DIRECTIVE

On the Implementation of Cleaner Production in Industrial Enterprises

To implement Decision No. 328/2005/QD-TTg dated December 12, 2005 of the Prime Minister approving the National Plan to Control Environmental Pollution until 2010, and Decision No. 34/2005/QD-TTG dated February 22, 2005 of the Prime Minister on the Government's Action Program to Implement Resolution No. 41-NQ/TW dated November 15, 2004 of the Politburo on environmental protection during the period of industrialization and modernization, the Ministry of Industry has directed Groups, Corporations, and industrial enterprises to study, disseminate, and apply cleaner production in their business operations to enhance business efficiency and contribute to environmental protection in line with sustainable industrial development.

In recent times, Groups, Corporations, and enterprises have actively organized propaganda and raised awareness among cadres and employees about cleaner production, gradually applying cleaner production in their businesses. Some enterprises have achieved encouraging results in improving production efficiency and reducing environmental pollution. However, the number of units participating in applying cleaner production remains limited, and most of the applied solutions are still at a simple level, thus the results have not met expectations.

To promote the application of cleaner production throughout the industry, the Minister of Industry requests:

1. Promoting the Application of Cleaner Production in Industrial Production

1.1. Groups, Corporations, Companies, and Provincial Departments of Industry:

Organize research on the content of cleaner production, disseminate it to units under their management; direct the construction and implementation of cleaner production applications; regularly direct the organization of inspections, supervision, and evaluation of the effectiveness of cleaner production applications at industrial production units under their management;

Proactively invest in researching and applying scientific research results on cleaner production in production; carry out international cooperation activities on cleaner production; organize activities to raise awareness and improve the ability to apply cleaner production in industrial production;

Summarize and report the implementation results to the Ministry before December 31 each year.

1.2. Industrial Production Units:

Develop plans and implement cleaner production applications, gradually study and apply management solutions, technological improvements, and equipment to achieve higher efficiency; periodically review and self-evaluate the effectiveness of the application.
 
Gradually establish and apply an environmental management system according to ISO 14000; register to meet environmental standards, apply energy-saving labels for goods and products in accordance with regulations.

2. Mobilizing Resources to Implement Cleaner Production in Industrial Production

2.1. Groups, Corporations, and industrial enterprises allocate appropriate human resources and funds to promote the implementation of cleaner production throughout the unit; organize propaganda, mobilize, and direct subsidiary units to allocate human resources and funds to effectively implement cleaner production solutions within the unit;

2.2. The Department of Science and Technology shall take the lead and coordinate with relevant Bureaus, Departments, Groups, Corporations, and Provincial Departments of Industry:

Implement the development of plans, organize training and seminars on cleaner production; build a website on cleaner production to disseminate information; develop a guidebook on applying cleaner production for industrial production units;

Establish a consulting network to assist production units in conducting cleaner production assessments. Guide production units to access support funds for implementing cleaner production; consider and balance financial support from science and technology and environmental public funds to implement demonstration projects on applying cleaner production at selected production units;

Serve as the contact point to help the Ministry organize annual awards for organizations and individuals with outstanding achievements in environmental protection and cleaner production.

Implementation

People's Committees of provinces and centrally-administered cities are responsible for directing local Departments of Industry to develop plans and organize the implementation of cleaner production by enterprises located in their areas;

Groups, Corporations, Companies, Departments, Bureaus, and Departments under the Ministry shall, according to their functions and tasks, develop specific plans and effectively implement this Directive./.
