CIRCULAR

REGULATIONS ON THE CONTROL OF SLAUGHTERING AND SANITARY INSPECTION

On the basis of The Law on Animal Health dated June 19, 2015;

On the basis of The Food Safety Law dated June 17, 2010;

Decree No. Decree No. 199/2013/NĐ-CP dated November 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of the Director of the Animal Health Department,

The Minister of Agriculture and Rural Development issues this Circular to provide detailed guidance on the implementation of Clause 2 and 3 of Article 74 of the Law on Animal Health.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular provides detailed guidance on the following matters:

1. List of animals subject to slaughter control; List of objects subject to sanitary inspection; List of objects for sanitary inspection.

2. Procedures for controlling the slaughter of terrestrial animals; procedures and records for sanitary inspection; sample stamps for slaughter control, sanitary inspection seals; regulations on the handling of animals and animal products that do not meet sanitary requirements.

Article 2. Applicability

This Circular applies to agencies, organizations, and individuals, both domestic and foreign, involved in the activities of slaughtering terrestrial animals, processing, and preparing animal products, and conducting sanitary inspections within the territory of Vietnam.

Article 3. List of animals subject to slaughter control; List of objects subject to sanitary inspection; List of objects for sanitary inspection

1. The list of animals subject to slaughter control as specified in Item 1 of Appendix I attached hereto.

2. The list of objects subject to sanitary inspection as specified in Item 2 of Appendix I attached hereto.

3. The list of objects for sanitary inspection as specified in Item 3 of Appendix I attached hereto.

Article 4. Requirements for animals brought for slaughter

1. Animals brought for slaughter must be healthy and meet sanitary requirements; animals that are injured, exhausted from transportation but have no clinical signs of infectious disease may be slaughtered before recovery.

Chapter II
PROCEDURE FOR CONTROLLING THE SLAUGHTER OF TERRESTRIAL ANIMALS

Section 1

PROCEDURE FOR CONTROLLING THE SLAUGHTER OF DOMESTICATED ANIMALS

Article 5. Pre-slaughter inspection

1. Inspection of records and books documenting the origin of animals brought for slaughter at the slaughterhouse; Certificate of quarantine for animal transport as prescribed.

3. Clinical examination of animals:

a) Must be conducted in the waiting area for slaughter, with adequate lighting;

b) Observation of clinical signs of animals: If diseased animals are detected, they must be isolated and the entire herd re-inspected. All animals showing abnormal signs must be marked, separated, monitored, and handled according to the provisions of Article 12 of this Circular;

d) For animals held without being slaughtered for more than 24 hours, a re-clinical examination must be conducted.

4. Maintain a logbook and record necessary information before slaughter including:

a) Name of the animal owner;

b) Place of origin of the animals;

c) Type of animal;

d) Quantity of animals in the same batch;

đ) Time of entry;

e) Results of pre-slaughter inspection (clinical signs, body temperature of animals if there are abnormal signs);

g) Quantity and reasons for animals not being slaughtered;

h) Handling measures;

i) Signature of veterinary staff.

Article 6. Post-slaughter inspection of livestock

1. Conduct head examination, visceral organs (lungs, heart, liver, kidneys, spleen, stomach, intestines) and meat body examination to detect abnormal signs and pathological symptoms. The inspection process shall be carried out according to specific guidelines set forth in Sections 4 and 5 of Appendix III attached hereto.

2. Post-slaughter meat body and visceral organ inspection must be conducted immediately after visceral organs are removed, the meat body is cleaned, and changes to the quality of the meat body during the inspection process must be minimized. The cuts on the meat body must be accurate at the required inspection points, with longitudinal cuts made to minimize the contact area between the meat body and the external environment.

3. In cases where abnormal lesions are detected in the meat body or visceral organs, they must be marked, separated, and brought to the processing area for final re-inspection before a disposal decision is made; stamping "VETERINARY TREATMENT" or stamping "DISPOSAL" shall be done after a disposal decision has been made for animal products that do not meet veterinary hygiene requirements.

4. The meat body and visceral organs from the same animal must be marked identically to avoid confusion; visceral organs must be inspected sequentially by parts to detect any abnormal signs.

Section 2

POST-SLAUGHTER INSPECTION PROCEDURES FOR DOMESTICATED POULTRY AND OTHER DOMESTICATED ANIMALS

Article 7. Pre-slaughter inspection

1. Conducted in accordance with the provisions of Clause 1, Clause 2, Point b and d of Clause 3, Clause 4, and Clause 5 of Article 5 of this Circular.

2. Clinical health status inspection of poultry is carried out in a well-lit area and when suspended on the slaughter line (for industrial and semi-industrial slaughterhouses) to identify weak, stunted or diseased poultry to take appropriate measures.

3. After clinical inspection, healthy poultry must be promptly sent for slaughter.

Article 8. Post-slaughter inspection of domesticated poultry

1. Meat body and visceral organ examination: The inspection process follows specific guidelines set forth in Section 6 of Appendix III attached hereto.

Section 3

POST-SLAUGHTER INSPECTION PROCEDURES FOR OTHER LAND ANIMALS USED AS FOOD

Article 9. Post-slaughter inspection procedures for other land animals used as food

1. Pre-slaughter inspection: Conducted in accordance with the provisions of Article 5 of this Circular.

2. Post-slaughter inspection:

a) Meat body and visceral organ examination: The inspection process follows specific guidelines set forth in Section 4.1, Point a and c of Section 4.2 and Point a and b of Section 4.3 of Appendix III attached hereto.

