7. Testing method

7.1. Determining specific gravity

7.1.1. Principle

Weigh, measure the mass and volume of the explosive block, then calculate the specific gravity (ρ) of the explosive block.

7.1.2. Materials, equipment, tools

- Analytical balance, error 0.01 g;

- Knife, scissors;

- Marker pen;

- Ruler, marked to 1 mm;

- Vernier caliper, measuring range from 0 to 250 mm, error 0.02 mm;

- TNP1 explosive block.

7.1.3. Sample preparation

In case of loose TNP1 explosive or blocks with a diameter larger than 80 mm, repackage them into Kraft paper tubes or PE tubes with a thickness of 1.0 mm and a diameter of 80 mm.

In case of TNP1 explosive blocks with a diameter ≤ 80 mm, it is permissible to use the blocks for determining specific gravity.

7.1.4. Procedure

- Cut both ends of the explosive block, about 2 cm each end, the cuts must be flat and neat, without allowing the explosive to fall out. Weigh to determine the mass of the explosive block including the wrapper (G).

- Use a marker to draw two perpendicular diameters on the surface of the explosive block. Then use the ruler to accurately measure the length of the explosive block (L) at four positions which are the intersections of the two diameters with the generatrix of the block, take the average value of the four measurements;

- Use the vernier caliper to measure the diameter (Φ) at three different positions along the length of the explosive block, at each position measure two perpendicular diameters and take the average value. The diameter of the explosive block is the average value of the measured values at three positions;

- Use scissors to cut open the wrapper, separate the wrapper from the explosive block, clean all the explosive adhering to the wrapper. Use the vernier caliper to measure the thickness (δ) of the wrapper (packaging) at three different points, take the average value. At the same time, weigh accurately the mass of the wrapper of the explosive block (G1).

7.1.5. Calculation method

The density of the explosive block (ρ) is calculated according to the formula:

The experiment is conducted three times, with the measurement errors between results not exceeding 0.05 g/cm³3. The result is the average value of the three experiments, rounded to 0.01 g/cm³3.

7.2. Determining the Detonation Velocity

7.2.1. Materials, Equipment, and Tools

- Detonation velocity measuring machine and synchronized optical cable;

- Electric detonator number 8 as specified in Technical Regulation QCVN 02:2015/BCT;

- TNP1 explosive;

- Industrial explosive igniter, type 175 g/unit as specified in Technical Regulation QCVN 08:2015/BCT;

- Specialized mine blasting machine or direct current power source from 6 V to 12 V;

- Ruler, marked to 1 mm;

- Knife, scissors;

- Vernier caliper, measuring range from 0 to 250 mm, error 0.02 mm;

- Tool for creating holes with diameters of 2.0 mm and 7.5 mm;

- Blasting chamber or test site.

7.2.2. Sample Preparation

In case of loose or block-form TNP1 explosive with a diameter less than 80 mm, wrap it in Kraft paper tube or PE tube with a thickness of 1.0 mm, diameter of 80 mm, length not less than 320 mm, and ensure the density falls within the range specified in Article 5 of this Technical Regulation.

In case of TNP1 explosive blocks with a diameter not less than 80 mm and block length not less than 320 mm, allow the use of the explosive block for measuring detonation velocity.

In case of TNP1 explosive blocks with a diameter not less than 80 mm but block length less than 320 mm, take two blocks and cut one end flat to ensure that when placed end-to-end on a straight line, the two blocks are fully in contact, ensuring the total length is not less than 320 mm, and fix the two blocks together using Kraft paper.

7.2.3. Measurement Preparation

- Spread sand to create a flat surface;

- Use a ruler to mark the position for inserting the optical cable;

- Create a hole perpendicular to the axis of the explosive block for inserting the optical cable;

- Create a hole at the head and along the axis of the explosive block for inserting the detonator.

The distance from the bottom of the detonator to the nearest optical cable must be no less than 50 mm, and the distance between two optical cables must be no less than 180 mm, such that the second optical cable is no less than 50 mm away from the other end of the explosive block.

Sample preparation and wiring method with the explosive sample are shown in Figure 1.

