DIRECTIVE OF THE MINISTER OF AQUATIC RESOURCES

Regarding the promotion of patriotic emulation movements in the Fisheries Sector, striving to

achieve success in the national plan targets for the year 2004

 

In the first nine months of 2004, thanks to the efforts of fishery workers and enterprises nationwide, with the attention of leaders of provinces and cities, and through the efforts in state management work, despite encountering many difficulties, economic and social indicators of the sector have been actively implemented. After nine months of effort, some indicators can ensure successful completion in 2004. However, the export target of the sector has only reached about 64% of the annual plan and has increased by only 2.9% compared to the same period last year.

Also in the first nine months, in the implementation of the investment development plan of the sector generally and basic construction projects directly managed by the Ministry in particular, most projects have not met the planned schedule. The amount of disbursement of the projects is estimated at 52%, which affects the efficiency of capital utilization.

In this context, implementing Directive No. 35/CT-TW of the Politburo on continuing to promote emulation activities and implementing the Resolution of the regular meeting in September 2004 of the Government, aimed at promoting patriotic emulation movements in the Fisheries Sector, striving to achieve success in the national plan targets for the year 2004, the Minister of Fisheries issues the following directive:

1. Heads of state management units and public service organizations under the Ministry, Directors of Fisheries Departments, Departments of Agriculture and Rural Development, Chairmen of Management Boards, General Directors of State-owned Enterprises, Directors of enterprises under the Ministry, Leaders of Fisheries Professional Associations shall encourage staff and all fishery workers to promote the spirit of patriotic emulation, to leverage internal factors, concentrate on resolving difficulties and obstacles in fisheries production and business, actively strive to complete the national plan targets for 2004, especially the target on developing seafood exports. Continue to vigorously implement measures to enhance the production and business capacity of the sector, accelerate structural economic transformation, and simultaneously review and assess the implementation of investment projects according to fisheries programs; Identify and resolve difficulties and obstacles, speed up project implementation progress, and promptly bring fisheries projects into use.

The Department of Planning and Finance shall regularly monitor and summarize the implementation of the 2004 targets, promptly identify difficulties and obstacles throughout the sector, report to the Ministry's leadership for timely and effective handling.

2. Fisheries Departments, Departments of Agriculture and Rural Development with fisheries management responsibilities, the Association of Seafood Processing and Export, and State-owned Enterprises under the Ministry shall focus on directing enterprises to increase production, particularly supporting seafood processing enterprises in exporting to purchase raw materials from aquaculture and fishing for processing and export; Overcome market-related difficulties and raw material supply; At the same time proactively develop business plans to increase export value and production and business efficiency in the remaining months of the year.

The Bureau of Quality Control, Food Safety, and Aquatic Animal Health shall be responsible for coordinating with Fisheries Departments, Departments of Agriculture and Rural Development, and relevant local authorities to strongly implement measures to eliminate the injection of impurities and soaking of aquatic products in water, strengthen product quality management from raw material production to processing and consumption, ensuring the reputation of Vietnamese seafood in international markets.

Functional units of the Ministry shall coordinate with the Association of Seafood Processing and Export, and the Vietnam Fishermen's Association to organize and guide enterprises and economic sectors to actively carry out trade promotion activities, flexibly expand export markets to proactively counteract anti-dumping lawsuits on shrimp, minimizing the impact of the lawsuit on seafood export value and production and business efficiency.

3. Heads of units, Directors of Fisheries Departments, Departments of Agriculture and Rural Development in localities, Chairmen of Management Boards, General Directors of State-owned Enterprises, and Directors of production and business enterprises throughout the sector need to have plans, proactively coordinate with levels of Trade Unions and grassroots unions to launch labor production emulation movements to mobilize all resources, practice thrift, and strive to complete the 2004 targets, laying the groundwork for the formulation and implementation of the five-year plan from 2006 to 2010 as per Directive No. 33/2004/CT-TTg dated September 23, 2004 of the Prime Minister.
