REGULATION stipulates the code number, professional standards, and job qualifications and salary grading for

statistical specialist civil service ranks

Pursuant to the Civil Servants and Public Officials Law dated November 13, 2008; the Law Amending and Supplementing Certain Provisions of the Civil Servants and Public Officials Law and the Law on Public Service Personnel dated November 25, 2019;

Pursuant to the Statistics Law dated November 23, 2015; the Law Amending and Supplementing Certain Articles and the National Statistical Indicators Catalogue of the Statistics Law dated November 12, 2021;

Pursuant to Decree No. 138/2020/NĐ-CP dated November 27, 2020 of the Government on recruitment, utilization, and management of civil servants;

Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary system for cadres, civil servants, public officials, and armed forces; Decree No. 17/2013/NĐ-CP dated December 19, 2013 of the Government amending and supplementing some articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary system for cadres, civil servants, public officials, and armed forces;

Pursuant to Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding implementation of certain provisions of the Statistics Law;

Pursuant to Decree No. 89/2022/NĐ-CP dated October 28, 2022 of the Government on functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;

At the proposal of the General Statistics Office Director;

After receiving the unified opinion of the Ministry of Home Affairs in Circular No. 4698/BNV-CCVC dated August 22, 2023, the Minister of the Ministry of Planning and Investment promulgates this Circular stipulating the code number, professional standards, and job qualifications and salary grading for statistical specialist civil service ranks.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates the code number, professional standards, and job qualifications and salary grading for statistical specialist civil service ranks.

Article 2. Applicability

This Circular applies to statistical specialist civil servants working at agencies, organizations, and units under and affiliated with the General Statistics Office, the Ministry of Planning and Investment, ministries, ministerial-level agencies, government agencies, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office.

Article 3. Position titles and code numbers of statistical specialist civil service ranks

The position titles and code numbers of statistical specialist civil service ranks include:

1. Senior Statistician                                                         - Code Number: 23.261

2. Principal Statistician                                                            - Code Number: 23.262

3. Statistician                                                                      - Code Number: 23.263

4. Intermediate Statistician                                                      - Code Number: 23.264

5. Statistical Clerk                                                              - Code Number: 23.265

Article 4. General Standards on Moral Qualities

1. Possess firm political will, steadfast in Marxism-Leninism, Ho Chi Minh Thought, thoroughly understand and deeply comprehend the Party's policies and guidelines; loyal to the country and the Constitution of the Socialist Republic of Vietnam; protect the interests of the country and the people.

2. Fully fulfill the duties of a civil servant as prescribed by law; strictly comply with superior assignments; adhere to laws, maintain discipline and order; set a good example in following internal regulations and rules of the agency.

3. Be dedicated, responsible, honest, truthful, impartial, and set a good example in performing official duties; be courteous, cultured, and meet communication and service standards for the people.

4. Live a healthy lifestyle, be modest, united; be thrifty, honest, upright, and impartial; not abuse public office for personal gain; not be bureaucratic, corrupt, wasteful, or negative.

5. Continuously have a sense of learning and training to improve moral qualities, competence, and capabilities.

Chapter II

DUTIES, TASKS AND PROFESSIONAL STANDARDS,

JOB QUALIFICATIONS OF STATISTICAL SPECIALIST CIVIL SERVICE RANKS

Article 5. Senior Statistician (code number 23.261)

1. Responsibilities

The Senior Statistician is a civil servant with the highest level of expertise and professional skills in statistics within the state statistical organization system, responsible for researching, advising on comprehensive synthesis, reviewing, planning policies and strategies in the field of statistics, or implementing leadership and guidance tasks to organize the implementation of policies, laws, and important statistical activities that have an impact within the scope of Ministries, sectors, or localities according to statistical methodology standards and legal regulations.