- Insert the detonator into the hole created on the explosive block so that two-thirds of the detonator is submerged in the hole;

- Set the distance between the two start and stop cables on the measuring machine. Check the readiness of the measuring machine (ready to record data from the explosion process);

- Initiate the explosion of the explosive sample, the measuring machine will begin to collect information about the detonation velocity. The measurement results are analyzed on a computer using the accompanying software.

The experiment is conducted a minimum of three times, with measurement errors not exceeding ± 200 m/s. The result is the average value of the tests, rounded to the nearest whole number.

7.3. Determining Explosive Work Capability Using a Pendulum Method

Follow TCVN 6424:1998.

7.4. Determining Lead Column Compression

Follow TCVN 6421:1998.

7.5. Determining Detonation Transmission Distance

Follow TCVN 6425:1998.

7.6. Determining Detonation Sensitivity

Randomly select three blocks of explosive from the batch to be tested for detonation sensitivity. All samples must explode completely for the conclusion that the explosive meets the specified detonation sensitivity requirements.

7.6.1. Principle

7.6.2. Equipment, Tools, and Materials

- Water-resistant fuse wire type 12 g/m, length 500 mm as specified in Technical Regulation QCVN 04:2015/BCT;

- TNP1 explosive;

- Electric detonator number 8 as specified in Technical Regulation QCVN 02:2015/BCT;

- Industrial explosive igniter, type 175 g/unit as specified in Technical Regulation QCVN 08:2015/BCT;

- A lead plate 400 mm long, 200 mm wide, and 10 mm thick;

- Tool for creating holes with diameters of 2 mm and 7.5 mm;

- Specialized mine blasting machine or direct current power source from 6 V to 12 V;

7.6.3. Sample Preparation

- Blasting chamber or test site.

Randomly select three blocks of explosive from the batch to be tested for detonation sensitivity (block specifications: diameter not more than 90 mm, weight not more than 2 kg).

The determination of the detonation sensitivity of the explosive is carried out according to Figure 2.

7.6.4. Conducting the Test

- Place the prepared explosive sample on a flat sand surface;"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."- Cut the head of the explosive block, insert the igniter into the block, then insert the detonator into the igniter hole. Use a tool to create a deep hole opposite the detonator insertion point and insert 2 cm to 3 cm of the fuse wire into the hole, secure the fuse wire to the lead plate with tape so that the distance from the bottom of the explosive block to the top of the lead plate is not less than 300 mm;

- Connect the two ends of the detonator wires to the main ignition circuit and initiate the explosion using a specialized mine blasting machine;

- Proceed with the initiation.

7.6.5. Results

All samples must explode completely (there should be marks of the fuse wire on the lead plate) for the conclusion that the explosive meets the specified detonation sensitivity requirements.

7.7. Safety Regulations During Testing

Must comply with safety regulations for the storage, use, and destruction of industrial explosives as stipulated in Technical Regulation QCVN 01:2019/BCT during testing and destruction of non-conforming samples.

7.8. Regulations on the Use of Measuring Instruments

Measuring instruments must be stored and used according to the manufacturer's instructions and maintain their metrological characteristics throughout their use and between calibration periods as required by the law on measurement.

III. MANAGEMENT REGULATIONS

8.1. TNP1 explosive must be declared compliant with technical requirements set forth in Article 5 of this Technical Regulation, affixed with the compliance mark (CR mark), and labeled before being circulated in the market.

8.2. Domestic-produced TNP1 explosive must declare compliance according to Circular No. 28/2012/TT-BKHCN dated December 12, 2012, issued by the Minister of Science and Technology regarding declaration of conformity to standards and technical regulations and methods of conformity assessment (hereinafter referred to as Circular No. 28/2012/TT-BKHCN) and Circular No. 02/2017/TT-BKHCN dated March 31, 2017, issued by the Minister of Science and Technology amending and supplementing certain provisions of Circular No. 28/2012/TT-BKHCN dated December 12, 2012, issued by the Minister of Science and Technology regarding declaration of conformity to standards and technical regulations and methods of conformity assessment (hereinafter referred to as Circular No. 02/2017/TT-BKHCN).

