CIRCULAR
Regulations on Professional Standards for Vocational Education Teachers
Pursuant to the Law on Vocational Education dated November 27, 2014;
Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
Pursuant to Decree No. 48/2015/NĐ-CP dated May 15, 2015, of the Government detailing certain provisions of the Vocational Education Law;
At the proposal of the Director General of the General Department of Vocational Education;
The Minister of Labor, Invalids and Social Affairs issues this Circular to stipulate professional standards for vocational education teachers.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
1. This Circular stipulates professional standards for vocational education teachers and provides guidance on evaluating and classifying vocational education teachers according to these professional standards.
2. This Circular applies to vocational education teachers currently teaching at public and private colleges, vocational training centers with foreign investment, higher education institutions, enterprises registered for vocational education activities (hereinafter referred to as vocational education activity establishments), and other relevant agencies, organizations, and individuals.
4. This Circular does not apply to teacher training schools and teachers teaching teacher training programs under the management of the Ministry of Education and Training.
Article 2. Interpretation of Terms
In this Circular, the following terms are understood as follows:
1. Professional standards for vocational education teachers are a system of basic requirements regarding occupational competence that teachers need to achieve to meet the vocational education objectives at various levels of training.
2. Criteria are specific contents of the standards, reflecting the capabilities of teachers.
3. Criteria are specific requirements of the standards. Each criterion includes evaluation indicators.
4. Indicator is the level of requirement and condition concerning a specific aspect of the standard.
5. Evidence is documentation, materials, objects, phenomena, and witnesses cited to objectively confirm the level achieved by the indicator.
6. Integrated teaching is teaching both theory and practice within a lesson, course section, subject, or module.
7. Intermediate vocational level is the level of training defined in Point C, Clause 2, Article 4 of the Education Law 2005.
8. Primary vocational level, intermediate vocational level, and college vocational level are the levels of training defined in Article 6 of the Vocational Training Law 2006.
9. Primary level, intermediate level, and college level are the levels of training defined in Clause 1, Article 3 of the Vocational Education Law 2014.
Chapter II
PROFESSIONAL STANDARDS FOR VOCATIONAL EDUCATION TEACHERS
Section 1
PROFESSIONAL STANDARDS FOR PRIMARY LEVEL VOCATIONAL EDUCATION TEACHERS
Subsection 1
CRITERION 1 ON SPECIALIZATION COMPETENCE
Article 3. Standard 1 on Specialization Qualifications
1. Hold a diploma in intermediate vocational education or intermediate vocational training or higher, with a major suitable for the taught profession, or hold one of the following certificates in vocational skills suitable for the taught profession to teach primary level: National Vocational Skill Certificate Level 1 or Craftman Level 3/7, 2/6 or Provincial Artisan Certificate or equivalent and above.
2. Master the knowledge of the modules assigned to teach.
3. Possess knowledge about related modules in the profession.
4. Understand practical aspects of the profession and master safety and hygiene techniques of the assigned profession.
5. Proficiently perform the vocational skills specified in the program of the assigned module.
6. Know how to organize production and service labor of the assigned profession.
Article 4. Standard 2 on Foreign Language Proficiency
1. Possess foreign language proficiency level A1 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the Six-Level Foreign Language Competency Framework for Vietnam or equivalent and above.
2. Be able to read and understand some specialized terms serving teaching work.
Article 5. Standard 3 on Information Technology Proficiency
1. Possess information technology proficiency meeting the Basic Information Technology Skill Standard as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications on Information Technology Skill Standards or equivalent and above.
2. Be able to use specialized educational software to design lesson plans.
Subsection 2
CRITERION 2 ON TEACHING CAPABILITY
Article 6. Standard 1 on Vocational Teaching Proficiency and Time Participating in Teaching
1. Hold a vocational teaching certificate for primary vocational training or a Level 1 teaching enhancement certificate or a vocational teaching proficiency certificate for primary level or equivalent and above.
2. Have at least six months of teaching experience.
Article 7. Standard 2 on Preparation for Teaching Activities
1. Develop a teaching plan for assigned modules based on the course program and training plan for the entire course.
2. Prepare lesson plans according to regulations, demonstrating teaching and learning activities.
3. Select appropriate teaching methods for each lesson of the assigned module program.
4. Prepare all necessary teaching aids, equipment, raw materials, and consumables for practical exercises.
Article 8. Standard 3 on Implementation of Teaching Activities
1. Organize teaching activities suitable for the vocational training profession and for each student group; fully implement the teaching plan, adhering to the program and content.
