Implementing Decision No. 159/QĐ-TTg dated January 15, 2013 of the Prime Minister promulgating the Regulations on organization and operation of the Central Steering Committee for the Movement "All people unite to build a civilized lifestyle"No.and Sports and Tourism issues this Circular providing detailed standards, procedures, and processes for reviewing and recognizing "Standardized Cultural Agencies", "Standardized Cultural Units"shalland "Standardized Cultural Enterprises"

This Circular provides detailed standards, procedures, and processes for reviewing and recognizing "Standardized Cultural Agencies", "Standardized Cultural Units", "Standardized Cultural Enterprises" (hereinafter collectively referred to as standardized agencies, units, and enterprises) within the Movement "All people unite to build a civilized lifestyle". trObjectives:No.a) Agencies, units, and enterprises with legal personality that have established grassroots trade unions and registered for competition;”;

b) Organizations and individuals related to the procedures and processes for reviewing and recognizing standardized agencies, units, and enterprises.shall1. Recognition of standardized agencies, units, and enterprises is only applicable to cases that have registered for competition.

b) Public libraries at the district level: libraries under the People's Committee of districts, towns, cities directly under provinces, or libraries under the Department of Culture, Information, Cultural Center, or Cultural-Sports Center, or District Cultural House of districts, towns, cities directly under provinces;shall2. Recognition of standardized agencies, units, and enterprises is linked to rewarding those agencies, units, and enterprises with outstanding achievements in implementing the Movement "All people unite to build a civilized lifestyle".rime Minister c3. The recognition of standardized agencies, units, and enterprises must ensure accuracy, transparency, fairness, timeliness, and compliance with the provisions of this Circular.”4. PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

2. ONo.Competence:

Agencies, units, and enterprises at the commune level (collectively referred to as commune level); district, town, city directly under province (collectively referred to as district level); province, city directly under the central government (collectively referred to as provincial level); centrally located on provincial territory are recognized as standardized cultural agencies, units, and enterprises for the first time by the Chairman of the People's Committee at the district level; the Chairman of the People's Committee at the provincial level re-recognizes them.

Article 2. Implementation Principles

The initial recognition period for standardized cultural agencies, units, and enterprises is two (02) years or more from the date of registration; re-recognition occurs five (05) years after the previous recognition.

STANDARDS FOR REVIEWING AND RECOGNIZING "STANDARDIZED CULTURAL AGENCIES, UNITS,

ENTERPRISES"

4. Uniformly use the model Certificate of Recognition for agencies, units, and enterprises meeting cultural standards attached as an appendix to this Circular.

Article 3. Competence and recognition period

1. Competence:

Agencies, units, and enterprises at the commune, ward, town level (referred to collectively as the commune level); district, county, provincial city, centrally governed city (referred to collectively as the district level); province, centrally governed municipality (referred to collectively as the provincial level); central agencies located within the provincial territory that meet cultural standards shall be initially recognized by the Chairman of the People's Committee at the district level; re-recognized by the Chairman of the People's Committee at the provincial level.

2. Period:

The initial recognition period for agencies, units, and enterprises meeting cultural standards is two (02) years or more from the date of registration; re-recognition occurs five (05) years after the initial recognition date.

Chapter II

STANDARDS FOR REVIEW AND RECOGNITION OF "AGENCIES, UNITS, ENTERPRISES MEETING CULTURAL STANDARDS"

ENTERPRISES MEETING CULTURAL STANDARDS"

Article 4. Criteria for recognizing "Organizations meeting cultural standards", "Units meeting cultural standards"

1. Complete the following tasks:No.t

a) Have ongoing, practical, and effective competition movements; contribute to excellently completing annual work plans; 100% of officials, civil servants, public employees, and workers in the organization or unit achieve the title of "Advanced Worker" or higher;

b) 80% or more of officials, civil servants, and public employees regularly self-study or attend training courses on politics, professional skills, and vocational training;

c) Fulfill obligations and adhere to the ethics of officials, civil servants, and public employees as prescribed by law;

d) Improve the quality of public service activities in accordance with assigned functions and tasks;

đ) Have management innovations and experiences applied in practice;

2. Implement civilized customs and a cultural office environment:No.Civilized behavior, cultural office environment:

a) 90% or more of officials, civil servants, and public employees do not violate regulations on civilized customs, thrift in weddings, funerals, and festivals;

b) There are no officials, civil servants, workers involved in social evils; no harmful cultural products are stored or circulated; no superstitious beliefs are promoted or practiced;

c) Organizational activities are well-regulated; internal rules and working regulations are strictly followed; grassroots democracy regulations are implemented well; internal solidarity helps each other progress;

d) No officials, civil servants, or workers smoke in the workplace; no drinking alcohol during working hours; attire is neat and appropriate; the office is green, clean, beautiful, and safe; the office area is arranged according to approved designs.

