CIRCULAR

REGULATIONS ON INFRASTRUCTURE, EQUIPMENT AND TRAINING OF SPECIALIZED STAFF FOR BADMINTON

Pursuant to the Law on Physical Education and Sports dated November 29, 2006; Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating sports activities;

Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism; Director of the General Department of Physical Education and Sports;

Minister of Culture, Sports and Tourism issues this Circular stipulating infrastructure, equipment and training of specialized staff for badminton. Article 1. This Circular stipulates infrastructure, equipment and training of specialized staff to meet requirements for practicing and competing in badminton.

PURSUANT TO THE PROPOSAL OF THE GENERAL DEPARTMENT OF VOCATIONAL EDUCATIONArticle 2. The standards for infrastructure and equipment for high-performance sports training and competition in badminton shall be implemented in accordance with Article 43 of the Law on Physical Education and Sports.This Circular applies to organizations and individuals organizing training, competition and training of specialized staff for badminton in Vietnam. Article 3. Court surface for badminton:

a) Length of at least 15.40 meters and width of at least 8.10 meters;b) Flat surface, not slippery. Article 4. Court dimensions: a) For doubles court: Length of 13.40 meters, width of 6.10 meters, diagonal length of 14.723 meters;

b) For singles court: Length of 13.40 meters, width of 5.18 meters, diagonal length of 14.366 meters;

c) Boundary lines and limit lines have a width of 4 cm;

Article 2. Applicability

d) Distance from the horizontal boundary line, vertical boundary line to surrounding walls and adjacent courts is at least 1 meter;

Chapter 3. Infrastructure and Equipment for Training

e) For indoor badminton courts, height from the court surface to the ceiling is at least 8 meters, walls should not be made of reflective materials.

Article 5. Net height is 1.55 meters, net poles are cylindrical, sturdy enough to stand straight when the net is stretched. Two net poles and accessories must not be placed within the court.

Article 6. The net is made of nylon or synthetic material with a dark color, mesh size not smaller than 15 mm and not larger than 20 mm, the top edge of the net is reinforced with white tape.

Article 7. Lighting on the court must provide at least 150 lux.

Article 8. There must be an emergency first aid kit as prescribed by the Ministry of Health, changing rooms, storage areas, and sanitary facilities.

Article 9. There must be a notice board including the following main contents: Training hours, participants, those who are not allowed to participate, safety measures during training.

Article 10. Each court must have cleaning and maintenance equipment.

Article 11. Infrastructure and equipment for organizing badminton competitions must comply with the conditions stipulated in Clauses 1, 2, 3, 4, 5, and 6 of Article 3 of this Circular.

Each coach may instruct no more than 20 people in one session.

Article 6. Training of specialized staff.

Article 1. The General Department of Physical Education and Sports, the Vietnam Badminton Federation, or the Departments of Culture, Sports and Tourism, or the Departments of Culture and Sports of provinces and centrally governed cities organize specialized training for coaches of badminton.

Article 2. The General Department of Physical Education and Sports is responsible for developing the content and program for specialized training of badminton coaches to be submitted to the Minister of Culture, Sports and Tourism for approval.

Article 3. Certificates of specialized training for badminton coaches are issued by the training organization. The format of the certificate is specified in the Appendix attached to this Circular.

Article 12. This Circular takes effect from February 20, 2018.

Chapter 4. Infrastructure and Equipment for Competition

Article 13. Circular No. 14/2012/TT-BVHTTDL dated December 10, 2012 of the Minister of Culture, Sports and Tourism regarding the conditions for operation of sports facilities organizing badminton activities shall cease to be effective from the date this Circular takes effect.

2. The material infrastructure and equipment for badminton competitions must meet the conditions specified in Clauses 1, 2, 3, 4, 5, and 6 of Article 3 of this Circular.

Article 5. Ratio of Training Guidance

Each training instructor shall not guide more than twenty people in one training session.

Article 6. Training of professional staff.

1. The General Department of Sports, the Badminton Federation of Vietnam, or the Departments of Culture, Sports and Tourism, or the Departments of Culture and Sports of provinces and centrally governed cities shall organize professional training for badminton training instructors.

2. The General Department of Sports shall be responsible for developing the content and program for professional training of badminton training instructors to be decided by the Minister of Culture, Sports and Tourism.

3. The certificate of professional training for badminton training instructors shall be issued by the organizing body. The format of the certificate is stipulated in the Appendix attached to this Circular.

Article 7. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

2. The Cultural, Sports and Tourism Inspection Agency shall conduct inspections and handle violations of this Circular within its authority.

3. The Departments of Culture, Sports and Tourism, and Departments of Culture and Sports of provinces and centrally governed cities are responsible for implementing this Circular.

Article 8. Effective Date

1. This Circular takes effect from February 20, 2018.

2. Circular No. 14/2012/TT-BVHTTDL dated December 10, 2012, of the Minister of Culture, Sports and Tourism regarding the conditions for operation of sports facilities organizing badminton activities shall cease to be effective from the date this Circular takes effect.

During implementation, if any difficulties arise, agencies, organizations and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for study and prompt resolution./.