2. Conduct theoretical and practical classes, integrated as required.
3. Apply certain teaching methods to promote students' active and autonomous learning.
4. Skillfully use teaching aids and equipment to enhance teaching effectiveness and ensure the quality of vocational education.
Article 9. Standard 4 on Assessment and Evaluation of Students' Learning Outcomes
1. Select and design assessment tools and evaluation methods for students' learning outcomes that are appropriate for the assigned module teaching.
2. Conduct comprehensive, accurate, educational assessments in accordance with regulations; use assessment results to adjust teaching and learning activities.
Article 10. Standard 5 on Management of Teaching Records
1. Fully comply with regulations on the use of forms, registers, and teaching records.
2. Store, archive, and use teaching records in accordance with regulations.
Article 11. Standard 6 on Development of Programs, Compilation of Textbooks, and Teaching Materials
1. Understand the basis, principles, requirements, and procedures for developing primary-level training programs.
2. Participate in revising programs, textbooks, and training materials for primary-level training.
Article 12. Standard 7 on Development and Implementation of Educational Activity Plans
1. Implement professional ethics and attitude education through teaching assigned modules according to the established plan.
2. Accurately, fairly, and effectively evaluate students' moral development outcomes in accordance with regulations.
Article 13. Standard 8 on Student Management and Building a Favorable Educational Environment
1. Manage information related to students.
2. Build a healthy, convenient, democratic, and cooperative educational and learning environment.
Article 14. Standard 9 on Social Activities
1. Coordinate with the families of students and the community to encourage, support, and supervise students' study and training activities.
2. Participate in social activities both within and outside vocational education institutions.
Subsection 3
CRITERION 3 ON PROFESSIONAL DEVELOPMENT CAPABILITIES
Article 15. Standard 1 on Continuous Learning and Skill Enhancement
1. Regularly engage in self-study, skill enhancement, and professional development to improve expertise, professional ethics, and participate in teaching demonstration sessions at various levels.
2. Participate in training courses aimed at enhancing qualifications, updating knowledge, skills, technology, and teaching methods to meet the requirements of vocational education.
Article 16. Standard 2 on Developing Professional Competencies for Students
1. Guide practical training combined with occupational practice.
2. Participate in skill enhancement and training for outstanding students at various levels.
Section 2
STANDARDS FOR THE PROFESSIONAL QUALIFICATIONS OF VOCATIONAL EDUCATION TEACHERS AT THE COLLEGE LEVEL
Subsection 1
CRITERION 1 ON SPECIALIZATION COMPETENCE
Article 17. Standard 1 on Professional Qualifications
1. For theoretical teachers
a) Hold a bachelor's degree in the relevant field or a bachelor's degree in education in the relevant field or higher, suitable for the taught profession;
b) Master the knowledge of the assigned profession;
c) Have knowledge of related subjects and modules in the assigned profession;
d) Understand the practical aspects of the assigned profession.
2. For practical teachers
a) Possess one of the following certificates in skills relevant to the assigned profession to teach practical courses at the college level: National Vocational Skills Certificate Level 2, or Craftsmanship Certification Level 4/7, 3/6, or Excellent Artisan, Excellent Artist, Excellent Medical Practitioner Certification or higher, or Advanced College Vocational Skills Certificate, or College Vocational Degree, or College Degree or equivalent;
b) Proficiently perform the skills of the assigned profession;
c) Organize production and service activities in the assigned profession;
d) Master safety and hygiene techniques in the assigned profession.
3. For integrated teachers
a) Hold a bachelor's degree in the relevant field or a bachelor's degree in education in the relevant field or higher, suitable for the taught profession, and possess one of the following certificates in skills relevant to the assigned profession to teach practical courses at the college level: National Vocational Skills Certificate Level 2, or Craftsmanship Certification Level 4/7, 3/6, or Excellent Artisan, Excellent Artist, Excellent Medical Practitioner Certification or higher, or Advanced College Vocational Skills Certificate, or College Vocational Degree, or College Degree or equivalent;
b) Master the knowledge of the assigned profession;
c) Have knowledge of subjects and modules related to the assigned profession;
d) Understand the practical aspects and safety and hygiene techniques of the assigned profession;
đ) Proficiently perform the skills of the assigned profession;
e) Organize production and service activities in the assigned profession.
