CamendPursuant to Decree No.95/2017/NĐ-CPdated August 16, 2017 promulgating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

At the proposal of the Director of the Radiation and Nuclear Safety Administration and the Head of the Legal Department;

The Minister of the Ministry of Science and Technology issues this Circular on the issuance of National Technical Regulations on Radioactive Waste Containing Naturally Occurring Radioactive Materials.concerning the classification and determination of state management authority in the field of crop productionAccompanying this Circular is the National Technical Regulation on Radioactive Waste Containing Naturally Occurring Radioactive Materials (hereinafter referred to as NORM waste).

Article 1. Number: QCVN 23:2023/BKHCN.

This Circular takes effect from July 15, 2023.

Article 2. Effective Date

1. Organizations and individuals engaged in activities that generate NORM waste and organizations and individuals involved in the collection, treatment, transportation, and storage of NORM waste must apply the provisions of the National Technical Regulation QCVN 23:2023/BKHCN from December 1, 2023.

Article 3. Implementation Schedule

2. It is encouraged that the organizations and individuals mentioned in Clause 1 of this Article apply the provisions of the National Technical Regulation QCVN 23:2023/BKHCN from the date this Circular takes effect.

1. The Director of the Radiation and Nuclear Safety Agency shall be responsible for organizing, guiding, disseminating, promoting, and implementing this Circular.

Article 4. Organization of Implementation

2. The Minister, Heads of Ministries equivalent to Ministries, Chairpersons of Provincial People's Committees under the Central Government, and related agencies, organizations, and individuals are responsible for enforcing this Circular.

3. During the implementation process, if there are difficulties, agencies, organizations, and individuals shall promptly reflect them in writing to the Ministry of Science and Technology for guidance or research, amendment, and supplementation to ensure appropriateness./.
