Pursuant to Decree No. 36/2003/NĐ-CP dated 04/4/2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
Pursuant to Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Government Prime Minister on supporting persons who participated in revolutionary activities before August 1945 to improve their housing; After reaching consensus among the Central Organization Board, the Ministry of Labor, Invalids and Social Affairs, and the Ministry of Finance, as directed by Document No. 1263/CP-CN dated September 17, 2003 of the Government,
the Ministry of Construction guides the amendment and supplementation of Section I of Circular No. 04/2001/TT-BXD dated August 20, 2001 of the Ministry of Construction "guiding additional support for persons participating in revolutionary activities from December 31, 1944 and earlier to improve their housing according to Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Government Prime Minister" as follows:
1. I. On the scope of application::
" 1. Persons participating in revolutionary activities as stipulated in Article 1 and Article 2 of Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Government Prime Minister (hereinafter referred to as Decision 20) include those who were admitted to the Party or re-admitted before August 19, 1945 and recognized by competent authorities, and those who participated in revolutionary activities before 1945 and have been receiving or are currently receiving preferential allowances for revolutionary activities before 1945 as prescribed in:
Notification No. 22 TB/HN dated July 13, 1960 of the Secretariat,
Directive No. 32-TT/TC dated October 14, 1960 and Directive No. 05-TT/TC dated January 12, 1962 of the Central Organization Board "guiding the implementation of policies for cadres and party members with long-term service", Circular No. 03/NV dated February 1, 1963 of the Ministry of Interior (now the Ministry of Labor, Invalids and Social Affairs) guiding "the implementation of preferential allowances for state workers and officials with meritorious service when retiring",
Decision No. 296-CP dated November 20, 1978 of the Council of Ministers "supplementing and amending some points regarding the system for retired cadres, workers, and officials due to loss of labor capacity".
2. Ministries, sectors, and localities shall compile lists of persons participating in revolutionary activities who have been receiving or are currently receiving preferential allowances for revolutionary activities before 1945 (accompanied by files as prescribed for recognizing persons participating in revolutionary activities before 1945) and submit them to the Central Organization Board for review. A unified document must be issued prior to the Provincial People's Committees deciding to provide support for housing improvement according to Decision 20.
During the implementation process, if there are any difficulties, ministries, sectors, and provincial-level People's Committees shall report to the Central Organization Board and the Ministry of Construction for consideration and resolution./."