3. Set a good example in implementing Party guidelines and State policies:export,Party guidelines, state policies, laws:

a) 100% of officials, civil servants, public employees, and workers understand and strictly implement Party guidelines, State policies, and local regulations;

b) No violations requiring punishment from warnings upwards; the organization is safe and orderly; there are no illegal complaints or appeals;

c) Effectively implement administrative reform; 8-hour workdays are productive; manage and use state budget and allocated funds efficiently; prevent waste and corruption; actively combat corruption.

Article 5. Criteria for recognizing "Enterprises meeting cultural standards"

1. Complete production, business, and service tasks:

a) Achieve annual targets for production, business, and service development;

b) The enterprise's brand and products have a good reputation in the market;

c) Have management innovations, technological improvements, increased production efficiency, reduced indirect costs; labor is reasonably allocated;

d) 80% or more of workers regularly undergo training to improve skills and advance grades periodically; labor has discipline, productivity, quality, and effectiveness.

2. Implement civilized customs and a cultural office environment:No.Civilized customs, enterprise cultural environment:iBusiness culture environment:

a) Maintain harmonious, stable, and progressive labor relations between employers and employees;

b) Establish and effectively implement labor regulations; ensure labor safety, hygiene, and fire prevention;

c) 80% or more of employers and employees comply with regulations on civilized customs in weddings, funerals, and festivals;

d) No one is involved in social evils; no harmful cultural products are stored or circulated; ensure social order, security, and safety;

đ) Strictly follow environmental protection regulations; wastewater and garbage collection and treatment systems meet legal standards; the enterprise area is green, clean, and beautiful;

e) No smoking at the enterprise; no drinking alcohol during working hours.

3. Improve the material and spiritual life of workers:

a) 100% of workers have signed labor contracts, have stable jobs, and steady income;

b) Facilitate workers' access to workplaces, housing, kindergartens, and group activities; support workers during difficult times;

c) Ensure facilities for cultural and sports activities for workers; regularly organize cultural, artistic, sports, tourism, and recreational activities for workers.

4. Strictly implement Party guidelines and State policies:No.Party guidelines, state policies, laws:

a) 100% of employers and workers are informed about relevant policies and laws;

b) Fully fulfill obligations to the State; actively participate in social welfare programs;

c) Strictly implement all legal rights and benefits of workers according to regulations;

d) Compete fairly in production and business operations as prescribed by law.

Chapter III

PROCEDURES AND REQUIREMENTS FOR REVIEWING AND RECOGNIZING "ORGANIZATIONS, UNITS,

ENTERPRISES MEETING CULTURAL STANDARDS"

Article 6. Registration Procedure, Examination and Recognition

1. The Chairman of the Trade Union of the agency, unit, or enterprise registers to build the agency, unit, or enterprise to meet the cultural standard, with confirmation from the head of the agency, submits to the County Federation of Trade Unions for tracking and summarizing; the County Federation of Trade Unions presents to the Steering Committee of the "All People United to Build Cultural Life" Movement at the county level for review and presents to the Chairman of the People's Committee at the county level for recognition.

2. The Steering Committee of the "All People United to Build Cultural Life" Movement at the county level compiles the application dossier for re-recognition, sends it to the Office of the Standing Steering Committee of the "All People United to Build Cultural Life" Movement at the provincial level for compilation, presents to the Steering Committee of the "All People United to Build Cultural Life" Movement at the provincial level for review and presents to the Chairman of the People's Committee at the provincial level for recognition.

3. The Steering Committee of the "All People United to Build Cultural Life" Movement at the county and provincial levels inspect and evaluate the results of implementing the recognition standards for agencies, units, and enterprises meeting the cultural standard.