Article 18. Standard 2 on Foreign Language Proficiency
1. Possess foreign language proficiency Level 2 (A2) as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training on the Six-Level Foreign Language Competency Framework for Vietnam or equivalent.
2. Read and understand specialized materials to serve teaching work.
Article 19. Standard 3 on Information Technology Proficiency
1. Possess information technology proficiency meeting the Basic Information Technology Skill Standard as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications on Information Technology Skill Standards or equivalent and above.
2. Skillfully use specialized educational software to design lesson plans.
Subsection 2
CRITERION 2 ON TEACHING CAPABILITY
Article 20. Standard 1 on Vocational Pedagogical Proficiency and Teaching Experience
1. Hold a vocational pedagogical certificate for intermediate vocational training, college-level vocational training, or a secondary-level pedagogical enhancement certificate, or a vocational pedagogical certificate for intermediate-level teaching, or a college degree in pedagogy, or a vocational pedagogical certificate for intermediate-level teaching or equivalent.
2. Have at least twelve months of teaching experience.
Article 21. Standard 2 on Preparation for Teaching Activities
1. Develop module and course teaching plans based on the overall training program and plan for the entire course.
2. Prepare lesson plans according to regulations, demonstrating teaching and learning activities.
3. Select appropriate teaching methods for each lesson of the assigned course or module.
4. Prepare all necessary teaching aids, equipment, raw materials, and consumables for practical exercises.
5. Make some simple teaching aids to support teaching activities.
6. Lead or participate in designing and arranging teaching equipment in specialized classrooms suitable for the assigned training program or profession.
Article 22. Standard 3 on Implementation of Teaching Activities
1. Organize teaching activities appropriately for the training profession and student groups; fully implement the teaching plan according to the curriculum and content.
2. Conduct theoretical and practical classes, integrated as required.
3. Apply and combine various teaching methods to promote students' active and self-directed learning and enhance their self-study skills.
4. Skillfully use teaching aids and equipment to enhance teaching effectiveness and ensure the quality of vocational education.
Article 23. Standard 4 on Assessment and Evaluation of Students' Learning Outcomes
1. Select and design assessment tools suitable for evaluating students' learning outcomes for the assigned courses or modules.
2. Conduct comprehensive, accurate, educational assessments in accordance with regulations; use assessment results to adjust teaching and learning activities.
Article 24. Standard 5 on Management of Teaching Records
1. Fully comply with regulations on the use of forms, registers, and teaching records.
2. Store, archive, and use teaching records in accordance with regulations.
Article 25. Standard 6 on Development of Training Programs, Textbooks, and Teaching Materials
1. Understand the basis, principles, requirements, and procedures for developing intermediate-level training programs.
2. Lead or participate in compiling and revising training programs, textbooks, and teaching materials for intermediate-level training.
Article 26. Standard 7 on Development and Implementation of Educational Activities Plans
1. Develop educational plans for students through teaching and other activities.
2. Implement professional ethics and attitude education through teaching courses and modules according to the established plan.
3. Apply knowledge of psychology and education to conduct educational activities for students.
4. Evaluate students' moral development results accurately, fairly, and with educational impact as stipulated.
Article 27. Standard 8 on Student Management, Construction of Educational and Learning Environments
1. Manage information related to students and effectively utilize this information for education, teaching, and student management.
2. Build a healthy, convenient, democratic, and cooperative educational and learning environment.
Article 28. Standard 9 on Social Activities
1. Coordinate with the families of students and the community to encourage, support, and supervise students' study and training activities.
Clause 2. Participate in social activities both within and outside the vocational education and training institution, build relationships between the vocational education and training institution and enterprises to develop the vocational education and training institution and the community.
Subsection 3
CRITERION 3 ON PROFESSIONAL DEVELOPMENT AND RESEARCH CAPABILITIES
Article 29. Standard 1 on Learning and Professional Development
Clause 1. Regularly observe classes and exchange teaching and educational experiences with colleagues.
Clause 2. Participate in teaching demonstration sessions at various levels.
Clause 3. Continuously engage in self-study, professional development, and skill enhancement to improve professional knowledge, skills, and ethical qualities.
Clause 4. Participate in courses and programs for professional development, updating knowledge, skills, technology, and teaching methods to meet the requirements of vocational education.
