CIRCULAR
Repeals entirely Circular No. 28/2011/TT-BCT dated July 21, 2011, issued by the Minister of Industry and Trade guiding management of gasoline business in border areas

Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015; the Law amending and supplementing certain articles of the Law on Legislative Regulatory DocumentsDecree No. 96/2022/NĐ-CP dated June 18, 2020;
Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016, promulgated by the Government detailing certain provisions and implementing mechanisms of the Law on Issuing Legal Normative Documents; Decree No. 154/2020/NĐ-CP dated December 31, 2020, promulgated by the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016, promulgated by the Government detailing certain provisions and implementing mechanisms of the Law on Issuing Legal Normative Documents;
Pursuant toDecree No. 98/2017/NĐ-CPDecision No. 18/2017/QĐ-TTg dated August 18, 2017, promulgated by the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
At the proposal of the Director of the Domestic Market Department;
The Minister of Industry and Trade issues this Circular to repeal entirely Circular No. 28/2011/TT-BCT dated July 21, 2011, issued by the Minister of Industry and Trade guiding management of gasoline business in border areas.
This Circular takes effect from January 25, 2026.

Article 2. Implementation clause
1. This Circular takes effect from the date of signature.
2. The Director of the Domestic Market Department, Heads of units under the Ministry of Industry and Trade, and related agencies, organizations, and individuals shall be responsible for implementing this Circular.
