CIRCULAR

Issuing the Regulations on Admissions to Regular University and College Programs

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; and Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain articles of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government;

At the proposal of the Director of the Testing and Quality Assurance Agency;

The Minister of Education and Training decides:

Article 1. The Admissions Regulations for Undergraduate and College Programs on a Regular Basis are hereby promulgated together with this Circular.

Article 2. This Circular takes effect from April 20, 2012. This Circular replaces Circular No. 03/2010/TT-BGDĐT dated February 11, 2010 of the Minister of Education and Training issuing the Regulations on Admissions to Regular University and College Programs; and Circular No. 11/2011/TT-BGDĐT dated February 28, 2011 of the Minister of Education and Training amending and supplementing certain articles of the Regulations on Admissions to Regular University and College Programs issued together with Circular No. 03/2010/TT-BGDĐT dated February 11, 2010 of the Minister of Education and Training.

Article 3. The Directors of the Office, Inspectorate, Director of the Department of Examinations and Quality Assurance, Director of the Higher Education Department, Heads of units related to the Ministry of Education and Training, Ministers of Ministries, Heads of ministerial-level agencies and agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities, Directors of provincial Departments of Education and Training, Directors of universities and academies, Principals of universities and colleges are responsible for implementing this Circular./.
