MINISTER OF NATURAL RESOURCES AND ENVIRONMENT

On the basis of Decision No. 36/2017/NĐ-CP dated April 4, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

WHEREAS, Decree No. 03/2019/ND-CP dated January 4, 2019 of the Government on remote sensing activities;

At the proposal of the Director of the National Remote Sensing Agency, the Head of the Planning and Finance Department, and the Head of the Legal Affairs Department;

The Minister of Natural Resources and Environment issues this Circular on Economic and Technical Norms for Issuing National Remote Sensing Metadata.

Article 1. This Circular includes the Economic and Technical Norms for Issuing National Remote Sensing Metadata.

Article 2. This Circular takes effect from August 20, 2019.

Article 3. Ministries, ministerial-level agencies, government agencies, provincial People's Committees under central cities, units under the Ministry of Natural Resources and Environment, provincial Departments of Natural Resources and Environment under central cities, and related organizations and individuals are responsible for implementing this Circular.

ECONOMIC AND TECHNICAL STANDARDS

1. Scope of Application: The economic and technical norms for issuing national remote sensing metadata (hereinafter referred to as the Norms) apply to the following steps of work (individual operations):

of the Minister of Natural Resources and Environment)

Part I

GENERAL PROVISIONS

1.1. Submission of national remote sensing metadata

1.2. Editing and processing of national remote sensing metadata

1.3. Regular publication of national remote sensing metadata

1.4. Annual periodic publication of national remote sensing metadata

- These Norms apply to state management agencies, organizations, and individuals related to the submission and publication of national remote sensing metadata.

Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.

- The Norms are used to calculate unit prices, serve as a basis for budget preparation and final settlement of project, construction works, and tasks on the publication of national remote sensing metadata when there are no comprehensive norms.

3. Basis for Establishing Norms

- These standards are used to support production management activities of production units and to compile consolidated standards for production management by the Ministry of Natural Resources and Environment.

- Circular No. 35/2016/TT-BTNMT dated November 28, 2016 of the Ministry of Natural Resources and Environment stipulates the procedures for issuing national remote sensing metadata.

- Circular No. 04/2017/TT-BTNMT dated April 3, 2017 of the Minister of Natural Resources and Environment stipulates the establishment of sectoral economic and technical norms for natural resources and environment.

- Decree No. 03/2019/NĐ-CP dated January 4, 2019 of the Government on remote sensing activities.

- Commonly used technical equipment in the field of remote sensing.

- Current State regulations on the management and use of labor tools (tools, equipment, machinery) and labor protection for workers.

- Production organization and technological level of workers in the field of remote sensing.

4. Methodology for Establishing Norms

Economic and technical norms are established using the method of synthesis (statistical, experience, and comparative estimation) and analytical calculation methods.

Economic and technical norms include the following component norms:

6.1. Technological labor norms: Technological labor norms (hereinafter referred to as Labor Norms) are the direct working time required to produce a product. The content of labor norms includes:

a) Work content: specifies basic actions to perform a technological operation (individual operation).

b) Staffing: determines the number and technical level of staff performing the operation.

The technical level of work is determined based on the staff level according to current legal provisions.

c) Norms: specify the direct working time required to produce a unit of product; the unit of measurement is hours/unit of product.

A working day (shift) is calculated as 8 hours of work.

6.2. Material and equipment norms

- Material and equipment norms include material usage norms, tool usage norms, and equipment usage norms.

+ Material usage norms: the quantity of materials needed to produce a unit of product.

+ Tool usage norms: the time (shift) that workers directly use tools to produce a unit of product.

+ Equipment usage norms: the time (shift) that workers directly use necessary equipment to produce a unit of product.

- The service life of tools (depreciation period) and equipment (amortization period) is the time specified for their use in normal production activities, consistent with the economic and technical parameters of the tools and equipment.

+ Service life of tools: determined by statistical methods; the unit of measurement is months.

+ Amortization period of equipment: as prescribed in current regulatory documents.

+ The amount for small tools and accessories is calculated at 5% of the tool amount in the tool norm table.

+ The amount for minor materials and losses is calculated at 8% of the material amount in the material norm table.

7. During the application of these Economic and Technical Norms, if any difficulties or unreasonable aspects are identified, please report to the Ministry of Natural Resources and Environment for timely consolidation and adjustment.

The metadata storage unit receives remote sensing metadata, including:

a) Preparation work

- Planning for receipt.

- Allocating time, personnel, and storage location.

- Consensus with the product submission unit on time, place, and method of handover.

b) Inspect remote sensing metadata

- Verify the legality of the data.

- Check the list and quantity of data according to the remote sensing metadata submission form.

- Prepare a handover record.

- Prepare a receipt report.

c) Inventory entry

- Prepare an inventory entry form;

- Transfer data into the warehouse.

4. Annual publication of national remote sensing metadata

4.1. Labor rate

- Develop plans for organizing annual publication of national remote sensing metadata.

- Prepare contents for information serving the preparation of the annual publication report of national remote sensing metadata.

- Prepare machinery, equipment, materials, office supplies

- The situation of national remote sensing data from the time of publication last year to the time of publication this year.