2. Tasks

a) Lead the research and development of guidelines, policies, systems, strategies, plans, projects, programs, and proposals in the field of statistics at the national level or within provinces and centrally governed cities under the Ministry or sector.

b) Lead or participate in drafting, revising, and supplementing legal normative documents related to the field of statistics.

c) Lead or participate in drafting, reviewing, and organizing the implementation of operational guidance documents for statistics; propose the selection of advanced international statistical methods suitable for Vietnamese Statistics conditions.

d) Lead the organization, direction, and guidance for sectors, localities, and organizations to implement data collection, synthesis, analysis, dissemination, and preservation activities in the field of statistics.

đ) Lead or participate in researching topics, projects, and state-level, ministry-level, or provincial-level scientific research works aimed at reforming and perfecting management mechanisms, enhancing the effectiveness of statistical activities.

e) Lead or participate in compiling and reviewing statistical information products; compile programs, textbooks, and teach specialized training courses, refresher courses, and workshops on statistical operations and professional knowledge for both internal and external subjects within the Statistical sector.

g) Lead, direct, guide, and inspect the statistical work of civil servants within the state statistical organization system.

3. Professional Qualification Standards

a) Master the Party's policies and State laws related to statistical work, national and local socio-economic development plans, and international integration; understand the strategic development of the Statistical sector and professional knowledge and skills in statistical operations.

b) Possess the ability to research and draft legal normative documents, projects, proposals, action programs; the ability to advise on strategic planning, planning, policies, and professional knowledge and skills in the sector or locality of employment.

c) Possess the ability to effectively coordinate with relevant agencies during the implementation of statistical work tasks.

d) Possess the ability to synthesize, analyze, forecast statistics, systematize activities related to professional operations in the Statistical sector to propose solutions to enhance the effectiveness of statistical work.

đ) Possess the skill to draft, present, defend, build, and implement projects, proposals, programs, and strategies related to statistical work of ministries, sectors, and localities.

e) Possess the ability to independently conduct scientific research and apply advanced technical and statistical methods in statistical activities.

g) Possess basic information technology usage skills and proficiency in foreign languages or ethnic minority languages for civil servants working in ethnic minority regions as required by job positions.

4. Educational and Training Standards

a) Hold a bachelor's degree or higher in a relevant field of study that meets the requirements of the job position.

b) Hold a bachelor's degree in political science or a high-level theoretical politics degree or a high-level theoretical politics-administration degree, or a certificate confirming equivalent high-level theoretical politics qualifications issued by an authorized agency.

c) Hold a certificate in administrative management knowledge and skills for senior specialist civil servants or a high-level theoretical politics-administration degree.

d) Hold a certificate in statistical operation knowledge and skills as required by the job position.

5. Requirements for civil servants applying to advance to the Senior Statistician rank

a) Currently holding the Chief Statistician rank and having held the Chief Statistician rank or equivalent for at least six years, including a minimum of one continuous year (12 months) as a Chief Statistician up to the deadline for submitting application registration forms for the advancement examination.

b) During the period of holding the Chief Statistician rank or equivalent, have led or participated in drafting at least two (two) legal normative documents or research topics, projects, programs, and scientific studies at the state, ministry, department, sector, or provincial levels in the field of statistics or other fields related to statistics, which have been issued or accepted by competent authorities. Specifically:

There must be a decision from an authorized person appointing participation in the Drafting Board or Editorial Group of legal normative documents, or a document assigning the lead role in drafting when it is not mandatory to establish a Drafting Board or Editorial Group according to the Law on Issuing Legal Normative Documents;

There must be a decision from an authorized person appointing participation in the Steering Committee, Head Committee, Drafting Board, or Research Topic, Project, Program Committee at the state, ministry, department, sector, or provincial levels, or a document assigning the lead role in drafting review reports, verification reports, or amendment drafts of legal normative documents.

Article 6. Chief Statistician (code number 23.262)

1. Responsibilities

The Chief Statistician is a civil servant with high expertise in statistics within the state statistical organization system, responsible for researching, developing policies, or leading and directing the implementation of statistical activities according to statistical methodology standards and legal regulations.

