GENERAL PROVISIONS
Article 1. Scope of Regulation
Article 4. Principles of connecting traffic signal lights on roads with warning lights on roads at level crossings and providing support information for vigilance of trêPrinciples of connecting traffic signal lights on roads with warning lights on roads at level crossings are as follows:This Resolution takes effect from the date it is adopted by the National Assembly.Priority belongs to warning lights on roads at level crossings specialized agency under the People's Committee of the province/city.Ensuring consistent and synchronized display when trains pass through level crossingsỗ c) Signal connection shall be implemented at road intersections where a branch road enters the level crossing if the distance from the center of the road intersection to the nearest warning light on the road at the level crossing is less than 50 meters (m)No. Signal connection shall be carried out in accordance with technical standards and regulations on railway and road signaling, and relevant legal documents; while minimizing traffic congestion in the level crossing area and the road intersection area where a branch road enters the level crossingớ.
Article 2. Applicability
d) The project owner must agree and coordinate to implement signal connection according to the model specified in Appendix I of this Circular when the conditions for signal connection as stipulated in point c of this clause are metpolicies2. Article 5. Responsibility for Connecting Traffic Signal Lights at Road Intersections with Signal Lights on Railways
1. The organization managing traffic signal lights on roads:
a) Shall take the lead and coordinate with the organization managing railway crossing signal lights according to Clause 2 of Article 13 of this Circular to ensure that railway crossings meet the conditions for connecting signal lights; determine the delay time of the road traffic signal lights at intersections compared to the state of the railway crossing signal lights when trains pass through the crossing to minimize traffic congestion in the railway crossing area and the road intersection area where there is a branch road leading to the crossing;onDevelop plans to reorganize road traffic; adjust the operation of road traffic signals at intersections in accordance with the state of the railway crossing signal lights when trains pass through the crossing;development xJune 2024;c đ ||| c đcouncillORSTake the lead in negotiating with the organization managing railway crossing signal lights according to Clause 2 of Article 13 of this Circular and implement the connection of signal lights at intersections with branches leading to railway crossings as stipulated in Appendix I of this Circular;developmentng through

c) The organization managing railway crossing signal lights:policiestNo.i t"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."Shall provide conditions for displaying railway crossing signal lights from the railway crossing signal control cabinet to the road traffic signal control cabinet or to the connection box (if any);.Request the organization managing road traffic signal lights to implement the connection of signals; negotiate the connection of signals with the organization managing road traffic signal lights as prescribed in Appendix I of this Circular;
d) Immediately report and cooperate with traffic management forces to manage traffic when there is a malfunction of railway crossing signal lights affecting the connection of signals to ensure traffic safety and manage traffic congestion as prescribed in Article 8 of this Circular;
Ensure that railway crossing signal lights operate in accordance with technical requirements and as prescribed in Article 6 of this Circular;No.d) Develop plans, schemes, and budget estimates for constructing, managing, and maintaining railway crossing signal light facilities, and submit them for approval by competent authorities as prescribed.policies Article 6. Article 6. Technical Regulations for Connecting Traffic Lights with Traffic Lights on Roads at Railway Level Crossings
1. Technical Requirements for Signal Connection:
a) When the traffic lights on roads at the level crossing indicate stop, the traffic lights at the intersection must also indicate stop simultaneously or at the same time.
