ISSUING ECONOMIC AND TECHNICAL STANDARDS FOR THE ESTABLISHMENT OF SPECIALIZED MAPS USING REMOTE SENSING IMAGES AT RATIOS OF 1:5,000, 1:10,000, 1:500,000, AND 1:1,000,000

On the basis of Decision No. 36/2017/NĐ-CP dated April 4, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
WHEREAS, Decree No. 03/2019/ND-CP dated January 4, 2019 of the Government on remote sensing activities;
At the proposal of the Director of the National Remote Sensing Center, the Head of the Planning and Finance Department, and the Head of the Legal Department;
The Minister of Natural Resources and Environment issues this Circular on Economic and Technical Standards for the Establishment of Specialized Maps Using Remote Sensing Images at Ratios of 1:5,000, 1:10,000, 1:500,000, and 1:1,000,000.
Article 1. Attached to this Circular are the Economic and Technical Standards for the Establishment of Specialized Maps Using Remote Sensing Images at Ratios of 1:5,000, 1:10,000, 1:500,000, and 1:1,000,000.
Article 2. This Circular takes effect from August 20, 2019.
Article 3. Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees under central cities, units directly under the Ministry of Natural Resources and Environment, provincial Departments of Natural Resources and Environment under central cities, and related organizations and individuals shall be responsible for implementing this Circular.

Part I
GENERAL PROVISIONS
2. Applicability:
Economic and technical standards for the establishment of specialized maps using optical remote sensing images at ratios of 1:5,000, 1:10,000, 1:500,000, and 1:1,000,000 apply to the following technological processes:
1.1. Establishing orthophoto maps
1.2. Establishing base maps
1.3. Spectral measurement/Sample spectral measurement
1.4. Extracting specialized content from remote sensing images
1.5. Supplementary field investigation
1.6. Building dynamic content for maps
a) Standardizing derived data
b) Integrating, analyzing, processing, and summarizing data
1.7. Editing and presenting specialized maps
1.8. Preparing explanatory reports for specialized maps
1.9. Serving acceptance and product handover
Two steps of work (1) Preparation work and (2) Scientific editing of Circular No. 10/2017/TT-BTNMT dated June 6, 2017, of the Ministry of Natural Resources and Environment, with the product being the Technical Design - Estimate, costs for these two steps are included in the cost of establishing the Technical Design - Estimate.
Step (11) of Circular No. 10/2017/TT-BTNMT: Inspection and acceptance work carried out by the project owner; construction units perform the "Serving acceptance" task.

These standards apply to state management agencies, state-owned enterprises, public service organizations, organizations, and individuals using them to review, calculate unit prices for products, prepare estimates, and settle accounts for the value of completed products in projects, works, and tasks to establish specialized maps using remote sensing images at ratios of 1:5,000, 1:10,000, 1:500,000, and 1:1,000,000 funded by the state budget.
3. Basis for setting standards
- Circular No. 10/2017/TT-BTNMT dated June 6, 2017, of the Ministry of Natural Resources and Environment stipulates the process of establishing specialized maps using remote sensing images at ratios of 1:5,000, 1:10,000, 1:500,000, and 1:1,000,000.
- Circular No. 37/2011/TT-BTNMT dated October 14, 2011, of the Ministry of Natural Resources and Environment sets economic and technical standards for establishing specialized maps at ratios of 1:25,000, 1:50,000, 1:100,000, and 1:250,000 using satellite imagery.
- Circular No. 20/2012/TT-BTNMT dated December 19, 2012, issued by the Ministry of Natural Resources and Environment on Technical and Economic Standards for Surveying and Mapping.
- Circular No. 21/2015/TT-BTNMT dated May 22, 2015, sets economic and technical standards for integrated surveying and mapping technology.
- Circular No. 04/2017/TT-BTNMT dated April 3, 2017, issued by the Minister of Natural Resources and Environment on establishing sectoral standards for natural resources and environment.
- Joint Circular No. 57/2015/TTLT-BTNMT-BNV dated December 8, 2015, of the Ministry of Natural Resources and Environment and the Ministry of Home Affairs stipulates job titles and qualification standards for surveying and mapping staff.

