DIRECTIVE
On Accelerating the Construction Progress of Hoa Lac High-Tech Zone

On October 12, 1998, the Prime Minister issued Decision No. 198/1998/QD-TTg to establish the Hoa Lac High-Tech Zone; however, up until now, the construction progress of the Hoa Lac High-Tech Zone has been very slow, partly due to insufficient attention from relevant agencies in land clearance activities. To accelerate the construction progress of the Hoa Lac High-Tech Zone, the Prime Minister instructs the following agencies to promptly complete the following tasks:

1. People's Committee of Ha Tay Province:

To take the lead and closely coordinate with the Management Board of the Hoa Lac High-Tech Zone to complete all procedures and carry out full compensation for the entire area of 200 hectares belonging to Step 1, Phase I, to complete land clearance in this area before June 30, 2002; prepare the necessary procedures to implement the next steps for full compensation of the remaining land area of Phase I, followed by the remaining total land area according to the overall planning of the Hoa Lac High-Tech Zone approved by the Prime Minister.

To implement Article 6 of Decision No. 98/2001/QD-TTg dated June 26, 2001 of the Prime Minister to transfer the remaining land area (out of a total of 1,650 hectares) to the Management Board of the Hoa Lac High-Tech Zone before April 30, 2002.

To urgently prepare a feasibility study report on the Dong Xuan Resettlement Area project and approve it according to current regulations before April 30, 2002, to facilitate early implementation to create favorable conditions for land clearance work for the construction of the Hoa Lac High-Tech Zone.

To widely publicize and organize propaganda and education for the people to strictly comply with the Prime Minister's decision on the overall planning of the Hoa Lac High-Tech Zone; to prevent and handle promptly and strictly according to current regulations on land management and use against organizations and individuals who illegally transfer, buy, sell land, or build without permission within the planned area of the Hoa Lac High-Tech Zone.

2. Ministry of Construction:

To urgently approve the detailed planning of the new Dong Xuan urban area (including the Dong Xuan Resettlement Area) and report the results to the Prime Minister before March 30, 2002.

3. Ministry of National Defense:

To take the lead and coordinate with the Management Board of the Hoa Lac High-Tech Zone, the People's Committee of Ha Tay Province, and the Land Administration General Department to complete all procedures in the first quarter of 2002 to submit to the Prime Minister for issuance of a decision to reclaim the land area currently under the management of the Ministry of National Defense within the planned area of the Hoa Lac High-Tech Zone to be transferred to the Management Board of the Hoa Lac High-Tech Zone.

To designate a unit with the appropriate functions, experience, and capacity to implement the bomb, mine, and explosive material clearance project on the remaining land area within the planned area of the Hoa Lac High-Tech Zone (excluding the 200 hectares of Step 1, Phase I).

4. Management Board of the Hoa Lac High-Tech Zone:

To take the lead and coordinate with the People's Committee of Ha Tay Province and related agencies to develop a land clearance plan for the remaining total land area within the planned area of the Hoa Lac High-Tech Zone (excluding the 200 hectares of Step 1, Phase I), to submit for approval by the competent authority to have a basis for funding compensation and land clearance.

5. Vietnam Electricity Corporation:

To be responsible for constructing high and low voltage power supply systems to meet the electricity demand for the Hoa Lac High-Tech Zone according to the required schedule.

6. Vietnam Post and Telecommunications Corporation:

To be responsible for constructing and operating telecommunications infrastructure to meet the usage requirements during the construction and operation of the Hoa Lac High-Tech Zone.

7. Ministry of Planning and Investment and Ministry of Finance:

To allocate budget funds in a timely manner for the implementation of construction projects of the Hoa Lac High-Tech Zone upon approval by the competent authority.

8. Ministry of Science, Technology, and Environment:

To urgently draft legal regulations on the organization and operation of high-tech zones, preferential policies for investors in high-tech zones, and submit them to the Government for promulgation in the second quarter of 2002 to create a favorable environment for investment attraction in the Hoa Lac High-Tech Zone.

9. Steering Committee for Land Clearance of Projects in the Hoa Lac Area:

To focus on directing and urging agencies to complete the assigned tasks related to relocation, resettlement, and land clearance in the planned construction area of the Hoa Lac High-Tech Zone within the specified time limit in this Directive.

10. In principle, agree to entrust a state-owned enterprise with sufficient capability and reputation to manage and implement infrastructure construction projects in the Hoa Lac High-Tech Zone; the Management Board of the Hoa Lac High-Tech Zone will coordinate with the Ministry of Construction to implement according to current regulations.

Ministers of the Ministries of Construction, National Defense, Planning and Investment, Finance, Science, Technology, and Environment; Chairman of the People's Committee of Ha Tay Province; General Directors of Vietnam Electricity Corporation and Vietnam Post and Telecommunications Corporation; Head of the Steering Committee for Land Clearance of Projects in the Hoa Lac Area, and Head of the Management Board of the Hoa Lac High-Tech Zone are responsible for organizing the implementation of this Directive. /./
