CIRCULAR
Regulations on criteria and quality standards for public service activities funded by state budget in the Archival field
the use of the State budget in the Archives sector
Pursuant to the Law on Archives dated November 11, 2011;
Pursuant to Decree No. 63/2022/NĐ-CP dated September 12, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, ordering or tendering for the provision of products and services funded by the state budget from regular expenditure funds;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Minister of Home Affairs issues this Circular on criteria and quality standards for public service activities funded by the state budget in the Archival field.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular sets out criteria and standards as the basis for assessing the quality and acceptance of public service products and activities funded by the state budget in the Archival field, including: Document collection services for the National Archive of Vietnam under Historical Archives; document preservation services for the National Archive of Vietnam under Historical Archives; document utilization services for the National Archive of Vietnam under Historical Archives to serve political tasks; document utilization services for the National Archive of Vietnam under Historical Archives to meet social needs (hereinafter referred to as services).
Article 2. Applicability
1. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, and centrally governed city People's Committees select public service organizations to provide public service activities in the Archival field through task assignment, ordering, or tendering (referred to hereafter as ordering agencies).
2. Public service organizations in the Archival field (referred to hereafter as service providers).
Article 3. Explanation of Terms
In this Circular, the following terms are understood as follows:
1. Public service activities funded by the state budget in the Archival field are basic and essential public service activities in the Archival field listed in the directory issued by the competent authority, which are guaranteed or supported financially by the State for implementation.
2. Service quality is the degree to which the service product meets the technical specifications and parameters prescribed by law and the requirements of the ordering agency.
3. Service quality criteria are the technical specifications prescribed by law and the requirements of the ordering agency that the service provider must meet.
4. Service quality standards are the results of evaluating the criteria to be achieved when implementing services, assessed as "Pass" or "Fail".
Chapter II
CONTENT AND QUALITY CRITERIA AND STANDARDS FOR PUBLIC SERVICES IN THE ARCHIVAL FIELD
Article 4. Content and quality criteria and standards for document collection services
1. Document collection services include: Document arrangement services for paper-based archival materials; document collection services into Historical Archives.
2. Quality criteria and standards for document arrangement services for paper-based archival materials are specified in Appendix 01 of this Circular.
3. Quality criteria and standards for document collection services into Historical Archives are specified in Appendix 02 of this Circular.
Article 5. Content and quality criteria and standards for document preservation services
1. Document preservation services include: Storage room cleaning services for archival materials and paper-based archival material cleaning; archival material reinforcement services; archival database establishment services.
2. Quality criteria and standards for storage room cleaning services for archival materials and paper-based archival material cleaning are implemented according to the provisions in Appendix 03 of this Circular.
3. Quality criteria and standards for archival material reinforcement services are implemented according to the provisions in Appendix 04 of this Circular.
4. Quality criteria and standards for archival database establishment services are implemented according to the provisions in Appendix 05 of this Circular.
Article 6. Content and criteria, quality standards for archival material usage services
1. Archival material usage services include: Service for using materials in the Reading Room; service for compiling and publishing archival publications.
2. The criteria and quality standards for the service of using materials in the Reading Room shall be implemented in accordance with the provisions set out in Appendix 06 of this Circular.
3. The criteria and quality standards for the service of compiling and publishing archival publications shall be implemented in accordance with the provisions set out in Appendix 07 of this Circular.
Article 7. Quality Acceptance of Services
1. The quality of services is accepted after all criteria have been assessed at the Achieved level.
2. The ordering agency shall conduct quality acceptance of services provided by the service supplying unit. The acceptance results shall be recorded in the acceptance certificate.
3. Based on the acceptance results, the service supplying unit shall settle the costs with the ordering agency in accordance with the State Budget Law and other relevant laws.
Chapter III
IMPLEMENTATION
Article 8. Implementation organization
1. Responsibilities of the Ordering Agency
a) Organize guidance, urging, inspection, and supervision to ensure that the service supplying unit performs the service effectively, meeting the quantity, quality, norms, and time schedule.
b) Organize evaluation and quality acceptance of services according to the criteria and standards stipulated in this Circular and other relevant laws.
c) Based on the acceptance certificate, contract termination documents, and related documents, the ordering agency shall pay the service supplying unit and settle the costs in accordance with the law.
d) Conduct periodic or spot inspections; if any errors are found, require the service supplying unit to promptly rectify and handle them to ensure service quality.
2. Responsibilities of the Service Supplying Unit
a) Organize the provision of services in accordance with the procedures and quality standards stipulated in this Circular and other relevant laws.
b) Be responsible for preparing cost settlement for service provision in accordance with the law.
Article 9. Effective Date
1. This Circular takes effect from August 1, 2023.
2. In case of difficulties or obstacles during implementation, agencies and units are requested to report to the Ministry of Home Affairs for research and resolution./.
