CIRCULAR

ISSUING REGULATIONS ON PROFESSIONAL STANDARDS FOR LOWER SECONDARY SCHOOL TEACHERS AND UPPER SECONDARY SCHOOL TEACHERS

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

WHEREAS Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulates the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

WHEREAS Decree No. 116/2003/NĐ-CP dated October 10, 2003 of the Government on the recruitment, utilization, and management of civil servants in state-run units;

WHEREAS Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

WHEREAS Decision No. 09/2005/QĐ-TTg dated January 11, 2005 of the Prime Minister approving the Project for Building and Improving the Quality of the Teaching Staff and Educational Management Personnel during the period 2005-2010";

AT THE SUGGESTION OF THE DIRECTOR OF THE DEPARTMENT OF TEACHERS AND EDUCATIONAL MANAGEMENT STAFF.

THE MINISTER OF EDUCATION AND TRAINING ISSUES THE PROFESSIONAL STANDARDS FOR LOWER SECONDARY SCHOOL TEACHERS AND UPPER SECONDARY SCHOOL TEACHERS.

Article 1. THESE REGULATIONS ARE ANNEXED TO THIS CIRCULAR.

Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM DECEMBER 10, 2009.

Article 3. THE MINISTRIES, MINISTERIAL-LEVEL AGENCIES CONCERNED, PEOPLE'S COMMITTEES OF PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT, HEADS OF OFFICES, DIRECTORS OF THE DEPARTMENT OF TEACHERS AND EDUCATIONAL MANAGEMENT STAFF, UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING, PRINCIPALS OF LOWER SECONDARY SCHOOLS, UPPER SECONDARY SCHOOLS, COMPREHENSIVE SCHOOLS WITH MULTIPLE GRADE LEVELS, AND ASSOCIATIONS AND INDIVIDUALS CONCERNED SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
