Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 187/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
At the proposal of the Organization and Cadres Department Director and the International Cooperation Department Director,
DECISION:
Article 1. Position and Functions
The International Cooperation Department is the advisory body assisting the Minister in performing state management functions regarding international cooperation within the scope of the Ministry's state management.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
The International Cooperation Department has the following tasks and powers:
1. To take the lead in drafting programs and plans for international cooperation of the Ministry; organizing and guiding their implementation after approval by the Minister.
2. To take the lead in drafting and organizing the guidance for the implementation of legal normative documents on international cooperation within the scope of the Ministry's state management.
3. To advise, propose recommendations to the Minister on policies and measures to develop international cooperation in areas under the Ministry's state management.
4. To be the focal point for all activities of international cooperation of the Ministry.
5. To take the lead in proposing to the Minister the negotiation, signing, accession, and implementation of international treaties and agreements within the scope of the Ministry's state management.
6. To perform the permanent duties of the Ministry in state diplomatic activities, intergovernmental international organizations, joint committees, and intergovernmental committees within the scope of the Ministry's state management.
To guide and manage participation in specialized international organizations of units under the Ministry.
7. To be the focal point for the Ministry's work on economic integration with the international community: participating in international economic organizations; advising on the development, organization, guidance, and supervision of the implementation of integration plans with international economic organizations.
8. To be the focal point for handling issues related to foreign economic affairs of the Ministry: advising on efforts to mobilize, receive, organize, monitor, and supervise the implementation of international financial assistance programs and projects.
9. To organize international conferences and seminars chaired by the Ministry. Managing international conference, seminar, and exhibition activities in fields under the Ministry's state management according to the law.
10. To take the lead in drafting the annual budget plan and mobilizing other resources for the Ministry's international cooperation activities.
11. To propose to the Minister the content and composition of delegations from the Ministry abroad or international delegations visiting the Ministry. Organizing the preparation of content and handling procedures for overseas trips for Ministry leadership delegations. Taking the lead or coordinating with relevant units to organize and manage foreign delegations invited by the Ministry or Ministry delegations abroad.
12. To organize and coordinate with functional units to prepare content, interpretative services, and ceremonial arrangements for Ministry leaders to welcome and work with international delegations both domestically and abroad.
13. To participate in researching and providing comments on draft legal normative documents of related ministries, sectors, and localities concerning international cooperation in areas under the Ministry's jurisdiction.
14. To manage organization, cadres, civil servants, assets, files, and documents in accordance with the law and the Minister's delegation.
15. To perform other tasks assigned by the Minister.
Article 3. Organizational Structure
The International Cooperation Department consists of a Department Director, Deputy Directors, and staff members.
The Department Director is responsible to the Minister for organizing the implementation of assigned functions, tasks, and powers.
Deputy Directors assist the Department Director in directing and managing the Department's operations and are responsible to the Department Director for assigned tasks.
The tasks and powers of staff members in the International Cooperation Department are stipulated by the Department Director.
Article 4. Implementation provisions
This Decision takes effect fifteen (15) days from the date of publication in the Official Gazette. Decree No. 39/2003/QĐ-BBCVT dated March 12, 2003 of the Minister of Posts and Telecommunications on the functions, tasks, powers, and organizational structure of the International Cooperation Department is hereby repealed.
Article 5. Responsibilities for Implementation
The Office Director, Organization and Cadres Department Director, International Cooperation Department Director, and heads of units under the Ministry are responsible for implementing this Decision./.
