CIRCULAR
ISSUING NATIONAL TECHNICAL REGULATIONS ON WATERWAY NAVIGATIONAL AIDS IN VIETNAM
inland waterways of Vietnam
Pursuant to the Law on Inland Waterway Transport dated June 15, 2004; the Law Amending and Supplementing Certain Provisions of the Law on Inland Waterway Transport dated June 17, 2014;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the request of the Director of the Department of Science and Technology and the Director General of the Directorate of Inland Waterways of Vietnam;
The Minister of Transport issues this Circular on National Technical Regulations on Waterway Navigational Aids in Vietnam.
Article 1. Accompanying this Circular are the National Technical Regulations on Waterway Navigational Aids in Vietnam.

Article 2.
a) This Circular takes effect from November 1, 2020, and replaces Circular No. 73/2011/TT-BGTVT dated December 30, 2011, issued by the Minister of Transport on National Technical Regulations on Waterway Navigational Aids in Vietnam.
b) In cases where the legal normative documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the provisions of the amended, supplemented, or replaced legal normative documents.
Article 3. New waterway navigational aids established after the date this Circular takes effect shall be implemented in accordance with the provisions of this Circular. For waterway navigational aids that were established before the effective date of this Circular, the Director General of the Directorate of Inland Waterways of Vietnam and the Directors of Provincial Departments of Transport shall, based on management requirements, develop and announce transition plans for adjusting, replacing, and upgrading the waterway navigational aid systems within their jurisdiction to comply with the provisions of this Circular.
Article 4. The Head of the Ministry's Office, the Inspector General of the Ministry, the Heads of the Departments, the Director General of the Directorate of Inland Waterways of Vietnam, the Heads of agencies and units under the Ministry of Transport, relevant organizations, and individuals are responsible for implementing this Circular./.
