CIRCULAR

Issuing economic-technical norms for radio program production

Pursuant to the State Budget Law dated June 25, 2015;

Pursuant to the Press Law dated April 5, 2016;

Pursuant to Decree No. 16/2015/NĐ-CP dated February 14, 2015 of the Government on the mechanism of autonomy for public service units;

Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, placing orders, or tendering for the provision of products and services using state budget funds from regular expenditure;

Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

At the proposal of the Director of the Department of Planning and Finance,

The Minister of Information and Communications issues the economic-technical norms for radio program production.

Article 1. Along with this Circular, the economic-technical norms for radio program production are issued.

Article 2. Scope of Application

Thông tư này quy định chi tiết khoản 4 Điều 38 Luật Thủy sản số 18/2017/QH14 đã được sửa đổi, bổ sung tại điểm c khoản 21 Điều 14 Luật số 146/2025/QH15.

The economic-technical norms for radio program production issued along with this Circular specify the maximum direct costs in producing radio programs, including: Labor costs (excluding transportation costs outside the province or centrally governed city where the radio program production agency is headquartered); Costs of machinery and equipment; Material costs used in producing radio programs, ensuring that the programs meet the conditions for broadcasting or uploading to the Internet as prescribed by laws on press.

Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.

a) The agencies and organizations subject to the economic-technical norms for radio program production issued along with this Circular include:

- Agencies and organizations using state budget funds to produce radio programs;

- Press agencies licensed to operate radio broadcasting using state budget funds to produce radio programs.

b) County-level radio and television stations, including: Radio Stations, county-level radio and television stations, Cultural and Information Sports Centers, County-level Communication and Culture Centers that produce radio programs using state budget funds shall apply the norms established by the competent authority at the local level according to the guidance provided in Section 3, Part V, Chapter I of the norms issued along with this Circular.

c) It is encouraged for agencies and organizations not using state budget funds to produce radio programs to apply the economic-technical norms issued along with this Circular.

Article 3. Implementation Organization

1. This Circular takes effect from June 8, 2020.

2. Based on the economic-technical norms for radio program production issued along with this Circular, ministries, central agencies, and localities shall establish specific norms for radio program production carried out by press agencies in accordance with actual conditions and not exceeding the norms prescribed in this Circular.

3. In case of difficulties during implementation, agencies and units are advised to report to the Ministry of Information and Communications for consideration and resolution./.
