PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Based on the Inspection Law dated June 15, 2004;

Based on the Government Decree No. 63/2006/NĐ-CP dated June 23, 2006 on the organization and operation of inspections by the People's Public Security Force;

Based on the Government Decree No. 100/2007/NĐ-CP dated June 13, 2007 on inspectors and inspection collaborators;

Considering the proposal of the Minister of Public Security,

DECISION:

PART I

GENERAL PROVISIONS

Article 1. Police Inspectors of the People's Public Security Force

Police Inspectors of the People's Public Security Force are officers specializing in the People's Public Security Force assigned to perform specialized inspection work. Officers appointed to the ranks of Police Inspectors of the People's Public Security Force must be loyal to the country and the Constitution of the Socialist Republic of Vietnam, have good moral qualities, sense of responsibility, integrity, honesty, fairness, objectivity, capability, qualifications, and professional knowledge according to the standards of the ranks of Police Inspectors of the People's Public Security Force.

Article 2. Ranks of Police Inspectors of the People's Public Security Force

1. Inspector;

2. Senior Inspector;

3. Senior Level Inspector.

Chapter II

SPECIFIC PROVISIONS

Article 3. Standards for Inspectors

1. Responsibilities:

Inspectors are responsible for advising the head of the unit to implement certain areas of inspection work, directly responsible for implementing inspection contents with medium scale and complexity.

2. Tasks:

a) Researching, compiling, receiving, processing initial information, building a database on inspection work;

b) Proposing and advising on the organization to implement periodic inspection work programs and plans of county-level public security agencies, departments, and equivalent units;

c) Building inspection plans, organizing the implementation of inspection decisions regarding administrative inspections and specialized inspections; assisting the head of the unit in handling letters and complaints, resolving appeals and denunciations; preventing and combating corruption; directly collecting, verifying evidence, establishing inspection files, performing citizen reception tasks as prescribed;

d) Reporting results of inspection contents, proposing measures to resolve issues;

đ) Participating in researching and drafting guidance documents for inspection work within the assigned field;

e) Advising the head of the unit responsible for supervising, urging, and guiding inspection business;

g) Performing tasks stipulated in Clause 1, Article 40 and Article 50 of the Inspection Law;

3. Competence:

a) Having theoretical knowledge of Marxism-Leninism and Ho Chi Minh Thought, mastering the Party's guidelines and policies, state laws, directives, and resolutions of higher authorities to apply them to inspection work;

b) Having basic knowledge of police operations;

c) Having basic knowledge of state administration, economic management, culture, and society;

d) Understanding the economic and social situation;

đ) Having the ability to research, analyze, and synthesize situations in the assigned field, draft guidance documents, organize the implementation of inspection work within the scope of the grassroots unit;

4. Qualifications and other conditions:

a) Professional: Graduated from a university in police or another major and received police professional training, holding a certificate for professional training in the rank of Inspector;

b) Political: Intermediate level in political theory or equivalent;

c) State Administration: Certificate in state administration knowledge training program for assistant level;

d) Foreign Language: Level B or above (one of five languages: English, French, Russian, Chinese, German). This standard is not mandatory for officers who can speak one of the ethnic minority languages in their working area;

đ) Information Technology: Office software proficiency;

e) Having worked in the public security sector for at least two years, including at least one year in inspection work.

Article 4. Standards for Senior Inspectors

1. Responsibilities:

Senior Inspectors are responsible for directly advising the head of the unit on certain fields or important tasks within inspection work, and are directly responsible for organizing large-scale inspections involving complex circumstances across multiple areas, units, and regions both within and outside the Public Security sector.

2. Tasks:

a) Studying and proposing issues related to organization and operation of inspections, measures to guide inspection work within the jurisdiction of provincial-level Public Security agencies, bureaus, and equivalent entities;

b) Developing inspection plans, implementing decisions regarding administrative inspections and specialized inspections; assisting the head of the unit in handling complaints and petitions, preventing and combating corruption; performing citizen reception duties as prescribed;

c) Preparing files and conducting verifications to clearly conclude the content of inspections, recommending solutions for resolution;

d) Checking the results of inspections conducted by Inspectors assigned by leadership when participating in Inspection Teams;

đ) Drafting directives for inspection work, compiling materials and guidelines, disseminating inspection business procedures for Inspectors and inspection assistants within their functional and assigned tasks;

e) Implementing the tasks stipulated in Clause 1, Article 40 and Article 50 of the Inspection Law.