5. Economic and technical standards: Including the following component standards
5.1. Technological labor standards: technological labor standards (hereinafter referred to as labor standards) are the direct working time required to produce a product. The content of labor standards includes:
a) Work content: specifies basic operations to carry out a step of work (work process).
b) Classification of difficulties: specifies key factors affecting the implementation of a work step as a basis for classifying difficulties.
c) Staffing: determines the number and technical grade of workers performing the work step.
The technical grade of work is determined based on the worker's technical grade according to current legal provisions and actual production organization.
d) Standard: specifies the direct working time to produce a unit of product; unit of measurement is man-hour (group man-hour)/unit of product.
- A day's work (shift) is calculated as 8 hours of work.
- Field work levels are expressed as fractions, where:
The numerator is the technical labor level (measured in group man-hours, individual man-hours);
The denominator is the general labor level, measured in individual man-hours. General laborers are hired workers who perform simple tasks such as transporting equipment and materials, guiding aiming directions, contacting, leading the way, protecting, serving surveying, digging markers, washing materials...
- The labor technical level when work must be stopped due to weather conditions for outdoor workers is calculated at 0.25 times the specified level.
- The technical labor level for performing the "Extracting specialized content" work due to the influence of old images is additionally calculated as follows:
+ For old images from 3 to 5 years: 0.10 times the specified level;
+ For old images from 5 years or more: Additional 0.05/1 year, not exceeding 0.30.
5.2. Material and equipment standards
- Material and equipment standards include material usage standards, tool usage standards, and equipment usage standards (machines).
+ Standard for tool usage: is the time (shift) that workers directly use tools to produce one unit of product.
+ Standard for equipment usage: is the time (shift) that workers directly use necessary equipment to produce one unit of product.
- Usage period for tools (time for depreciation), equipment (time for amortization) is the prescribed time for using tools and equipment in normal production activities, consistent with the economic and technical parameters of the tools and equipment.
+ Usage period for tools: determined by statistical method; unit of measurement is month.
+ Amortization period for equipment: as stipulated in current regulatory documents.
- Level for small tools and accessories is calculated at 5% of the level of tools in the standard table for tools.
- Level for minor materials and losses is calculated at 8% of the level of materials in the standard table for materials.

7. Explanation of terms
Thematic maps established from remote sensing imagery are divided into two basic groups as follows:
7.1. Current status maps: are a type of thematic map established from remote sensing imagery at a specific point or period to extract information for establishing the current status map of that point in time.
7.2. Composite and change maps: are a type of thematic map established from remote sensing imagery of a single period or multiple periods to extract information for establishing derivative maps at each point in time and compiling composite and change maps.

During the application of these Economic and Technical Standards, if there are any difficulties or unreasonable aspects discovered, please report to the Ministry of Natural Resources and Environment for timely consolidation and adjustment.
Part II
ECONOMIC AND TECHNICAL STANDARDS
1. Establishing remote sensing image base maps
1.1. Labor Norms
1.1.1. Work Content
- Collecting, taking remote sensing images
- Control surveying of images (only applicable for thematic maps at scales of 1:5,000 and 1:10,000), implemented according to the Circular Issuing Economic and Technical Standards for Control Surveying of Remote Sensing Images.
- Establishing digital elevation model (only applicable for thematic maps at a scale of 1:5,000).
- Inputting data.
- Thickening blocks of remote sensing images.
- Geometric correction of remote sensing images.
- Image processing and quality enhancement.
- Aligning, stitching images, cutting remote sensing image map sheets.
- Framing, coordinate grid, annotations, and outside frame of remote sensing image map sheets.
1.1.2. Classification of difficulties
Category 1: Plain areas with sparse population and simple terrain features; Low mountainous areas with sparse vegetation and population, undivided terrain; Easy to assess and determine points.
Category 2: Plain areas with relatively dense population, small towns and industrial zones; Mountainous areas with intermixed terrain and relatively thick vegetation; Assessment and determination of points have some difficulties.
Type 3: Plain areas with dense population; Cities, towns, large industrial zones, complex terrain features; Mountainous and high mountainous areas with thick vegetation; Assessment and determination of points have many difficulties.

2.1. Labor quota
2.1.1. Content of work
- Collecting materials: topographic maps or geographic base data at the same scale as the thematic maps to be established.
- Adjusting to the National Coordinate System VN-2000 (if different coordinate systems), merging and cutting data according to the area to establish the map.
- Building base data layers through summarizing and eliminating contents from topographic maps or geographic base data.
- Updating and supplementing base elements based on remote sensing images.
- Editing base data layers.
2.1.2. Classification of difficulties
Category 1: Plain areas; complete and consistent topographic map system, little change, low update frequency.

