JOINT RESOLUTION
Guidelines for implementing Articles 11, Article 14, Article 16, Article 22, and Article 26
of the Ordinance on Implementing Democracy at Communes, Wards, and Towns
THE GOVERNMENT - THE NATIONAL FRONT COMMITTEE OF VIETNAM
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on the Vietnam Fatherland Front dated June 12, 1999;
On the basis of the Law on Enacting Legal Normative Documents dated November 12, 1996 and the Law Amending and Supplementing Certain Provisions of the Law on Enacting Legal Normative Documents dated December 16, 2002;
On the basis of the Ordinance on Implementing Democracy at Communes, Wards, and Towns dated April 20, 2007;
Considering the proposal of the Minister of Home Affairs and the Standing Board of the National Front Committee of Vietnam.
RESOLUTION:
Article 1. Issued together with this Joint Resolution are Guidelines for implementing Articles 11, Article 14, Article 16, Article 22, and Article 26 of the Ordinance on Implementing Democracy at Communes, Wards, and Towns.
Article 2. This Joint Resolution shall take effect 15 days from the date of publication in the Official Gazette. The following documents and provisions shall be repealed from the date this Joint Resolution takes effect:
- Circular Joint No. 01/2005/TTLT-BTTUBTWMTTQVN-BNV dated May 12, 2005 of the Standing Board of the National Front Committee of Vietnam and the Ministry of Home Affairs guiding the procedures for electing, appointing, and dismissing Village Chiefs and Ward People's Group Leaders;
- Article 13 of the Regulation on the Organization and Operation of Villages and Ward People's Groups issued together with Decision No. 13/2002/QĐ-BNV dated December 6, 2002 of the Minister of Home Affairs;
- Notice No. 06/TTr-MTTW dated January 25, 2005 of the National Front Committee of Vietnam guiding the process of obtaining trust votes for key positions elected by the People's Council at the commune level and Village Chiefs.
Article 3. Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees at all levels, the Standing Board of the National Front Committee of Vietnam at all levels, relevant agencies, organizations, units, and individuals are responsible for implementing this Joint Resolution.