2. Tasks

a) Chairing or participating in research and development of legal normative documents, regulations, and guidelines on statistics within the assigned sector or field.

b) Organizing the development of statistical survey plans, reporting systems, and other tasks related to statistical methods within their scope of responsibility.

c) Chairing one or several stages in the activities of collecting, compiling, analyzing, disseminating, and preserving statistical information within the assigned sector or field.

d) Organizing or directly compiling periodic statistical reports; multi-year economic and social statistical analysis reports, statistical yearbooks, and other statistical products within their scope and field of responsibility.

đ) Organizing guidance, monitoring, inspection, and urging organizations and individuals to provide economic and social statistical information according to the Statistics Law and other regulatory documents.

e) Chairing or participating in the development of scientific research projects and topics within the statistical field and other areas related to statistics.

3. Professional Qualification Standards

a) Mastering the Party's policies and State laws on statistics and specialized knowledge and skills in statistical work.

b) Possessing the ability to participate in drafting legal normative documents, projects, programs, and action plans, and providing guidance on implementing management systems and policies on statistics or local work.

c) Understanding the situation and trends in the development of the industry and field of work both domestically and internationally; possessing the ability to organize research and apply advanced statistical methods to serve management and information processing.

d) Having the ability to work independently or collaboratively in teams; possessing writing and presentation skills for issues assigned for research and advisory purposes.

đ) Having the ability to effectively implement professional statistical activities. Effectively coordinating with relevant agencies during the execution of tasks.

e) Having the ability to organize and implement guidance and inspection of professional statistical work within the assigned scope.

g) Having the ability to synthesize and generalize activities related to professional work in the Statistical sector to propose solutions to improve the effectiveness of statistical work.

h) Possessing the ability to guide professional work, disseminate experience, and participate in scientific research in the statistical field.

i) Possess basic information technology skills and be able to use foreign languages or ethnic minority languages if working in regions inhabited by ethnic minorities, as required by the job position.

4. Educational and Training Standards

a) Hold a bachelor's degree or higher in a relevant field of study that meets the requirements of the job position.

b) Holding a certificate for training in management knowledge and skills for principal clerical rank civil servants and equivalent positions, or holding a master's degree in political theory and administration.

c) Holding a certificate for training in professional knowledge and skills in statistical work according to job requirements.

5. Requirements for civil servants applying for promotion to Chief Statistician

a) Currently holding the Statistician rank and having held the Statistician rank or equivalent for at least nine years (excluding probationary and trial periods), including at least one continuous year (twelve months) as a Statistician up to the deadline for submitting application forms for the promotion examination.

b) During the period of holding the Statistician rank or equivalent, having participated in developing at least one legal normative document or project, topic, program, or research study from the grassroots level upwards within the statistical field or other related fields that have been issued or accepted by competent authorities; or having participated in developing documents for provincial or district Party Congresses.

Article 7. Statistician (code number 23.263)

1. Responsibilities

A statistician is a civil servant with basic professional expertise in statistics within the state statistical organization system, performing statistical activities according to statistical methodology standards as assigned and in compliance with legal regulations.

2. Tasks

a) Participate in developing survey plans, reporting systems, and other methodological issues related to statistics as assigned.

b) Directly collect or organize the collection of statistical information through statistical reports, surveys, administrative registration files, and other relevant forms related to statistical work.

c) Process and compile statistical information; prepare statistical reports, yearbooks, and other statistical products as assigned by specialty and field.

d) Disseminate, retain, and systematize statistical information within the scope assigned.

đ) Implement guidance, monitor, inspect, and urge organizations and individuals to fulfill the provision of statistical information as assigned in accordance with the Statistics Law and other regulatory documents.

e) Participate in scientific research topics within the assigned specialty or field of statistics.

3. Professional Qualification Standards

a) Proficient in the Party's policies and State laws on statistics, statistical business procedures.

b) Capable of independently and proactively carrying out inspection and supervision tasks in the assigned scope. Skilled in performing specialized professional statistical work.

c) Capable of grasping and applying advanced statistical methods both domestically and internationally during the execution of assigned tasks.

d) Capable of teamwork, coordination, and effective communication with organizations and individuals during the execution of statistical work tasks.