Section 4

DISPOSAL OF ANIMALS AND ANIMAL PRODUCTS THAT DO NOT MEET VETERINARY HYGIENE REQUIREMENTS

Article 10. Principles for the disposal of animals and animal products that do not meet veterinary hygiene requirements

1. Veterinary hygiene disposal of animals and animal products must be carried out immediately and under the guidance, supervision, and inspection of veterinary authorities and veterinary staff.

2. Individuals directly handling diseased animals and animal products carrying dangerous pathogens must be equipped with personal protective equipment.

3. The location for veterinary hygiene disposal must be approved by the competent authority.

4. The location, equipment, and tools used for the disposal of animals and animal products that do not meet veterinary hygiene requirements must be cleaned and disinfected after each disposal.

5. The owner of the animal must bear all costs during quarantine observation; the consignor of the batch of animal products must bear all costs for preserving the animal products until a conclusion is reached by the veterinary authority.

Article 11. Procedure for handling animals and animal products that do not meet veterinary hygiene requirements

When animals or animal products that do not meet veterinary hygiene requirements are discovered, the competent veterinary authority and veterinary staff shall act as follows:

1. Isolate the animals in a separate area;

2. Prepare a record documenting the veterinary hygiene status of the animals and animal products according to Model No. 04 of Appendix II issued together with this Circular; request the owner of the facility or consignment to implement veterinary hygiene measures to ensure disease safety, food safety, and minimize environmental pollution;

3. Take samples of the animals and animal products for laboratory testing when necessary to check microbiological indicators and residues of veterinary drugs, prohibited substances, and pathogens according to Model No. 03 of Appendix II issued together with this Circular;

4. Prepare a record of the veterinary hygiene handling of animals and animal products that do not meet veterinary hygiene requirements according to Model No. 05 of Appendix II issued together with this Circular;

5. Notify the owner of the facility or consignment and relevant agencies about the handling results and requirements for the use of animals and animal products after handling;

6. Guide, supervise, and inspect the implementation of veterinary hygiene handling.

Article 12. Provisions on handling animals that do not meet veterinary hygiene requirements at slaughterhouses

1. Handling measures include: Temporarily suspending slaughter; slaughtering in a separate area; mandatory slaughter and destruction or change of purpose.

2. Animals that do not meet veterinary hygiene requirements shall be handled according to the guidelines set out in Section 1 of Appendix VI issued together with this Circular.

3. The Department of Animal Health shall guide mandatory handling measures for animals carrying new infectious agents.

Article 13. Provisions on handling animal products that do not meet veterinary hygiene requirements

1. Handling measures include: Destruction; thermal treatment; mechanical processing; change of purpose.

2. Guidelines for handling animal products that do not meet veterinary hygiene requirements at slaughterhouses are as follows:

a) Animal products found to carry infectious pathogens during slaughter shall be handled according to the guidelines set out in Section 2 of Appendix VI issued together with this Circular;

b) Animal products that do not meet sensory requirements shall be handled according to the guidelines set out in Section 3 of Appendix VI issued together with this Circular;

c) Animal products contaminated with microorganisms that are not permitted or exceed permissible limits shall be handled according to the guidelines set out in Section 4 of Appendix VI issued together with this Circular;

d) Animal products that do not meet antibiotic residue requirements or contain detected residues of prohibited substances or toxins shall be handled according to the guidelines set out in Section 5 of Appendix VI issued together with this Circular;

đ) Animal products carrying parasites or parasite larvae shall be handled according to the guidelines set out in Section 6 of Appendix VI issued together with this Circular.

Chapter III
PROVISIONS ON SLAUGHTER CONTROL STAMPS AND VETERINARY HYGIENE SEALS

Section 1

MODEL OF SLAUGHTER CONTROL STAMP USED AT ANIMAL SLAUGHTERHOUSES FOR EXPORT

Article 14. Model of stamp affixed to the carcass of livestock for export

1. The stamp is circular in shape, with dimensions: Outer diameter 40 mm, inner diameter 25 mm, with a dividing line passing through the center of the circle, dividing the stamp into two equal parts. The outer circle, inner circle, and horizontal line of the stamp have a width of 1 mm.

Below, engraved with the letters "CỤC THÚ Y", height of the letters is 4mm, width of the letter strokes is 1mm.

a) The top part engraves the abbreviation "XK" (short for export slaughter control), with a height of 4 mm and a stroke width of 1 mm;a) Above, engraved with the management code of the slaughtering facility using the characters A, B, C, ..., height of the letters is 10mm, width of the letter strokes is 2mm;The abbreviation of the term "export slaughter inspection" (hereinafter referred to as "ESI"), with a character height of 4 mm and a stroke width of 1 mm;

b) The bottom part engraves the word "SL", with a height of 4 mm and a stroke width of 1 mm.1. Rectangular shape, dimensions: length 80mm, width 50mm, straight lines have a width of 1mm;with a character height of 4 mm and a stroke width of 1 mm.

3. Along the upper length of the stamp, engraved with the letters "CHI CỤC THÚ Y", height of the letters is 8mm, width of the letter strokes is 1.5mm;

a) The top part engraves the code of the management agency of the slaughterhouse using letters A, B, C, ..., with a height of 10 mm and a stroke width of 2 mm;

b) The bottom part engraves the number of the slaughterhouse using numbers 1, 2, 3, ..., with a height of 10 mm and a stroke width of 2 mm.

