This document guides the implementation of Articles 11, 14, 16, 22, and 26 of the Ordinance on Democracy at Communes, Wards, and Towns. It applies to state agencies, organizations, and individuals related to ensure that the election, removal from office, and dismissal procedures at the commune level are carried out in accordance with the law.

JOINT RESOLUTION
Guidelines for implementing Articles 11, Article 14, Article 16, Article 22
and Article 26 of the Ordinance on Implementing Democracy at Communes, Wards, and Towns
GOVERNMENT - CENTRAL COMMITTEE OF THE VIETNAM FATHERLAND FRONT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on the Vietnam Fatherland Front dated June 12, 1999;
Pursuant to the Law on Issuing Legal Normative Documents dated November 12, 1996 and the Law Amending and Supplementing Certain Provisions of the Law on Issuing Legal Normative Documents dated December 16, 2002;
Pursuant to the Ordinance on Implementing Democracy at Communes, Wards, and Towns dated April 20, 2007;
Considering the proposal of the Minister of Home Affairs and the Standing Board of the Central Committee of the Vietnam Fatherland Front,
RESOLUTION:
Article 1. The Joint Resolution hereby promulgates the Guidelines for implementing Articles 11, Article 14, Article 16, Article 22 and Article 26 of the Ordinance on Implementing Democracy at Communes, Wards, and Towns.
Article 2. This Joint Resolution shall take effect fifteen days from the date of publication in the Official Gazette. The following legal documents and provisions shall be repealed upon the effective date of this Joint Resolution:
- Circular Joint No. 01/2005/TTLT-BTTUBTWMTTQVN-BNV dated May 12, 2005 of the Standing Board of the Central Committee of the Vietnam Fatherland Front and the Ministry of Home Affairs guiding the procedures for electing, appointing, and removing Village Chiefs and Ward People's Group Heads;
- Clause 13 of the Regulation on the Organization and Operation of Villages and Ward People's Groups issued together with Decision No. 13/2002/QĐ-BNV dated December 6, 2002 of the Minister of Home Affairs;
- Notice No. 06/TTr-MTTW dated January 25, 2005 of the Central Committee of the Vietnam Fatherland Front guiding the process of taking confidence votes for key positions elected by the People's Council at the commune level and Village Chiefs.
Article 3. Ministers, Heads of ministerial-level agencies, Chairpersons of People's Committees at all levels, the Standing Board of the Vietnam Fatherland Front at all levels, relevant agencies, organizations, units, and individuals are responsible for implementing this Joint Resolution./.