Article 30. Standard 2 on Developing Students' Professional Competencies
1. Guide practical training combined with occupational practice.
2. Participate in skill enhancement and training for outstanding students at various levels.
Article 31. Standard 3 on Scientific Research
Clause 1. Possess basic knowledge and skills in scientific research and technology.
Clause 2. Lead or participate in scientific research projects at the institutional level or higher.
Section 3
STANDARDS FOR THE QUALIFICATIONS OF COLLEGE TEACHERS
Subsection 1
CRITERION 1 ON SPECIALIZATION COMPETENCE
Article 32. Standard 1 on Professional Qualifications
1. For theoretical teachers
a) Hold a bachelor's degree in the relevant field or a bachelor's degree in education in the relevant field or higher, suitable for the taught profession;
b) Master the knowledge of the assigned profession;
Point c) Have knowledge related to the field and profession;
Point d) Understand practical aspects of the profession and recent advancements in science and technology relevant to the assigned field and profession.
2. For practical teachers
Point a) Hold one of the following certificates in occupational skills relevant to the assigned field and profession to teach practical skills at the college level: National Occupational Skill Certificate Level 3, or Craftsmanship Certification Level 5/7, 4/6 or higher, or People's Artist, People's Artist, People's Doctor certification, or College Vocational Degree, or Practical Skills Certificate at the College Vocational Level, or equivalent;
b) Proficiently perform the skills of the assigned profession;
Point c) Organize labor production and service activities in the assigned field and profession proficiently;
d) Master safety and hygiene techniques in the assigned profession.
3. For integrated teachers
Point a) Hold a bachelor's degree in a specialized field or a bachelor's degree in specialized pedagogy, appropriate to the assigned field and profession, and hold one of the following certificates in occupational skills relevant to the assigned field and profession to teach practical skills at the college level: National Occupational Skill Certificate Level 3, or Craftsmanship Certification Level 5/7, 4/6 or higher, or People's Artist, People's Artist, People's Doctor certification, or College Vocational Degree, or Practical Skills Certificate at the College Vocational Level, or equivalent;
b) Master the knowledge of the assigned profession;
Point c) Have knowledge related to the field and profession;
Point d) Understand practical aspects of the profession, recent advancements in science and technology, and safety and hygiene techniques relevant to the assigned field and profession;
đ) Proficiently perform the skills of the assigned profession;
Point e) Organize labor production and service activities in the assigned field and profession proficiently.
Article 33. Standard 2 on Foreign Language Proficiency
1. Possess foreign language proficiency Level 2 (A2) as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training on the Six-Level Foreign Language Competency Framework for Vietnam or equivalent.
Clause 2. Read and understand specialized materials for teaching purposes; describe some basic tasks of the assigned field and profession.
Article 34. Standard 3 on Information Technology Proficiency
1. Possess information technology proficiency meeting the Basic Information Technology Skill Standard as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications on Information Technology Skill Standards or equivalent and above.
Clause 2. Proficiently use specialized software to design lectures and teaching materials.
Subsection 2
CRITERION 2 ON TEACHING CAPABILITY

Hold a vocational pedagogical certificate for intermediate vocational level, college level, or a pedagogical training certificate for university lecturers, college lecturers, or a bachelor's degree in specialized pedagogy, or a vocational pedagogical certificate for college level, or equivalent.

Article 40. Standard 6 on Development of Training Programs, Compilation of Textbooks and Teaching Materials
Clause 1. Understand the basis, principles, requirements, and procedures for developing vocational college training programs.
Clause 2. Lead or participate in the compilation and revision of training programs, textbooks, and teaching materials for vocational college levels; and occupational training programs.
Article 41. Standard 7 on Development and Implementation of Educational Activity Plans
1. Develop educational plans for students through teaching and other activities.
2. Implement professional ethics and attitude education through teaching courses and modules according to the established plan.
3. Apply knowledge of psychology and education to conduct educational activities for students.
4. Evaluate students' moral development results accurately, fairly, and with educational impact as stipulated.
Article 42. Standard 8 on Student Management, Construction of Educational and Learning Environments
1. Manage information related to students and effectively utilize this information for education, teaching, and student management.
2. Build a healthy, convenient, democratic, and cooperative educational and learning environment.
Article 43. Standard 9 on Social Activities
Clause 1. Coordinate with the families of learners and the community to encourage, support, and supervise their learning and skill development; contribute to mobilizing social resources to build and develop vocational education activity bases.