4. The stamp model is illustrated as Figure 1 of Appendix IV issued together with this Circular.

Article 15. Model stamp for meat poultry inspection seal to be affixed on the body for export

1. The circular stamp has the following dimensions: Outer diameter of 30 mm, inner diameter of 20 mm, with a dividing line passing through the center of the circle, splitting the stamp into two equal parts; the outer circle, inner circle, and horizontal line of the stamp have a width of 0.5 mm.

2. The outer circle of the stamp:

a) The top part engraves the abbreviation "XK" (short for export slaughter control), with a height of 4 mm and a stroke width of 1 mm;a) Above, engraved with the management code of the slaughtering facility using the characters A, B, C, ..., height of the letters is 10mm, width of the letter strokes is 2mm;” (abbreviation for "export meat inspection"), the height of the letters is 3 mm, the width of the letter strokes is 1 mm;

b) The bottom part engraves the word "SL", with a height of 4 mm and a stroke width of 1 mm.1. Rectangular shape, dimensions: length 80mm, width 50mm, straight lines have a width of 1mm;”, the height of the letters is 3 mm, the width of the letter strokes is 1 mm.

3. The inner circle of the stamp:

a) The upper part engraves the management agency code according to the characters A, B, C, ..., the height of the letters is 5 mm, the width of the letter strokes is 1.5 mm;

b) The lower part engraves the slaughter facility code according to the serial number 1, 2, 3, ..., the height of the digits is 5 mm, the width of the digit strokes is 1.5 mm.

4. The model stamp follows the guidance as shown in Figure 2 of Appendix IV issued together with this Circular.

Article 16. Model stamp for meat inspection seal to be affixed on the body for domestic consumption

1. The rectangular stamp has the following dimensions: Length 80 mm, width 50 mm, straight lines have a width of 1 mm.

2. The stamp is divided into three sections along its length: The top and bottom sections each have a width of 13 mm, the middle section has a width of 20 mm (excluding the dividing lines).

3. Along the top length of the stamp, the word “1. Rectangular shape, dimensions: length 80mm, width 50mm, straight lines have a width of 1mm;”, the height of the letters is 8 mm, the width of the letter strokes is 1.5 mm.

4. In the middle of the stamp, the word “a) Above, engraved with the letters "XỬ LÝ V.S.T.Y" (abbreviation for "veterinary hygiene processing"), height of the letters is 8mm, width of the letter strokes is 2mm;”, the height of the letters is 12 mm, the width of the letter strokes is 2 mm.

5. Along the bottom length of the stamp, the slaughter facility code is engraved, the height of the letters and digits is 8 mm, the width of the letter and digit strokes is 1.5 mm.

6. The model stamp follows the guidance as shown in Figure 3 of Appendix IV issued together with this Circular; The stamp is used for the body of meat cattle not intended for export but ensuring veterinary hygiene requirements for domestic consumption.

Article 17. Model stamp for meat inspection seal to be affixed on the body of meat poultry for domestic consumption

1. The rectangular stamp has the following dimensions: Length 40 mm, width 27 mm, straight lines have a width of 0.5 mm.

2. The stamp is divided into three sections along its length: The top and bottom sections each have a width of 7.5 mm, the middle section has a width of 10 mm (excluding the dividing lines).

3. Along the top length of the stamp, the word “1. Rectangular shape, dimensions: length 80mm, width 50mm, straight lines have a width of 1mm;”, the height of the letters is 3 mm, the width of the letter strokes is 0.5 mm.

4. In the middle of the stamp, the word “a) Above, engraved with the letters "XỬ LÝ V.S.T.Y" (abbreviation for "veterinary hygiene processing"), height of the letters is 8mm, width of the letter strokes is 2mm;”, the height of the letters is 6 mm, the width of the letter strokes is 1 mm.

5. Along the bottom length of the stamp, the slaughter facility code is engraved, the height of the letters and digits is 3 mm, the width of the letter and digit strokes is 0.5 mm.

6. The model stamp follows the guidance as shown in Figure 4 of Appendix IV issued together with this Circular; The stamp is used for the body of meat poultry not intended for export but ensuring veterinary hygiene requirements for domestic consumption.

Article 18. Model stamp for use on the body of meat cattle requiring veterinary hygiene treatment

1. The stamp is oval-shaped, with dimensions:

a) The outer ring has a width of 80 mm, height of 50 mm;

b) The inner ring has a width of 60 mm, height of 30 mm;

c) The outer oval line and inner oval line of the stamp have a width of 1 mm.

2. The distance between the inner oval line and the outer oval line of the stamp is as follows:

a) The top part engraves the abbreviation "XK" (short for export slaughter control), with a height of 4 mm and a stroke width of 1 mm;1. Rectangular shape, dimensions: length 80mm, width 50mm, straight lines have a width of 1mm;”, the height of the letters is 4 mm, the width of the letter strokes is 1 mm;

b) The lower part engraves the slaughter facility code, the height of the letters and digits is 4 mm, the width of the letter and digit strokes is 1 mm;

3. The inner oval of the stamp engraves the word “"VETERINARY SANITARY TREATMENT PROCESSING" (abbreviation for Veterinary Sanitary Treatment Processing), the height of the characters is 8mm, the width of the stroke is 2mm.” (abbreviation for "veterinary hygiene treatment"), the height of the letters is 8 mm, the width of the letter strokes is 2 mm.

4. The model stamp follows the guidance as shown in Figure 5 of Appendix IV issued together with this Circular.

Article 19. The stamp model to be affixed on the body of poultry meat for veterinary sanitary processing

1. Oval-shaped stamp with dimensions: Outer ring width 40 mm, height 30 mm; inner ring width 28 mm, height 18 mm; outer oval line and inner oval line width 0.5 mm.

