CIRCULAR
ISSUING THE LIST OF DRUGS FOR TENDER, THE LIST OF NATIONAL CONCENTRATED TENDERS, AND THE LIST OF DRUGS TO BE SUBJECT TO PRICE NEGOTIATION FORM
On the basis of the Bidding Law number43/2013/QH13 dated June 26, 63/2014/NĐ-CP dated June 26, 2014 of the Government detailing the implementation of certain provisions of the Bidding Law on selecting contractors;At the proposal of the Director of the Party Work and Political Affairs Department, and the Director of the Department for Building Mass Movements for National Security Protection;
Decree No. 63/2012/NĐ-CP dated August 31, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health; The Minister of Health issues this Circular to promulgate the List of Biddable Medicines, the Centralized Bidding List of Medicines, and the List of Medicines Subject to Price Negotiation. Article 1. The following lists of medicines are hereby promulgated together with this Circular
Decree No. 1. The List of Biddable Medicines at Appendix I.
At the proposal of the Director of the Drug Administration Department;
2. The Centralized National Bidding List of Medicines at Appendix II.,
3. The Centralized Local Bidding List of Medicines at Appendix III.
4. The List of Medicines Subject to Price Negotiation at Appendix IV.
Article 2. Criteria and Principles for Building the Lists
The medicine lists prescribed in Article 1 of this Circular are established based on the criteria and principles set out in Appendix V attached hereto.
The Director of the Drug Administration Department shall propose updates, supplements, or adjustments to the medicine lists as necessary to meet practical needs and ensure timely provision of medicines for disease prevention and treatment at healthcare facilities.
This Circular takes effect from July 1, 2016. During its implementation, if there are difficulties or obstacles, relevant agencies, organizations, and individuals are requested to promptly report them to the Ministry of Health (Drug Administration Department) for consideration and resolution./.
The categories of drugs specified in Article 1 of this Circular are established based on the criteria and principles set out in Appendix V attached to this Circular.
Article 3. Implementation Organization
The Director of the Drug Administration Department proposes updates, additions, or adjustments to the drug categories as necessary to align with practical circumstances and ensure timely availability of drugs for disease prevention and treatment at healthcare facilities.
Article 4. Implementation provisions
This Circular takes effect from July 1, 2016. During its implementation, if there are any difficulties or obstacles, relevant agencies, organizations, and individuals are requested to promptly report them to the Ministry of Health (Drug Administration Department) for review and resolution./.