4. The State Management Agency on Culture, Sports and Tourism cooperates with the commendation and reward agency at the same level, reports to the Chairman of the People's Committee at the county and provincial levels to issue decisions on recognition, re-recognition, and issuance of the Certificate of Recognition for agencies, units, and enterprises meeting the cultural standard.

The processing time limit is ten (10) working days, starting from the date of receiving complete and valid dossiers.

Article 7. Conditions for Recognition

a) Meeting the standards prescribed in Article 4 and Article 5 of this Circular and additional criteria according to the regulations of the Provincial People's Committee; Central Ministries, Departments, and Mass Organizations (if applicable);

b) The registration period for building agencies, units, and enterprises to meet the cultural standard is two (02) years or more for initial recognition and five (05) years or more for re-recognition;

c) The registration period for building agencies, units, and enterprises to meet the cultural standard must be at the beginning of the year.

Article 8. Recognition Procedures

1. Report on achievements in building agencies, units, and enterprises to meet the cultural standard by the Trade Union of the agency, unit, or enterprise, with confirmation from the Head of the agency:

- A report for two (02) years for initial recognition;

- A report for five (05) years for re-recognition.

2. Request letter from the Steering Committee of the "All People United to Build Cultural Life" Movement at the county and provincial levels.

One (01) set of dossiers is required, to be submitted directly to the County Federation of Trade Unions.

3. Based on the application dossier and the Inspection Record of the Steering Committee of the "All People United to Build Cultural Life" Movement at the county and provincial levels, the Chairman of the People's Committee at the county and provincial levels issues a decision recognizing "Agencies, Units, and Enterprises Meeting the Cultural Standard" and awards the Certificate of Recognition "Agency Meeting the Cultural Standard", "Unit Meeting the Cultural Standard", "Enterprise Meeting the Cultural Standard". In cases where recognition is not granted, a written response must be provided with clear reasons stated.

Article 9. Awards

1. The Certificate of Recognition "Agencies, Units, and Enterprises Meeting the Cultural Standard" is accompanied by monetary rewards, the amount of which is determined by localities, sectors, and mass organizations based on their budget capacity and socialized resources; encouraging material incentives for agencies, units, and enterprises meeting the cultural standard; supporting cultural and sports equipment for agencies, units, and enterprises meeting the cultural standard.

2. Outstanding exemplary agencies, units, and enterprises meeting the cultural standard are awarded by the Central Steering Committee of the "All People United to Build Cultural Life" Movement within its authority and recommended for commendation by competent authorities.

Chapter IV

IMPLEMENTATION

Article 9. Responsibility for Implementation

1. Central Ministries, Departments, and Mass Organizations, members of the Central Steering Committee, Provincial People's Committees, and the Steering Committee of the "All People United to Build Cultural Life" Movement at the provincial level direct the implementation, inspection, and enforcement of this Circular.

2. The Ministry of National Defense and the Ministry of Public Security shall specify the recognition criteria for agencies, units, and enterprises in the People's Army and People's Public Security forces based on this Circular.

3. The State Management Agency on Culture, Sports and Tourism takes the lead in developing plans and coordinates with relevant agencies and organizations to guide and implement this Circular; annually prepares a budget estimate for directing implementation, inspection, evaluation, printing, and organizing the awarding of Certificates of Recognition for agencies, units, and enterprises meeting the cultural standard, included in the state budget estimate of their own unit in accordance with the provisions of the State Budget Law.

Article 10. Handling of violations

1. Agencies, units, and enterprises meeting the cultural standard that fail to maintain the recognition standards will not be re-recognized. If they seriously violate the standards, they will be removed from the list; the level that issued the recognition decision will issue the removal decision.

2. Individuals and collectives with authority during the process of recognizing agencies, units, and enterprises meeting the cultural standard who commit violations leading to false achievements of the agencies, units, or enterprises will be subject to legal penalties depending on the nature and severity of the violation.

Article 11. Implementation Provisions

1. This Circular takes effect from October 1, 2014, and replaces Circular No. 01/2012/TT-BVHTTDL dated January 18, 2012, issued by the Minister of Culture, Sports and Tourism detailing the standards, procedures, and recognition processes for "Agencies Meeting the Cultural Standard", "Units Meeting the Cultural Standard", and "Enterprises Meeting the Cultural Standard".

2. During implementation, if there are any new issues or difficulties, please reflect them to the Ministry of Culture, Sports and Tourism for research and appropriate amendments and supplements./.