MODEL STAMP FOR LIVESTOCK FOR DOMESTIC CONSUMPTION

a) The top part engraves the abbreviation "XK" (short for export slaughter control), with a height of 4 mm and a stroke width of 1 mm;1. Rectangular shape, dimensions: length 80mm, width 50mm, straight lines have a width of 1mm;", letter height 3.5 mm, stroke width 1 mm;

b) Below, engrave the slaughter establishment code, letter and number height 3.5 mm, stroke and number width 1 mm.

3. The inner oval of the stamp engraves the word “"VETERINARY SANITARY TREATMENT PROCESSING" (abbreviation for Veterinary Sanitary Treatment Processing), the height of the characters is 8mm, the width of the stroke is 2mm." (abbreviation for veterinary sanitary processing), letter height 5 mm, stroke width 1 mm.

4. The stamp model according to Guidance Figure 6 of Appendix IV issued together with this Circular.

Article 20. The stamp model to be affixed on the body of livestock meat for destruction

1. Equilateral triangular stamp divided into three parts, each side of the triangle measuring 80 mm, straight lines width 1 mm.

2. The top part of the stamp has a height of 30 mm (excluding the lines), engraved with the slaughter establishment code, letter and number height 8 mm, stroke and number width 1.5 mm.

3. The middle part of the stamp has a height of 22 mm (excluding the lines), engraved with the word “STAMP MODEL FOR SLAUGHTERHOUSES”, the height of the letters is 12 mm, the width of the letter strokes is 2 mm.

4. The bottom part of the stamp has a height of 15 mm (excluding the lines), engraved with the word “1. Rectangular shape, dimensions: length 80mm, width 50mm, straight lines have a width of 1mm;”, the height of the letters is 8 mm, the width of the letter strokes is 1.5 mm.

5. The stamp model according to Guidance Figure 7 of Appendix IV issued together with this Circular.

Article 21. The stamp model to be affixed on the body of poultry meat for destruction

1. Equilateral triangular stamp divided into three parts, each side of the triangle measuring 40 mm, straight lines width 1 mm.

2. The top part of the stamp has a height of 16 mm (excluding the lines), engraved with the slaughter establishment code, letter and number height 3 mm, stroke and number width 0.5 mm.

3. The middle part of the stamp has a height of 10 mm (excluding the lines), engraved with the word “STAMP MODEL FOR SLAUGHTERHOUSES”, letter height 7 mm, stroke width 1.5 mm.

4. The bottom part of the stamp has a height of 7.5 mm (excluding the lines), engraved with the word “1. Rectangular shape, dimensions: length 80mm, width 50mm, straight lines have a width of 1mm;”, the height of the letters is 3 mm, the width of the letter strokes is 0.5 mm.

5. The stamp model according to Guidance Figure 8 of Appendix IV issued together with this Circular.

Section 2

STAMP MODEL FOR SLAUGHTER CONTROL USED AT DOMESTIC SLAUGHTERING ESTABLISHMENTS

Article 22. The stamp model for domestic consumption slaughter control affixed on the body of livestock meat

1. Stamp shape and size as prescribed in Clause 1 and 2, Article 16 of this Circular.

2. Along the upper length of the stamp, engrave the name of the provincial specialized veterinary management agency “PROVINCE VETERINARY SERVICE …”, letter height 5-8 mm, stroke width 1-1.5 mm.

3. In the center of the stamp, engrave the word “K. S. G. M” (abbreviation for slaughter control), letter height 12 mm, stroke width 2 mm.

4. Along the lower length of the stamp, engrave the slaughter establishment code, letter and number height, stroke and number width the same size as prescribed in Clause 2 of this Article.

5. The stamp model according to Guidance Figure 9 of Appendix IV issued together with this Circular.

Article 23. The stamp model for slaughter control affixed on the body of poultry meat for domestic consumption

1. Stamp shape and size as prescribed in Clause 1 and 2, Article 17 of this Circular.

2. Along the upper length of the stamp, engrave the name of the provincial specialized veterinary management agency “CHI PROVINCE VETERINARY DEPARTMENT …”, letter height 1-3 mm, stroke width 0.3-0.5 mm.

3. In the center of the stamp, engrave the word “K. S. G. M” (abbreviation for slaughter control), letter height 6 mm, stroke width 1 mm.

4. Along the lower length of the stamp, engrave the slaughter establishment code, letter and number height, stroke and number width the same size as prescribed in Clause 2 of this Article.

5. The stamp model according to Guidance Figure 10 of Appendix IV issued together with this Circular.

Article 24. Sample stamp to be affixed on the body of livestock for veterinary hygiene processing

1. The shape and size of the stamp shall comply with the provisions set out in Clause 1, Article 18 of this Circular.

MODEL STAMP FOR LIVESTOCK FOR DOMESTIC CONSUMPTION

a) The upper part shall bear the name of the provincial specialized management agency for Animal Health "CHI PROVINCE VETERINARY DEPARTMENT …", with a character height of 2-4 mm and a stroke width of 0.5-1 mm;

b) The lower part shall bear the code number of the slaughterhouse, with the character and number height, and stroke width of characters and numbers being the same size as specified in point a of this clause.

3. The inner oval of the stamp engraves the word “"VETERINARY SANITARY TREATMENT PROCESSING" (abbreviation for Veterinary Sanitary Treatment Processing), the height of the characters is 8mm, the width of the stroke is 2mm.” (abbreviation for "veterinary hygiene treatment"), the height of the letters is 8 mm, the width of the letter strokes is 2 mm.

