Circular No. 08/2023/TT-BTNMT promulgates the National Technical Regulation on the national geographic base database at scales of 1:2,000, 1:5,000, and 1:10,000.

Issuing National Technical Regulations on the national geographic base database scale1:2.000, 1:5.000, 1:10.000

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Surveying and Mapping dated June 14, 2018;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations; Decree No. 67/2009/NĐ-CP dated August 3, 2009 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 27/2019/NĐ-CP dated March 13, 2019 of the Government detailing certain provisions of the Law on Surveying and Mapping; Decree No. 136/2021/NĐ-CP dated December 31, 2021 of the Government amending and supplementing certain articles of Decree No. 27/2019/NĐ-CP dated March 13, 2019 of the Government detailing certain provisions of the Law on Surveying and Mapping;

Pursuant to Decree No. 22/2023/NĐ-CP dated May 12, 2023 of the Government amending and supplementing certain provisions of related decrees concerning business activities in the natural resources and environment sector;

Pursuant to Decree No. 68/2022/NĐ-CP dated September 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

At the proposal of the Director of the Vietnam National Survey, Mapping and Geographical Information Center, the Head of the Science and Technology Department, and the Head of the Legal Affairs Department;

The Minister of Natural Resources and Environment issues this Circular to issue National Technical Regulations on the national geographic base database scale 1:2,000, 1:5,000, 1:10,000.

Article 1. Attached to this Circular are National Technical Regulations on the national geographic base database scale 1:2,000, 1:5,000, 1:10,000, code QCVN 73:2023/BTNMT.

Article 2. Effectiveness

1. This Circular takes effect from January 31, 2024.

2. Circular No. 23/2019/TT-BTNMT dated December 25, 2019 of the Minister of Natural Resources and Environment stipulating technical requirements for the structure and content of the national geographic base database scale 1:2,000 and 1:5,000 shall cease to be effective from the date this Circular takes effect.

3. Appendix No. 1, Appendix No. 5, and the contents stipulating the acquisition of the national geographic base database scale 1:10,000 in Appendix No. 3, and the contents stipulating the quality of the national geographic base database scale 1:10,000 in Appendix No. 4 of Circular No. 15/2020/TT-BTNMT dated November 30, 2020 of the Minister of Natural Resources and Environment stipulating technical requirements for the structure and content of the national geographic base database scale 1:10,000 and 1:25,000 shall cease to be effective from the date this Circular takes effect.

Article 3. Implementation

1. Ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally governed cities, and relevant organizations and individuals are responsible for implementing this Circular.

2. The Director of the Vietnam National Administration of Surveying, Mapping and Geoinformation shall be responsible for organizing the dissemination and inspection of the implementation of this Circular.

3. IN CASE OF ANY DIFFICULTIES OR OBSTACLES DURING IMPLEMENTATION, THE CONCERNED AUTHORITIES, ORGANIZATIONS, AND INDIVIDUALS SHALL PROMPTLY REPORT TO THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT FOR REVIEW AND DECISION./.