Clause 2. Participate in social activities both within and outside vocational education activity bases, establish relationships between vocational education activity bases and enterprises to develop such bases and communities; foster a vocational learning and entrepreneurship movement in society.
Subsection 3
CRITERION 3 ON PROFESSIONAL DEVELOPMENT AND SCIENTIFIC RESEARCH CAPABILITIES
Article 44. Standard 1 on Continuous Learning and Enhancement
Clause 1. Regularly observe classes, exchange teaching and educational experiences with colleagues; participate in enhancing colleagues according to the development requirements of departments, faculties, and subject groups.
Clause 2. Participate in teaching demonstration sessions at various levels.
Clause 3. Continuously engage in self-study, professional development, and skill enhancement to improve professional knowledge, skills, and ethical qualities.
Clause 4. Participate in courses and programs for professional development, updating knowledge, skills, technology, and teaching methods to meet the requirements of vocational education.
Article 45. Standard 2 on Developing Professional Competencies for Learners
1. Guide practical training combined with occupational practice.
Clause 2. Participate in enhancing and honing skills for excellent students at various levels.
Article 46. Standard 3 on Scientific Research
Clause 1. Possess basic knowledge and skills in scientific research and technology.
Clause 2. Lead or participate in scientific research projects at the institutional level or higher.
Chapter III
ASSESSMENT AND RANKING OF VOCATIONAL EDUCATION TEACHERS
Article 47. Basis for Assessment and Ranking of Teachers
Clause 1. For teachers teaching at the basic level: There are three criteria, fifteen standards, and thirty-six indicators. The indicators are expressed through clauses of Articles 3 to 16 of this Circular.
Clause 2. For teachers teaching theory and practice at the intermediate and advanced levels: There are three criteria, fifteen standards, and forty-two indicators. The indicators are expressed through points of Clauses 1 and 2 of Article 17; points of Clauses 1 and 2 of Article 32; clauses of Articles 18 to 31; and clauses of Articles 33 to 46 of this Circular.
Clause 3. For teachers teaching integrated courses at the intermediate and advanced levels: There are three criteria, fifteen standards, and forty-four indicators. The indicators are expressed through points of Clause 3 of Article 17; Clause 3 of Article 32; clauses of Articles 18 to 31; and clauses of Articles 33 to 46 of this Circular.
Article 48. Assessment Points
Clause 1. The maximum assessment point for each indicator is two points. The President or Director of the vocational education activity base decides on detailed scoring for each indicator at three levels: 0, 1, and 2.
Clause 2. The maximum assessment point for each standard is the total of the maximum assessment points of the indicators included in that standard.
Clause 3. The total maximum assessment points for a teacher is the sum of the maximum assessment points of the standards applicable to that teacher. The total maximum assessment points for a teacher teaching at the basic level is seventy-two points; for a teacher teaching theory or practice at the intermediate and advanced levels is eighty-four points; and for a teacher teaching integrated courses at the intermediate and advanced levels is eighty-eight points.

Clause 5. Teachers who teach multiple training levels will be assessed and ranked according to the standards for teachers teaching at the highest training level.
Article 49. Classification of Teachers
1. Not Meeting Standards
Teachers not meeting standards fall under one of the following cases:
a) Converted points below 50 points;
b) Converted points from 50 points or above but the evaluation score of one of the criteria is below 50% of the maximum evaluation score;
c) Converted points from 50 points or above but the evaluation score of the index specified in Clause 1 of Article 3; point a of Clauses 1, 2, 3 of Article 17; point a of Clauses 1, 2, 3 of Article 32 of this Circular (hereinafter referred to as the first index of Criterion 1 Standard 1) or the index specified in Clause 1 of Article 6, Clause 1 of Article 20, Clause 1 of Article 35 (hereinafter referred to as the first index of Criterion 1 Standard 2) does not reach the maximum evaluation score.
2. Meeting Standards
a) Class C: Converted points reaching from 50 points to less than 65 points and the evaluation score of each criterion must reach 50% of the maximum evaluation score or more. Among which, the evaluation score of the first index of Criterion 1 Standard 1 and the first index of Criterion 1 Standard 2 reaches the maximum evaluation score;
b) Class B: Converted points reaching from 65 points to less than 80 points and the evaluation score of each criterion must reach 50% of the maximum evaluation score or more. Among which, the evaluation score of the first index of Criterion 1 Standard 1 and the first index of Criterion 1 Standard 2 reaches the maximum evaluation score;
c) Class A: Converted points reaching from 80 points to 100 points and the evaluation score of each criterion must reach 50% of the maximum evaluation score or more. Among which, the evaluation score of the first index of Criterion 1 Standard 1 and the first index of Criterion 1 Standard 2 reaches the maximum evaluation score.