4. The sample stamp shall follow the guidance as shown in Figure 11 of Appendix IV issued together with this Circular.

Article 25. Sample stamp to be affixed on the body of poultry for veterinary hygiene processing

1. The shape, size, and content of the stamp shall comply with the provisions set out in Clause 1 and Clause 3, Article 19 of this Circular.

MODEL STAMP FOR LIVESTOCK FOR DOMESTIC CONSUMPTION

a) The upper part shall bear the name of the provincial specialized management agency for Animal Health “DIRECTORATE OF ...”, with a character height of 1.5-3.5 mm and a stroke width of 0.5-1 mm;

b) The lower part shall bear the code number of the slaughterhouse, with the character and number height, and stroke width of characters and numbers being the same size as specified in point a of this clause.

4. The sample stamp shall follow the guidance as shown in Figure 12 of Appendix IV issued together with this Circular.

Article 26. Sample stamp to be affixed on the body of livestock for destruction

1. The shape, size, and content of the stamp shall comply with the provisions set out in Clause 1, Clause 2, and Clause 3, Article 20 of this Circular.

2. The bottom part of the stamp shall bear the name of the provincial specialized management agency for Animal Health “PROVINCE VETERINARY SERVICE …”, letter height 5-8 mm, stroke width 1-1.5 mm.

3. The sample stamp shall follow the guidance as shown in Figure 13 of Appendix IV issued together with this Circular.

Article 27. Sample stamp to be affixed on the body of poultry for destruction

1. The shape and size of the stamp shall comply with the provisions set out in Clause 1, Article 21 of this Circular.

2. The top part of the stamp shall comply with the provisions set out in Clause 2, Article 21 of this Circular.

3. The middle part of the stamp shall comply with the provisions set out in Clause 3, Article 21 of this Circular.

4. The bottom part of the stamp shall have a height of 7.5 mm (excluding the border), bearing the name of the provincial specialized management agency for Animal Health “PROVINCE VETERINARY SERVICE …”, letter height 1-3 mm, stroke width 0.3-0.5 mm.

5. The sample stamp shall follow the guidance as shown in Figure 14 of Appendix IV issued together with this Circular.

Section 3

VETERINARY SANITARY STAMP

Article 28. Sample veterinary sanitary stamp for slaughterhouses producing animals for export and those serving both export and domestic markets

1. The sample veterinary sanitary stamp for animal products shall follow the guidance as shown in Figure 15 of Appendix V issued together with this Circular:

a) The stamp shall be rectangular in shape, with dimensions: Length 60-70 mm, width 35-40 mm, straight lines having a width of 1 mm in red color. The background of the stamp shall be white, with red text;

b) The stamp shall be divided into three parts along its length: The top and middle parts each 11-13.5 mm wide, the bottom part 7-9 mm wide (excluding borders);

” shall be printed in Arial font, size 15-16, bold;SLAUGHTER CONTROL,e) The bottom part of the stamp shall print “

Article 29. Model of veterinary hygiene label for animal products for domestic consumption (including imported animal products)

1. The model of veterinary hygiene label for animal products shall be as illustrated in Figure 18 of Appendix V issued together with this Circular:

a) The label has shape and size as prescribed in point a, Clause 1, Article 28 of this Circular, straight lines have a width of 1 mm in dark blue color. The background of the label is white, text in dark blue color;

b) The label is divided into three parts as prescribed in point b, Clause 1, Article 28 of this Circular;

d) The middle part of the label as prescribed in point d, Clause 1, Article 28 of this Circular;

đ) The lower part of the label as prescribed in point đ, Clause 1, Article 28 of this Circular.

2. The model of veterinary hygiene label for animal products that need to undergo veterinary hygiene processing shall be as illustrated in Figure 19 of Appendix V issued together with this Circular:

a) The label has shape, size, top and bottom content as prescribed in Clauses a, b, c, đ, Clause 1 of this Article;

b) The middle part of the label as prescribed in point b, Clause 2, Article 28 of this Circular.

3. The model of veterinary hygiene label for animal products that need to be destroyed shall be as illustrated in Figure 20 of Appendix V issued together with this Circular:

Article 30. Regulations on the Use of Veterinary Hygiene Labels

a) At slaughterhouses: For whole meat not stamped with the slaughter control stamp as prescribed in Clause 1, point b, Clause 2, and Clause 3, Article 32 of this Circular or red offal such as heart, liver, kidney, and other food products;

b) At establishments processing animal products within slaughterhouses: For animal products that have been deboned, processed from whole meat, meat pieces, and meat slices that have undergone slaughter control but have not been stamped with the slaughter control stamp as prescribed in point a, Clause 2, Article 32 of this Circular.

2. The veterinary hygiene label must be affixed to the packaging or placed between two layers of packaging containing the product.

3. It is necessary to stamp the veterinary authority's seal performing slaughter control and veterinary hygiene inspection when using the veterinary hygiene label.

Section 4

REGULATIONS ON SLAUGHTER CONTROL STAMPS AND STAMPING LOCATIONS

Article 31. Regulations on Slaughter Control Stamps

3. Red ink is used for stamps prescribed in Articles 14, 15, 16, 17, 18, 19, 20, and 21 of this Circular.

4. Purple ink is used for stamps prescribed in Articles 22, 23, 24, 25, 26, and 27 of this Circular.

5. In cases where the animal skin is dark-colored, heat stamps (thermal stamps) with shapes, sizes, and contents as prescribed in the stamp models of this Circular may be used, or marking methods for slaughter control and veterinary hygiene inspection as prescribed in Article 33 of this Circular may be applied.

