The Minister of Agriculture and Rural Development issues this Circular amending and supplementing the List of Types of Machinery and Equipment Eligible for Support Policies to Reduce Losses in Agriculture issued together with Circular No. 08/2014/TT-BNNPTNT dated March 20, 2014 of the Ministry of Agriculture and Rural Development.

1. Supplementing Point o Clause 1 Article 10 as follows:development+ Request for recognition of forest tree planting seed sources according to Model No. 04 Appendix II issued together with Circular No. 30/2018/TT-BNNPTNT dated November 15, 2018 stipulating the List of forest tree planting seeds; recognition of seeds, seed sources, and management of forest tree planting material; bIssuing this Circular to guide the implementation of certain provisions of Decision 68/2013/QĐ-TTg dated November 14, 2013 of the Prime Minister on policies to support reducing losses in agriculture.No. 68/2013/QĐ-TTg dated November 14, 2013 of the Prime Minister on policies to support reducing losses"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."This Circular guides the determination of beneficiaries, conditions, methods of support, and the organization and implementation of housing support for poor households in rural areas or poor households residing in villages, hamlets, villages, communes, wards, or settlements (collectively referred to as villages) directly under towns, urban districts, or communes directly under district-level cities, provincial-level cities, as provided for in Article 2 of Decision No. 33/2015/QĐ-TTg dated August 10, 2015 of the Prime Minister on housing support policies for poor households according to the poverty standard during the period 2011-2015 (hereinafter referred to as Decision No. 33/2015/QĐ-TTg).ỗ in agriculture., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPin agriculture.

Article 1. Attached to this Circular is the "List of types of domestic production machinery and imported equipment" eligible for support policies as stipulated in Clause 2, Article 1 of Decision 68/2013/QĐ-TTg dated November 14, 2013 of the Prime Minister on policies to support reducing losses in agriculture (hereinafter referred to as Decision 68/2013/QĐ-TTg), with the attached list.

Article 2. Technical appraisal of machinery and equipment types of investment projects as stipulated in Clause 2 Article 2 of Decision 68/2013/QĐ-TTg must meet the following requirements:

1. The project must have a description of the production technology process.

2. Machinery and equipment in the production line must have complete technical files and documents; not infringe upon intellectual property rights and industrial property rights; must ensure legal origin and comply with current regulations on standard declaration under Article 23 of the Law on Product Quality.

Article 3. Implementation

1. People's Committees of provinces and centrally governed cities shall direct the Departments of Agriculture and Rural Development to take the lead and coordinate with relevant agencies and units:

a) To publicize, guide, inspect, and urge the implementation of this Circular;

b) To report annually before December 20 to the Ministry of Agriculture and Rural Development on the implementation of support policies in their localities.

2. The Processing Department of Forestry, Aquaculture, and Salt Industry shall be responsible for:

a) Continuously updating domestic and imported production machinery and equipment to submit to the Minister of Agriculture and Rural Development for consideration and publication to supplement the List of machinery and equipment eligible for support policies under Decision 68/2013/QĐ-TTg;

b) To take the lead and coordinate with relevant agencies and units to organize urging, inspection, and supervision of the implementation of Decision 68/2013/QĐ-TTg;

c) To compile reports and report annually to the Minister on the results of policy implementation nationwide.

Article 4. Effectiveness

1. This Circular takes effect from May 12, 2014.

Replacing Circular 28/2012/TT-BNNPTNT dated June 28, 2012 of the Ministry of Agriculture and Rural Development.

2. Organizations and individuals implementing support policies under Circular 28/2012/TT-BNNPTNT prior to the effective date of this Circular shall continue to enjoy support policies.

3. In case of difficulties during implementation, organizations and individuals should reflect them to the Ministry of Agriculture and Rural Development for guidance and resolution./.
