Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decision No. 12/2000/QĐ-BGD&ĐT dated May 9, 2000 of the Minister of Education and Training on issuing the curriculum for national defense education courses for secondary schools, vocational high schools, universities, and colleges;
Considering the proposal of the Director of the Department of National Defense Education.
Supplement Section I and Section III of the Minimum Equipment Standards for National Defense Education Courses for secondary schools, vocational high schools, universities, and colleges issued together with Decision No. 10/2005/QĐ-BGD&ĐT dated April 1, 2005 of the Minister of Education and Training (with attached Minimum Equipment Standards for Teaching Materials).
This Decision shall take effect 15 days from the date of publication in the Official Gazette. The Department of National Defense Education shall be responsible for supervising and managing the production and supply of these two types of equipment. Educational management agencies shall base this Decision to inspect and direct the process of purchasing and investing in teaching materials.
DECISION:
Article 1. The Heads of the Office, Directors of the Department of National Defense Education, the Department of Higher Education and Postgraduate Studies, the Department of Planning and Finance, the Department of Vocational Education, the Department of Secondary Education, heads of relevant units under the Ministry of Education and Training, Directors of Departments of Education and Training, Directors of Universities and Academies, Principals of universities, colleges, vocational high schools, and Directors of National Defense Education Centers are responsible for implementing this Decision./.

Article 3. The Heads of the Office, Directors of the Department of National Defense Education, Directors of the Departments of Higher Education and Postgraduate Studies, Planning and Finance, Vocational Education, Secondary Education, Heads of relevant units under the Ministry of Education and Training, Directors of Provincial Departments of Education and Training, Presidents of Universities, Rectors of Colleges, Directors of specialized secondary schools and high schools, and Directors of National Defense Education Centers shall be responsible for implementing this Decision./.