Article 50. Process for Evaluation and Classification of Teachers
1. Teachers self-evaluate and classify themselves (according to Form No. 01 issued together with this Circular).
2. Departments, subject groups organize the evaluation and classification of teachers (according to Form No. 01 issued together with this Circular); report the aggregated results of teacher evaluations and classifications to the Principal, Director of vocational education institutions (according to Form No. 02 issued together with this Circular).
3. Principals, Directors of vocational education institutions organize the evaluation and classification of teachers at the institutional level (according to Form No. 03 issued together with this Circular).
Chapter IV
IMPLEMENTATION
Article 51. Responsibilities of the General Department of Vocational Education
1. Direct and inspect the implementation of teacher evaluations and classifications in vocational education institutions according to the provisions of this Circular.
2. Aggregate annual results of teacher evaluations and classifications. Based on that, develop training and enhancement plans to standardize and improve the quality of the teaching staff in vocational education institutions.
Article 52. Responsibilities of Ministries, Sectors, Political-Social Organizations, People's Committees of Provinces and Central Cities
Direct and inspect the implementation of teacher evaluations and classifications according to the provisions of this Circular for vocational education institutions under their management; submit aggregated reports on teacher evaluations and classifications to the Ministry of Labor, Invalids and Social Affairs (General Department of Vocational Education) before July 31st each year (according to Form No. 04 issued together with this Circular); based on the evaluation results, develop and approve training and enhancement plans to standardize and improve the quality of the teaching staff in vocational education institutions under their management.
Article 53. Responsibilities of the Department of Labor - Invalids and Social Affairs
1. Direct and inspect the implementation of teacher evaluation and classification in vocational education establishments under its management authority in accordance with the provisions of this Circular.
2. Summarize the annual results of teacher evaluation and classification (in form number 04 issued together with this Circular) and report to the People's Committee of the province or centrally governed city.
3. Develop training and capacity-building plans to standardize and improve the quality of the teaching staff in vocational education establishments under its management authority for approval by the People's Committee of the province or centrally governed city in accordance with regulations.
Article 54. Responsibilities of vocational education establishments
1. Conduct annual teacher evaluation and classification at the end of each academic year in accordance with the provisions of this Circular, ensuring honesty, objectivity, comprehensiveness, scientific rigor, democracy, and fairness; reflecting accurately the teaching and educational capabilities of teachers under specific conditions of the vocational education establishment and locality.
2. Teacher evaluation and classification must be based on achieved results through appropriate evidence in line with criteria and standards stipulated in Chapter II of this Circular.
3. Report the results of teacher evaluation to the immediate superior administrative body (in form number 05 issued together with this Circular); base on the evaluation results, develop training and capacity-building plans to standardize and improve the quality of the teaching staff for approval by the immediate superior administrative body.
4. Establish incentive mechanisms to encourage teachers who achieve level B or higher.
Chapter V
IMPLEMENTING PROVISIONS
Article 55. Transitional Provisions
Teachers engaged in practical instruction or integrated teaching at the intermediate and advanced levels who have not yet met the skill standards set forth in this Circular must complete their qualifications to meet these requirements by December 31, 2019.
Article 56. Recognition of Equivalency
Certificates, diplomas, and certifications of vocational skills and pedagogical qualifications recognized as equivalent to those specified in this Circular shall be determined by relevant ministries after reaching consensus with the Ministry of Labor - Invalids and Social Affairs.
Article 57. Effective Date
1. This Circular takes effect from May 1, 2017.
2. Circular No. 30/2010/TT-BLDTBXH dated September 29, 2010, of the Minister of Labor - Invalids and Social Affairs regarding teacher standards for vocational instructors ceases to be effective from the date this Circular takes effect.
3. Abolish Chapter II of Circular No. 40/2015/TT-BLDTBXH dated October 20, 2015, of the Minister of Labor - Invalids and Social Affairs concerning standards for professional qualifications and working conditions for primary-level vocational teachers.
4. During implementation, if there are any difficulties, please reflect them to the Ministry of Labor - Invalids and Social Affairs for guidance./.