6. Adjusting control points for remote sensing images
3. Spectral measurement/Sample collection
Spectral measurement/sample collection work only applies to the establishment of thematic maps at scales of 1:5,000 and 1:10,000, specifically as follows:
3.1 Manpower norm.
3.1.1 Work content.
a) Develop plan
- Collecting orthophoto remote sensing images, maps, statistical data, information about geographical features, socio-economic conditions, remote sensing image capture date, and weather conditions for the spectral measurement area.
- Analyzing collected information to select the date, transportation means, and number of participants for spectral measurement.
b) Design position layout for planned spectral measurement/sample collection points outside the field
- Based on approved technical design requirements, select and determine the points to be conducted outside the field on orthophoto images or maps.
- Prepare route guidance to actual positions determined.
c) Conduct spectral measurement/sample collection in the field
- Accurately locate the spectral measurement/sample collection point in the field and provide orientation.
- Correctly mark the location on orthophoto images or maps, noting the measurement point.
- Test the spectral measurement equipment and auxiliary devices (computers, GPS receivers...).
- Take samples/measurement (at least three times at each point), perform preliminary calculations, check with related groups, and move.
d) Calculate field spectral measurement/sample collection results
- Transfer spectral measurement/sample collection data.
- Calculate results using specialized software.
- Check accuracy.
- Export spectral measurement data to Excel.
đ) Resample spectra
- Arrange field spectral measurement values by remote sensing image channels on Excel files.
- Calculate and edit data to bring the reflectance spectrum values of ground objects to the same spectral resolution as the remote sensing image.
e) Check and compare spectral values
- Draw reflectance spectrum curves.
- Compare reflectance spectrum curves of objects at different measurement points, combining knowledge of object reflectance spectrum characteristics to check and eliminate misidentification possibilities.
g) Classify spectral samples
- Build a spectral library for intended use.
- Classify and group spectral samples into corresponding object categories according to the arrangement in the spectral library.
h) Report on spectral measurement/sample collection results
3.1.2. Classification of difficulties
Type 1: plain areas with few trees, sparse population. Low hills (average height under 50 m), midland areas, convenient transportation, cars within 1 km of the point. Convenient selection and measurement.
Type 2: plain areas with many trees, dense population. Midland areas with sparse trees, relatively convenient transportation, cars within 1 to 3 km of the point. Relatively convenient selection and measurement.
Type 3: high mountains from 50 to 200 m. Inconvenient transportation, cars within 3 to 5 km of the point. Unfavorable selection and measurement.
Type 4: high mountains from 200 to 800 m. Marshy and sunken areas. Difficult transportation, cars within 5 to 8 km of the point. Difficult selection and measurement.
Type 5: islands, border areas, and mountains over 800 m, very difficult transportation, cars within more than 8 km of the point. Difficult selection and measurement.

Category 2: Maps with relatively complex content, moderate specialized indicators shown on the map (from 10 to 20 indicators), the area representing specialized objects occupying from 20% to 50% of the map sheet area. Most objects are easily recognizable, some difficult objects require reference to supporting materials.
Type 3: Maps with complex content, complicated specialized indicators shown on the map (from 20 to 30 indicators), the area representing specialized objects occupying from 50% to 70% of the map sheet area. Objects are difficult to recognize, many difficult objects require reference to various types of supporting materials.
Category 4: Maps with very complex content, highly complicated specialized indicators shown on the map (more than 30 indicators), the area representing specialized objects occupying more than 70% of the map sheet area. 5. Supplementary Field Survey
Supplementary field survey work applies only to the establishment of specialized maps at scales of 1:5,000 and 1:10,000.
5.1 Manpower norm.
5.1.1. Content of work:
- Design supplementary field survey routes; prepare a list of items to be investigated on-site.
- Conduct supplementary surveys and mapping of content elements and base elements that have changed:
+ Content elements and base elements that have changed.
+ Specialized elements or as required by technical specifications (for cloudy images and old images compared to the time of map creation).
- Finalize survey results: continue, repair, and complete results. Complete statistical tables, diagrams, and additional guiding documents.
- Transfer supplementary field survey information onto the map.
5.1.2. Classification of difficulties:
Type 1: Plain and hilly areas with sparse population, simple vegetation cover, easy to assess, change rate under 25%. Convenient transportation.
Type 2: Plain and midland areas with moderate population density, simple vegetation cover, easy to assess, change rate from 25% to 35%. Convenient transportation.
Type 3: Midland, mountainous, and plain areas with numerous features, diverse vegetation cover, difficult to assess, change rate from 25% to 35%. Inconvenient transportation, difficult travel.
Type 4: Areas similar to type 3, change rate over 35%; remote mountainous areas, isolated islands, sea and island regions with extremely difficult transportation; mountainous areas with dense and complex features.