đ) Capable of guiding business procedures, disseminating experience, and participating in scientific research to serve statistical work.

e) Possessing basic information technology skills and being able to use foreign languages or ethnic minority languages for civil servants working in areas inhabited by ethnic minorities as required by job positions.

4. Educational and Training Standards

a) Hold a bachelor's degree or higher in a relevant field of study that meets the requirements of the job position.

b) Hold a certificate for training in knowledge and skills for state management for clerical staff and equivalent positions.

c) Holding a certificate for training in professional knowledge and skills in statistical work according to job requirements.

5. Requirements for civil servants taking the examination to be promoted to statistician.

Currently holding the junior statistician rank and having held the junior statistician rank or equivalent for at least three years (excluding probationary and trial periods), including at least one continuous year (12 months) as a junior statistician up to the deadline for submitting application forms for the promotion examination.

Article 8. Junior Statistician (code number 23.264)

1. Responsibilities

A junior statistician is a professional civil servant in the state statistical organization system, performing certain tasks in the activities of collecting, compiling, analyzing, disseminating, and retaining statistical information according to statistical methodology standards and legal regulations.

2. Tasks

a) Collect statistical information through statistical reports, surveys, administrative registration files, and other relevant forms.

b) Process, compile, and analyze assigned specialized statistical information in accordance with usage requirements.

c) Disseminate, retain, and systematize statistical data and information within the assigned scope.

d) Monitor, inspect, and urge organizations and individuals to fulfill the provision of statistical information as assigned in accordance with the Statistics Law and other regulatory documents.

3. Professional Qualification Standards

a) Proficient in basic knowledge of statistical business procedures and have the skills to effectively perform specialized professional statistical work within the assigned scope.

b) Have methods of propaganda and mobilization to involve the people in statistical activities, capable of grasping and applying advanced methods and technologies during the execution of tasks.

c) Capable of teamwork, coordination, and effective communication with organizations and individuals during the execution of statistical work tasks.

d) Proficiently use office equipment and other tools necessary for task requirements.

4. Educational and Training Standards

Hold a college degree or higher in a relevant field that meets the job position requirements.

5. Requirements for civil servants taking the examination to be promoted to junior statistician.

Currently holding the statistician assistant rank and having held the statistician assistant rank or equivalent for at least three years (excluding probationary and trial periods), including at least one continuous year (12 months) as a statistician assistant up to the deadline for submitting application forms for the promotion examination.

Article 9. Statistical staff (code 23.265)

1. Responsibilities

Statistical staff are professional civil servants in the state statistical organization system, performing specific tasks related to collecting, compiling, disseminating, and preserving statistical information within their assigned scope as directed by leadership.

2. Tasks

a) Collect statistical information through statistical reports, surveys, administrative registration files, and other relevant forms.

b) Processing and compiling statistical information according to the assigned tasks.

c) Disseminate, retain, and systematize statistical data and information within the assigned scope.

d) Monitoring, inspecting, and urging organizations and individuals to fulfill the provision of statistical information within their assigned fields in accordance with the Statistics Law and other regulatory documents.

3. Professional Qualification Standards

a) Possess basic knowledge in statistical operations, have the ability to work independently and proactively, and possess skills to effectively perform specialized statistical operations within their assigned scope.

b) Have methods for publicizing and mobilizing the people's participation in statistical activities.

c) Capable of teamwork, coordination, and effective communication with organizations and individuals during the execution of statistical work tasks.

d) Proficiently use office equipment and other tools necessary for task requirements.

4. Educational and Training Standards

Hold a diploma or higher degree in a relevant field that meets the job position requirements.

Chapter III

SALARY GRADING FOR STATISTICAL PROFESSIONAL CIVIL SERVANTS

Article 10. Principles for salary grading of statistical professional civil servants

1. The appointment and salary grading for statistical professional civil servants as stipulated in this Circular must be based on the job positions, responsibilities, duties, and specialized professional operations they undertake.

