On the functions, tasks, powers, and organizational structure of the International Cooperation Department

THE MINISTER OF POSTS AND TELECOMMUNICATIONS

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

In accordance with the proposal of the Organization and Cadres Affairs Department Director and the International Cooperation Department Director.

DECISION

Article 1. The International Cooperation Department is the advisory body assisting the Minister in performing state management functions regarding international cooperation in the fields of postal services, telecommunications, information technology, electronics, Internet, broadcasting transmission, radio frequency, and information infrastructure (hereinafter referred to collectively as postal services, telecommunications, and information technology) in accordance with the law.

Article 2. The International Cooperation Department has the following tasks and powers:

1. To take the lead in drafting and guiding the implementation of regulatory legal documents related to international cooperation in postal services, telecommunications, and information technology.

2. To study and propose policies and measures for developing international cooperation in postal services, telecommunications, and information technology; to build solutions to protect national sovereignty and interests in postal services, telecommunications, and information technology.

3. To act as the focal point for participating, taking the lead in building, or coordinating with functional units to build international plans, programs, and projects in postal services, telecommunications, and information technology.

4. To organize research, propose content and procedures for the Minister to submit to the Government for decisions on signing, joining, ratifying, or approving international treaties on postal services, telecommunications, and information technology.

5. To guide, organize, and inspect the implementation of international cooperation activities, international treaties, plans, programs, and projects in postal services, telecommunications, and information technology.

6. To act as the focal point for relations with international organizations, countries, and domestic agencies and organizations concerning matters related to the Ministry's international cooperation.

7. To perform the permanent duties of the Ministry in state diplomatic activities, intergovernmental organizations, Joint Committees, Intergovernmental Commissions, bilateral and multilateral specialized organizations in the fields of postal services, telecommunications, and information technology.

8. To take the lead in the Ministry’s integration and international economic work. To build, organize, guide, and inspect the implementation of integration schemes, timelines, and negotiation strategies on international economics. To act as the focal point for participating in international economic organizations and coordinating with other Ministries and sectors on integration and international economic work.

9. To organize and manage international conferences and seminars on postal services, telecommunications, and information technology in accordance with the Government's regulations.

10. To take the lead in drafting plans and managing outbound and inbound delegations of the Ministry.

11. To propose the content and composition of delegations from the Ministry for overseas missions or meetings with foreign delegations in Vietnam. To organize preparations for the content and handle procedures for overseas missions for the Ministry's leadership delegations. To handle departure procedures for units' delegations going abroad for work or study and entry procedures for foreign delegations visiting the Ministry. To guide procedures for departing on overseas missions.

12. To organize and coordinate with functional units to prepare content, translation, reception, and protocol for the Ministry's leadership to welcome and meet with foreign delegations both domestically and internationally.

13. To participate in researching and providing comments on draft regulatory legal documents of relevant Ministries, sectors, and localities related to international cooperation in postal services, telecommunications, and information technology.

14. To manage cadres, civil servants, officials, assets, files, and documents in accordance with the law and the delegation of the Minister.

15. Performing other tasks assigned by the Minister.

Article 3. The International Cooperation Department is headed by a Director, assisted by Deputy Directors and professional staff.

The Director is responsible to the Minister for the results of performing the functions, tasks, and powers set forth in Article 1 and Article 2 of this Decision.

Deputy Directors assist the Director and are responsible to the Director for the tasks assigned to them.

The tasks and powers of cadres, civil servants, and officials within the International Cooperation Department shall be stipulated by the Director.

Article 4. This Decision takes effect from the date of signature. All previous provisions contrary to this Decision are abolished.

Article 5. The Office Director, the Organization and Cadres Affairs Department Director, the International Cooperation Department Director, and the Heads of the Ministry's subordinate agencies and units are responsible for implementing this Decision./.
