute Secret).

5. Work programs, plans; interim reports, final reports, special reports; minutes, conclusions of meetings that have not been disclosed.

6. Documents from coordination meetings, conferences, seminars; contents of work exchanges related to national security, politics, foreign relations that have not been or will not be disclosed (except for cases included in the List of state secrets level Top Secret, Absolute Secret).

7. Opinions of the Central Internal Affairs Commission participating in the handling of cadre promotion and disciplinary actions against cadres in the internal affairs system that have not been disclosed.

8. Documents on investigation results, verification, understanding of situations, cases, complaints and information about whistleblowers reporting corruption and law violations that have not been or will not be disclosed.

9. Information, documents, reports on cadre planning, rotation, and training; files on handling cadres related to political internal security protection; files of party members and cadres at the level of Deputy Director-General and equivalent or higher that have not been disclosed.

10. Information, documents on external activities, international cooperation on anti-corruption (contents of meetings, working sessions with foreign organizations and individuals) that have not been disclosed (except for information, documents at the level of Absolute Secret).

11. Files, documents on illegal activities of organizations and individuals both domestically and abroad that have not been disclosed.

12. Documents on computer system design, internal databases, passwords, regulations on ensuring information security and safety in the application of information technology.

13. Results of public opinion surveys and scientific research on internal affairs work and anti-corruption that have not been or will not be disclosed.

14. Documents using information, documents in the List of state secrets level Confidential of other agencies and organizations.

This Circular takes effect from April 7, 2014.

Article 2. Effective Date

1. The Central Internal Affairs Commission and the Ministry of Public Security shall be responsible for inspecting the implementation of this Circular.

Article 3. Responsibility for Implementation

1. The Central Steering Committee for Party Rectification and Anti-Corruption, the Ministry of Public Security shall be responsible for inspecting the implementation of this Circular.

2. Ministries, ministerial-level agencies, agencies under the Government; People's Committees of provinces and centrally governed cities shall be responsible for implementing this Circular./.
