DECREE OF THE GOVERNMENT
Regarding the expansion of Ha Tinh City and the establishment of wards under Ha Tinh City, the dissolution of agricultural farm townships and the establishment of communes under Thach Ha, Huong Ke, Huong Son, and Ky Anh districts, Ha Tinh Province.
Based on Resolution No. 22/2003/QH11 dated November 26, 2003 of the National Assembly of the Socialist Republic of Vietnam, Session XI, fourth session, concerning the division and adjustment of administrative boundaries of some provinces;
Considering the proposal of the Minister of Interior and the Chairman of the People's Committee of Ha Tinh Province,
Now, the administrative boundaries of Thach Ha district are adjusted to expand Ha Tinh City, establish wards under Ha Tinh City, dissolve agricultural farm townships, and establish communes under Thach Ha, Huong Ke, Huong Son, and Ky Anh districts, Ha Tinh Province, as follows:
THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
1. Transfer 2,553.24 hectares of natural area and 16,976 population (including all communes Thach Ha, Thach Mon, Thach Dong, Thach Hung, and Thach Binh) from Thach Ha district to the management of Ha Tinh City.
2. Establish Ha Huy Tap ward under Ha Tinh City based on the entire natural area and population of Thach Phu commune.
DECREE:
Article 1. Ha Huy Tap ward has 200.67 hectares of natural area and 4,020 population.
Administrative boundary of Ha Huy Tap ward: East borders Nam Ha ward; West borders Thach Linh commune and Thach Ha district; South borders Dai Nai ward and Thach Ha district; North borders Tran Phu and Bac Ha wards.
3. Establish Dai Nai ward under Ha Tinh City based on the entire natural area and population of Dai Nai commune.
Dai Nai ward has 425.71 hectares of natural area and 5,748 population.
Administrative boundary of Dai Nai ward: East borders Thach Binh commune; West borders Thach Ha district; South borders Thach Binh commune and Cam Xuyen district; North borders Nam Ha and Ha Huy Tap wards and Thach Yen commune.
After adjusting administrative boundaries to expand Ha Tinh City and establish wards under Ha Tinh City:
Ha Tinh City has 5,618.62 hectares of natural area and 77,306 population, with 15 subordinate administrative units including wards Bac Ha, Nam Ha, Tran Phu, Tan Giang, Ha Huy Tap, Dai Nai, and communes Thach Linh, Thach Trung, Thach Quy, Thach Yen, Thach Ha, Thach Mon, Thach Dong, Thach Hung, and Thach Binh.
Administrative boundary of Ha Tinh City: East, West, and North border Thach Ha district; South borders Cam Xuyen district.
Thach Ha district retains 39,946.50 hectares of natural area and 179,775 population, with 37 subordinate administrative units including communes Thach Lien, Thach Kenh, Viet Xuyen, Thach Son, Thach My, Thach Chau, Thach Kim, Thach Ban, Thach Chau, Phu Viet, Thach Long, Thach Dinh, Thach Hai, Thach Tien, Thach Thanh, Mai Phu, Ho Du, Thach Khe, Thach Tri, Tuong Son, Thach Lac, Thach Ngoc, Thach Vinh, Thach Luu, Bac Son, Thach Dai, Thach Hoi, Thach Thang, Thach Van, Thach Xuan, Thach Tan, Thach Huong, Thach Dien, Nam Huong, Thach Lam, Ngoc Son, and Thach Ha township.
4. Dissolve Thach Ngoc agricultural farm township under Thach Ha district to establish Ngoc Son commune based on the entire natural area and population of Thach Ngoc agricultural farm township.
Ngoc Son commune has 2,076.12 hectares of natural area and 2,438 population.
Administrative boundary of Ngoc Son commune: East borders communes Thach Vinh and Bac Son; West and South border Huong Ke district; North borders Thach Ngoc commune and Can Loc district.
5. Dissolve 20/4 agricultural farm township under Huong Ke district to establish Huong Tra commune based on the entire natural area and population of 20/4 agricultural farm township.
Huong Tra commune has 1,513 hectares of natural area and 2,437 population.
Administrative boundary of Huong Tra commune: East borders Huong Do commune; West borders communes Huong Lan and Huong Xuan; South borders Huong Lan commune; North borders communes Huong Xuan, Yen Loc, and Huong Du.
6. Divide Son Kim commune under Huong Son district into Son Kim 1 and Son Kim 2 communes.
Son Kim 1 commune has 19,700 hectares of natural area and 4,378 population.
Administrative boundary of Son Kim 1 commune: East borders Son Tay commune and Tay Son township; West borders the Lao People's Democratic Republic; South borders Son Kim commune and the Lao People's Democratic Republic; North borders Son Kim commune and 1 Tay Son township.
7. Establish Trung Ky commune under Ky Anh district based on 1,186.20 hectares of natural area and 2,095 population of Ky Van commune, 969.70 hectares of natural area and 312 population of Ky Giang commune, 334.10 hectares of natural area of Ky Tay commune, 137 hectares of natural area of Ky Tien commune, and 757.70 hectares of natural area of Ky Phong commune.
Trung Ky commune has 3,384.70 hectares of natural area and 2,371 population.
Administrative boundary of Trung Ky commune: East borders communes Ky Khang and Ky Tho; West borders communes Ky Tay and Ky Phong; South borders communes Ky Van and Ky Tay; North borders Ky Tien and Ky Giang communes.
After adjusting administrative boundaries to establish Trung Ky commune:
Ky Van commune retains 2,441.88 hectares of natural area and 5,138 population.
Ky Tay commune retains 7,711.93 hectares of natural area and 5,311 population.
Ky Tien commune retains 1,784.88 hectares of natural area and 6,103 population.
Ky Phong commune retains 2,933 hectares of natural area and 6,657 population.
The Chairman of the People's Committee of Ha Tinh Province, the Minister of Interior, and heads of related agencies are responsible for implementing this Decree./.
Commune Ky Tien has a remaining natural area of 1,784.88 hectares and a population of 6,103.
Commune Ky Phong has a remaining natural area of 2,933 hectares and a population of 6,657.
Article 2. This Decree shall take effect fifteen days from the date of publication in the Official Gazette. All previous regulations contrary to this Decree are hereby abolished.
Article 3. The Chairman of the People's Committee of Ha Tinh Province, the Minister of Home Affairs, and the heads of related agencies are responsible for implementing this Decree./.