Article 32. Position for stamping slaughter inspection marks

1. For piglet and suckling pig meat bodies, rabbit meat bodies: Stamp 01 slaughter inspection mark on the buttock area of the meat body.

2. For beef and other livestock meat bodies:

a) Beef and other livestock meat pieces from slaughterhouses that are transported to processing facilities within the same closed chain: Stamp 01 slaughter inspection mark on the buttock area of each meat body or meat piece;

3. For poultry meat bodies:

a) Poultry meat bodies for export: Stamp 01 slaughter inspection mark on the breast area of the meat body;

b) Poultry meat bodies for domestic consumption: Stamp 02 slaughter inspection marks on both sides of the breast area of the meat body; in case of packaging whole birds, stamp 01 mark on the breast area of the meat body.

Article 33. Regulations on marking slaughter inspection and veterinary hygiene inspection

The marking of slaughter inspection and veterinary hygiene inspection shall be carried out as follows:

1. For animal products packaged in sealed packages without applying the provisions of Article 30 or Article 32 of this Circular: Must use a form of slaughter inspection and veterinary hygiene inspection marking.

2. Animal products mentioned in Clause 1 of this Article must be packaged in sealed bags made from food-safe materials according to regulations; the packaging must directly print the marking sample with a code to identify the product has undergone slaughter inspection and veterinary hygiene inspection.

3. Management of slaughter inspection and veterinary hygiene inspection marking:

a) The quantity and type of packaging mentioned in Clause 2 of this Article shall be checked and supervised by the competent veterinary authority;

b) The slaughter inspection and veterinary hygiene inspection marking sample shall be printed on the front right upper corner of the packaging;

c) The shape, size, and content of the slaughter inspection and veterinary hygiene inspection marking sample shall comply with the provisions of Article 23 of this Circular;

d) The slaughter inspection and veterinary hygiene inspection marking code shall be issued by the competent veterinary authority according to the provisions of Article 35 of this Circular, managed and reported to relevant agencies for coordinated management.

Article 34. Stamping slaughter inspection marks on non-compliant meat bodies

1. Non-compliant meat bodies must be processed or destroyed and stamped according to the provisions of Articles 18, 19, 20, and 21 of this Circular for export slaughterhouses and Articles 24, 25, 26, and 27 for domestic slaughterhouses; the stamping position must ensure identification that the meat and animal products have been inspected for veterinary hygiene.

2. Veterinary staff at slaughterhouses must closely monitor the veterinary hygiene processing of non-compliant meat bodies according to regulations.

Article 35. Provisions on codes for slaughterhouses

1. For slaughterhouses exporting animals:

a) The code of the specialized veterinary management agency managing the slaughterhouse shall be implemented according to the animal quarantine code regulations;

Example: Code A 1 (A represents the code of the Veterinary Region II Authority, 1 is the serial number of the slaughterhouse managed by the Veterinary Region II Authority)

c) The General Department of Animal Health specifies the specific codes on slaughter inspection stamps and veterinary hygiene seals for each export livestock and poultry slaughterhouse.

2. For slaughterhouses for domestic consumption:

Example: Code 01.03.05 (01 represents the code of Hanoi City; 03 represents the code of Gia Lam District; 05 is the serial number).

c) The provincial specialized veterinary management agency specifies the specific codes on slaughter inspection stamps and veterinary hygiene seals for each district and each livestock and poultry slaughterhouse.

Chapter IV
REGULATIONS ON VETERINARY HYGIENE INSPECTION

1. Inspection bases for veterinary hygiene

a) Corresponding standards and technical regulations;

b) Relevant legal normative documents.

2. For concentrated animal breeding facilities; facilities for slaughtering, processing, and trading animals and animal products; cold storage facilities for preserving live animals and fresh, processed, and slaughtered animal products; centralized animal slaughter facilities; small-scale animal slaughter facilities: Veterinary hygiene inspections shall be conducted in accordance with the provisions of Circular No. 45/2014/TT-BNNPTNT dated December 3, 2014 on the inspection of agricultural production and business facilities and the certification of food safety conditions for agricultural, forestry, and aquatic production and business facilities. Guidelines for inspecting and evaluating small-scale animal slaughter facilities are set out in Appendix VII attached to this Circular.

3. For egg incubation facilities, facilities for producing and trading animal breeding stock; quarantine facilities for animals and animal products; specialized animal trading markets, small-scale animal trading markets, animal collection facilities; disease testing and diagnosis facilities; animal surgery facilities; facilities for producing animal-origin feed ingredients and other animal products not intended for human consumption: Veterinary hygiene inspections shall be carried out in accordance with the provisions of Articles 37 and 38 of this Circular.

4. Facilities that have been issued certificates for VietGAHP, VietGAP, or certificates for disease safety shall be recognized as meeting veterinary hygiene conditions.

5. Provisions regarding sample analysis laboratories: Samples taken from veterinary hygiene condition inspections of facilities must be analyzed by laboratories designated by the Ministry of Agriculture and Rural Development.

1. Authority to issue VSTY Certificates:

a) The Department of Animal Health for centrally-managed facilities; facilities serving export and import activities and mixed-use facilities serving both export and import activities and domestic consumption;

b) Provincial specialized animal health management agencies for facilities not covered under point a of this clause and serving domestic consumption.

2. The VSTY Certificate is valid for a period of three years. The format of the VSTY Certificate is specified in Model No. 06 of Appendix II attached to this Circular.