3. Competence:

a) Having systematic theoretical knowledge of Marxism-Leninism and Ho Chi Minh Thought, thoroughly understanding Party policies, state laws, directives, and resolutions from superiors;

b) Proficient in basic police operational methods and inspection work;

c) Having basic knowledge of state administration, economic management, culture, and society;

d) Deeply understanding economic and social conditions;

đ) Possessing research, synthesis, and drafting capabilities for directives, guidelines, summaries, and conclusions of inspection work;

4. Qualifications and other conditions:

a) Professional: Graduated from a university in the police field or another field with police training, holding a certificate for Senior Inspector training;

b) Political: Intermediate level in political theory or equivalent;

c) State management: Certificate for advanced state management knowledge program for Chief Specialists;

d) Foreign Language: Level B or above (one of five languages: English, French, Russian, Chinese, German). This standard is not mandatory for officers who can speak one of the ethnic minority languages in their working area;

đ) Information Technology: Office software proficiency;

e) Having worked in the police sector for eleven years or more, including at least one year in inspection work. If appointed as an Inspector, must have served for nine years or more.

Article 5. Standards for Senior-Level Inspectors

1. Responsibilities:

Senior-Level Inspectors are responsible for advising the head of the unit to lead inspections involving many complex circumstances across multiple areas, units, and regions both within and outside the police sector.

2. Tasks:

a) Leading the study and proposal of work programs, issues related to organization and operation of inspections, measures to guide inspection work; resolving complaints and petitions; preventing and combating corruption within the People's Public Security force and implementing them;

b) Organizing inspection supervision, guidance, and urging units and localities to implement inspection decisions and laws on administrative inspections, specialized inspections; resolving complaints and petitions; preventing and combating corruption; handling letters and receiving citizens as prescribed;

c) Developing inspection plans and implementing inspections; verifying and concluding complaints and petitions; preventing and combating corruption;

d) Directly directing and coordinating with relevant units to collect materials, verify, and clearly conclude inspection contents, recommending solutions;

đ) Checking the results of inspections conducted by Inspectors and Senior Inspectors assigned by leadership when participating in Inspection Teams;

e) Leading the research of scientific topics at the grassroots level or higher, summarizing special topics, and drafting normative legal documents in the field of public security inspection work;

g) Leading the compilation of teaching materials and organizing training and dissemination of inspection business procedures for Inspectors, Senior Inspectors, and inspection assistants;

h) Implementing the tasks stipulated in Clause 1, Article 40 and Article 50 of the Inspection Law.

3. Competence:

a) Having systematic theoretical knowledge of Marxism-Leninism and Ho Chi Minh Thought, thoroughly understanding Party policies, state laws, directives, and resolutions from superiors, strategic development goals for economy, culture, and society;

b) Knowledge of state management in economic, social, cultural, security, defense, and foreign affairs fields;

c) Deeply understanding domestic and international economic and social conditions;

d) Having extensive knowledge in specialized professional fields, thoroughly understanding principles and methods of police operations and inspection work;

đ) Research capability in broad special topics within the assigned field, ability to propose strategic issues about inspection work, analyze, generalize, and synthesize situations across multiple fields, propose, direct, and organize implementation of inspection work programs and plans, manage activities of Inspectors, Senior Inspectors, and inspection assistants;

4. Qualifications and other conditions:

a) Professional: Graduated from a university in the police field or another field with police training, holding a certificate for Senior-Level Inspector training;

b) Political: Advanced political theory;

c) State management: Holding a certificate for advanced state management knowledge program for Senior Specialists;

d) Foreign language: Level C or above (one of five languages: English, French, Russian, Chinese, German);

đ) Information Technology: Office software proficiency;

e) Having research projects or works at the grassroots level or higher on police work or inspection work;

g) Having worked in the police sector for seventeen years or more, including at least one year in inspection work. If appointed as a Senior Inspector, must have served for six years or more.

Chapter III

IMPLEMENTING PROVISIONS

Article 6. Effectiveness

This Decision takes effect from March 30, 2010.

Article 7. Responsibility for Implementation

Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial/municipal People's Committees under the central government, Heads of agencies and units, and related individuals are responsible for implementing this Decision./.