2. When appointed to corresponding statistical professional civil servant grades, it shall not be combined with salary grade advancement or civil servant grade promotion.

Article 11. Salary grading for statistical professional civil servants

1. The salary grading for statistical professional civil servants as stipulated in this Circular applies to Table 2 (Salary Table for Professional and Vocational Staff in State Agencies) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government on the wage system for cadres, civil servants, officials, and armed forces personnel, and amended and supplemented by Decree No. 17/2013/ND-CP dated February 19, 2013, of the Government as follows:

a) Senior Statistician Grade (code 23.261) applies to Civil Servant Salary Table Type A3, Group 1 (A3.1), from coefficient 6.20 to coefficient 8.00;

b) Principal Statistician Grade (code 23.262) applies to Civil Servant Salary Table Type A2, Group 1 (A2.1), from coefficient 4.40 to coefficient 6.78;

c) Statistician Grade (code 23.263) applies to Civil Servant Salary Table Type A1, from coefficient 2.34 to coefficient 4.98;

d) Intermediate Statistician Grade (code 23.264) applies to Civil Servant Salary Table Type A0, from coefficient 2.10 to coefficient 4.89;

đ) Statistical Staff Grade (code 23.265) applies to Civil Servant Salary Table Type B, from coefficient 1.86 to coefficient 4.06.

2. The transfer of salary grading for civil servants moving from current specialized civil servant grades to the statistical professional civil servant grades stipulated in this Circular shall be implemented in accordance with the guidelines set out in Clause 2, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Minister of Home Affairs guiding salary grading when advancing civil servant grades, transferring civil servant grades, and changing civil servant types.

3. Civil servants currently holding the statistician grade at the college level, applying the civil servant salary table type A0 before the effective date of this Circular, shall be reviewed by the competent authority to transfer to the new intermediate statistician grade (A0 salary table).

4. Civil servants currently holding the intermediate statistician grade applying the civil servant salary table type B before the effective date of this Circular, if meeting the criteria and conditions of the new intermediate statistician grade (A0 salary table), shall be reviewed by the competent authority to transfer to the new intermediate statistician grade (A0 salary table) from the effective date of this Circular. In cases where civil servants do not meet the criteria and conditions of the new intermediate statistician grade, the competent authority shall review to transfer to the statistical staff grade.

Chapter IV

IMPLEMENTING PROVISIONS

Article 12. Implementation Organization

1. The professional and vocational standards for statistical professional civil servants are the basis for implementing recruitment, utilization, and management of the statistical professional civil servant workforce.

2. Civil servants who were appointed to statistical professional civil servant grades in accordance with the law before the effective date of this Circular shall be considered as meeting the professional and vocational standards for statistical professional civil servants stipulated in this Circular corresponding to the civil servant grade they were appointed to.

3. Civil servants specified in this Circular who hold certificates for administrative management knowledge enhancement or have been appointed to statistical professional civil servant grades before June 30, 2022, are exempted from participating in administrative management knowledge enhancement programs or statistical operation skill training programs according to their job positions as prescribed in this Circular.

4. In cases where the referenced documents in this Circular are amended, supplemented, or replaced, they shall be implemented according to the new documents.

Article 13. Transitional Provisions

For agencies and organizations that have been authorized to approve recruitment plans and civil servant grade promotion exams before the issuance of this Circular, they shall continue to implement according to the approved plans.

Article 14. Effective Date

This Circular takes effect from November 15, 2023.

Article 15. Responsibility for Implementation

1. Ministers, Heads of Ministries equivalent to ministries, Heads of central government agencies, Chairpersons of provincial People's Committees directly under the Central Government, and related agencies, organizations, and individuals are responsible for implementing the provisions of this Circular.

2. During implementation, if there are any difficulties, please report to the Ministry of Planning and Investment for guidance or consideration and resolution.