3. Documents required for applying for a VSTY Certificate include:

a) An application form for issuance/reissuance of a Certificate of Veterinary Sanitation Conditions according to Model No. 01 of Appendix II attached to this Circular;

b) A copy of the facility description according to Model No. 02 of Appendix II attached to this Circular.

4. Procedures for issuing VSTY Certificates:

a) The facility owner submits one set of documents for applying for a VSTY Certificate to the authority responsible for issuing VSTY Certificates as stipulated in Clause 1 of this Article. The documents can be submitted through one of the following methods: In person, via fax, email, electronic network (followed by submission of original documents), or by postal mail;

b) Within one working day from the date of receipt of the application for a VSTY Certificate, the authority responsible for issuing VSTY Certificates must review the completeness of the documents and notify the facility in writing if the documents are incomplete; in cases where the facility owner submits the documents in person, the staff receiving the documents may immediately guide and inform whether the documents are complete or not;

c) Within fifteen working days from the date of receipt of all documents, the authority responsible for issuing VSTY Certificates will review the documents and conduct on-site inspections of the veterinary sanitation conditions at the facility, and issue the VSTY Certificate if the conditions are met. If the certificate is not issued, the authority must provide a written response stating the reasons and schedule for a re-inspection.

5. Reissuing VSTY Certificates:

a) One month before the expiration date of the VSTY Certificate, the facility must submit an application for reissuance of the VSTY Certificate if it continues to operate;

The authority responsible for reissuing the VSTY Certificate, the validity period of the VSTY Certificate, the documents required, and the procedures for reissuing the VSTY Certificate in this case are similar to those for issuing a VSTY Certificate as stipulated in Clauses 1, 2, 3, and 4 of this Article;

b) In cases where the VSTY Certificate is still valid but has been lost, damaged, or misplaced, or where there are changes or additions to the information on the VSTY Certificate, the facility must submit a written request for reissuance of the VSTY Certificate according to Model No. 01 of Appendix II attached to this Circular to the authority responsible for issuing the VSTY Certificate for consideration;

Within five working days from the date of receipt of the request for reissuance of the VSTY Certificate from the facility, the authority responsible for issuing the VSTY Certificate will review the documents and consider and reissue the VSTY Certificate to the facility. The validity period of the reissued VSTY Certificate will coincide with the expiration date of the previously issued VSTY Certificate. If the reissuance is not granted, the authority responsible for issuing the VSTY Certificate must provide a written notification stating the reasons.

6. Revocation of VSTY Certificates:

a) Egg incubation facilities, facilities for producing and trading animal breeding stock; quarantine facilities for animals and animal products; specialized animal trading markets, small-scale animal trading markets, animal collection facilities; disease testing and diagnosis facilities; animal surgery facilities; facilities for producing animal-origin feed ingredients and other animal products not intended for human consumption will have their VSTY Certificates revoked upon regular inspections or surprise inspections if they fail to meet veterinary hygiene requirements;

b) Authority to revoke VSTY Certificates:

The authority that issues the VSTY Certificate also has the authority to revoke the VSTY Certificate.

1. Inspection content:

a) Requirements regarding location, infrastructure, workshops, equipment, and tools;

b) Requirements for raw materials for production and business, water for production;

c) Requirements for personnel involved in production, business, and quality management;

d) The veterinary hygiene management program currently in use;

đ) Management and disposal of solid waste, wastewater, and other contents as prescribed in the corresponding technical regulations;

e) Sampling for testing (if necessary).

2. Testing methods:

Inspect records, documents, and interview relevant parties; inspect the site and take samples as prescribed.

3. Inspection frequency: once per year.

1. Animals

a) Inspection content: Inspect compliance with the requirements set forth in Article 4 of this Circular for animals intended for slaughter.

For animals at establishments required to be inspected for issuance of Food Safety Certificates (ATTP) or Veterinary Sanitary Certificates, and animals for display, performance in circuses, zoos, or participation in fairs, exhibitions, and sports events: Inspect the health and hygiene condition of the animals.

b) Inspection method: Review records, clinical examination, and sampling (if necessary).

2. Animal products, raw materials for livestock feed, and livestock feed

a) Inspection content: Inspect compliance with microbiological, chemical, and physical standards according to current Vietnamese regulations (for domestic consumption); regulations of importing countries (for export).

b) Inspection method: Sensory examination and sampling (if necessary).

3. Means of transporting animals and animal products; containers for animal products:

a) Inspection content: Inspect compliance with disinfection and decontamination requirements and the requirements stipulated in Technical Regulation QCVN 01 - 100: 2012/BNNPTNT General Requirements for Veterinary Hygiene of Equipment, Tools, and Means of Transporting Animals, Fresh Live Animal Products, and Processed Products.

b) Inspection method: Sensory examination and sampling (if necessary).

4. Inspection procedures

The inspection of veterinary hygiene conditions for animals, animal products, livestock feed, raw materials for livestock feed, and means of transport shall be carried out concurrently with the inspection of veterinary hygiene conditions of establishments as provided in point d, Clause 2 of Appendix I issued together with this Circular.

5. Laboratory testing sample provisions: In cases where sampling is required under point b, Clause 1, point b, Clause 2, and point b, Clause 3 of this Article, such samples must be analyzed by laboratories designated by the Ministry of Agriculture and Rural Development.

1. Inspection and supervision targets:

a) Animals intended for slaughter;

b) Meat and meat products at slaughterhouses and retail outlets;

c) Honey at breeding facilities, collection centers, processing plants, storage facilities, and retail outlets;

d) Other types of animal products when required.

