Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

THE MINISTER OF TRANSPORTATION
Pursuant to the Law on Inland Waterway Traffic dated June 15, 2004;
Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
Pursuant to Decision No. 29/2004/QĐ-BGTVT dated December 7, 2004 of the Minister of Transport promulgating regulations on the registration of inland waterway vessels;
Considering the actual situation regarding the exchange of Certificates of Registration for inland waterway vessels issued under Decision No. 2056/QĐ-PC dated August 6, 1996;
At the proposal of the Director of the Legal Department and the Director of the Vietnam Inland Waterways Administration;
Continue to implement the exchange of Certificates of Registration for inland waterway vessels issued under Decision No. 2056/QĐ-PC dated June 8, 1996 of the Minister of Transport until December 31, 2006.
DECISION:
Article 1. 1. The application dossier for exchanging Certificates of Registration for inland waterway vessels and the responsibilities of the vessel registration authority shall be carried out in accordance with Clause 2 and Clause 3, Article 11 of the Regulations on the Registration of Inland Waterway Vessels promulgated together with Decision No. 29/2004/QĐ-BGTVT dated December 7, 2004 of the Minister of Transport.
Article 2.
2. The Director of the Vietnam Inland Waterways Administration shall be responsible for guiding and urging provincial transport departments and provincial transport and public works departments to organize and complete the exchange of Certificates of Registration for inland waterway vessels within the time limit specified in Article 1 of this Decision; compile the situation report quarterly to promptly address any difficulties.
The Head of the Office, the Inspector General, the Director of the Legal Department, the Director of the Transport Department, the Director of the Vietnam Inland Waterways Administration, the Director of the Vietnam Vehicle Inspection Agency, the Directors of provincial transport departments, provincial transport and public works departments, heads of organizations and individuals concerned are responsible for implementing this Decision./.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 4. The Director of the Office, the Inspector General of the Ministry, the Head of the Legal Department, the Head of the Transport Department, the Director of the Vietnam Inland Waterways Administration, the Director of the Vietnam Vehicle Inspection Agency, the Directors of the Departments of Transport Services, the Departments of Transport and Public Works, the Heads of relevant organizations and individuals shall be responsible for implementing this Decision./.