2. Establishment of inspection and supervision plans and content:

a) Plan and content for inspection and supervision of animal products for export: Annually, the Department of Animal Health takes the lead in developing the plan and content for inspection and supervision, and submits it to the Ministry of Agriculture and Rural Development for approval and funding to implement the plan;

After the plan has been approved by the Ministry of Agriculture and Rural Development and funding has been allocated, the Department of Animal Health organizes the implementation of the inspection and supervision plan, sample analysis, and reports the results of inspection, supervision, and sample analysis to the Ministry of Agriculture and Rural Development, along with the plan for the following year, and notifies the competent authorities of the importing country when requested;

b) Plan and content for inspection and supervision of animal products for domestic consumption: Annually, provincial specialized animal health management agencies take the lead in developing the plan and content for inspection and supervision, and submit it to the Provincial People's Committee for approval and funding to implement. Coordinate with related departments and units within the province to implement the approved plan;

c) Provisions on sample collection for analysis and analysis costs:

The Department of Animal Health implements the collection of samples for testing microbial contamination and the analysis of harmful residues in animal products according to the plan approved by the Ministry of Agriculture and Rural Development and funded accordingly;

Provincial specialized animal health management agencies implement the collection of samples for testing microbial contamination and the analysis of harmful residues in animal products according to the plan approved by the Provincial People's Committee and funded accordingly;

In cases where establishments voluntarily participate in monitoring, the establishment owner must cover the costs of monitoring sample analysis.

3. Inspection and supervision of veterinary hygiene for imported, exported, and transported animal products outside the provincial jurisdiction shall be conducted concurrently with animal quarantine activities.

Chapter V
IMPLEMENTATION

Article 41. Responsibilities of the specialized veterinary management agency

1. Responsibilities of the Animal Health Department:

a) Implement guidance on the implementation of this Circular to the entities specified in Article 2 of this Circular;

b) Develop and submit to the Ministry of Agriculture and Rural Development the framework monitoring program for the subjects mentioned in Clause 1, Article 40 of this Circular; amend and supplement based on management requirements;

c) Carry out in accordance with the provisions of Clauses 1, 2, 3, and 4, Article 75 of the Law on Veterinary Medicine;

d) Train professional skills for meat inspection control personnel and veterinary hygiene inspections of the provincial specialized veterinary management agencies.

2. Responsibilities of the provincial specialized veterinary management agencies:

a) Develop and implement annual monitoring programs for the subjects mentioned in Points a, b, and d, Clause 1, Article 40 of this Circular;

b) Analyze risks for animals and animal products; trace the origin of animals and animal products that do not meet veterinary hygiene standards within the province;

c) Carry out in accordance with the provisions of Clauses 1, 2, 3, and 5, Article 75 of the Law on Veterinary Medicine;

Article 42. Responsibilities of People's Committees at all levels

1. Responsibilities of the Provincial People's Committee: Carry out in accordance with the provisions of Clause 1, Article 76 of the Law on Veterinary Medicine.

2. Responsibilities of the District People's Committee: Carry out in accordance with the provisions of Clause 2, Article 76 of the Law on Veterinary Medicine.

3. Responsibilities of the Commune People's Committee: Carry out in accordance with the provisions of Clause 3, Article 76 of the Law on Veterinary Medicine.

Article 43. Responsibilities of related organizations and individuals

1. Subject to management and supervision by the competent specialized veterinary management agency.

2. Must establish records, keep detailed records, and retain information for tracing the origin of animals and animal products in accordance with the provisions of Clause 2, Article 77 of the Law on Veterinary Medicine.

Chapter VI
IMPLEMENTING PROVISIONS

Article 44. Transitional Provisions

1. The certificate of veterinary hygiene conditions issued before July 1, 2016 and still within its validity period shall remain valid until the expiration date indicated on the certificate.

2. For the previous meat inspection control stamps and veterinary hygiene seals that do not comply with the provisions of this Circular, the specialized veterinary management agency must replace them no later than June 30, 2017.

Article 45. Effective Date

1. This Circular takes effect from July 16, 2016.

2. This Circular replaces the following legal normative documents:

a) Decision No. 87/2005/QD-BNN dated December 26, 2005 of the Minister of Agriculture and Rural Development promulgating the procedures for meat inspection control of animals;

b) Decision No. 46/2005/QD-BNN dated July 25, 2005 of the Minister of Agriculture and Rural Development promulgating the list of subjects for veterinary hygiene inspection; the list of subjects required to undergo veterinary hygiene inspection; the list of subjects required to undergo mandatory veterinary hygiene inspection standards;

c) Decision No. 48/2005/QD-BNN dated July 25, 2005 of the Minister of Agriculture and Rural Development stipulating the model of meat inspection control stamp and veterinary hygiene inspection seal;

d) Chapter 3 of Decision No. 15/2006/QD-BNN dated March 8, 2006 of the Minister of Agriculture and Rural Development promulgating regulations on quarantine procedures and veterinary hygiene inspection for animals and animal products;

đ) Circular No. 30/2009/TT-BNN dated June 4, 2009 promulgating regulations on veterinary hygiene inspection for the production and trade of animal products and meat slaughtering for food use.

3. Heads of units under the Ministry of Agriculture and Rural Development, heads of agencies, organizations, and individuals related to the scope of assigned tasks and powers are responsible for organizing the implementation of the provisions of this Circular.

During the implementation of this Circular, if there are difficulties or need for amendments and supplements, please promptly report to the Ministry of Agriculture and Rural Development for consideration and resolution./.