8. Management Regulations

8.1. TNP1 explosive must be declared compliant with the technical regulations stipulated in Article 5 of this Technical Regulation, affix the compliance mark (CR mark) and label the product before circulating in the market.

8.2. Domestic-produced TNP1 explosive must comply with the declaration of conformity as prescribed in Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of the Minister of Science and Technology on the declaration of conformity to standards and technical regulations and methods of conformity assessment with standards and technical regulations (hereinafter referred to as Circular No. 28/2012/TT-BKHCN) and Circular No. 02/2017/TT-BKHCN dated March 31, 2017 of the Minister of Science and Technology amending and supplementing some articles of Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of the Minister of Science and Technology on the declaration of conformity to standards and technical regulations and methods of conformity assessment with standards and technical regulations (hereinafter referred to as Circular No. 02/2017/TT-BKHCN).

8.3. Explosives TNP1 imported must undergo state inspection for the quality of imported goods in accordance with Circular No. 36/2019/TT-BCT dated November 29, 2019, issued by the Minister of Industry and Trade on the management of the quality of imported goods under the responsibility of the Ministry of Industry and Trade (hereinafter referred to as Circular No. 36/2019/TT-BCT).

9. ConformityNo. assessment

9.1. The declaration of conformity for domestically produced explosives TNP1 and state inspection for the quality of imported explosives TNP1 must be based on the certification results of certification organizations registered for their fields of operation in accordance with Decree No. 107/2016/NĐ-CP dated July 1, 2016, of the Government on business activities related to conformity assessment services (hereinafter referred to as Decree No. 107/2016/NĐ-CP); Decree No. 154/2018/NĐ-CP dated November 9, 2018, of the Government amending, supplementing, and abolishing certain provisions on investment and business conditions in the field of state management by the Ministry of Science and Technology (hereinafter referred to as Decree No. 154/2018/NĐ-CP), or recognized in accordance with Circular No. 27/2007/TT-BKHCN dated October 31, 2007, issued by the Minister of Science and Technology guiding the signing and implementation of mutual recognition agreements and arrangements for conformity assessment results (hereinafter referred to as Circular No. 27/2007/TT-BKHCN).

9.2. Conformity

assessment

For domestically produced and imported explosives TNP1, conformity assessment shall be carried out according to method 5 "Typical sample testing and production process evaluation; monitoring through sampling at the place of production or on the market or in batches of imported explosives combined with production process evaluation" or method 7 "Batch product testing and evaluation" at the production facility in accordance with Clause 1, Article 5 of Circular No. 28/2012/TT-BKHCN.

9.3. Testing for conformity assessment purposes must be conducted by one of the following organizations:

9.3.1. Organizations conducting tests in accordance with Decree No. 107/2016/NĐ-CP, Decree No. 154/2018/NĐ-CP.

9.3.2. Organizations conducting tests designated by the Ministry of Industry and Trade in accordance with Decree No. 74/2018/NĐ-CP dated May 15, 2018, of the Government amending and supplementing certain articles of Decree No. 132/2008/NĐ-CP dated December 31, 2008, of the Government detailing certain provisions of the Product Quality Law; Decree No. 154/2018/NĐ-CP.

9.3.3. Organizations recognized in accordance with Circular No. 27/2007/TT-BKHCN.

9.4. Procedures, formalities, and documentation for declaring conformity

11. Responsibilities of organizations, c

11.1. Responsibilities of organizations producing, trading, and importing explosives TNP1

11.1.1. Organizations producing and trading in explosives TNP1 must ensure compliance with the requirements stipulated in Part II, implement the provisions of Part III of this Technical Regulation, and ensure product quality in accordance with the Product Quality Law.

11.1.2. Organizations producing and importing explosives TNP1 must register their conformity declarations with the Department of Industry and Trade where they have registered their business operations in accordance with Circular No. 28/2012/TT-BKHCN and Circular No. 02/2017/TT-BKHCN.

11.2. Responsibilities of state management agencies

11.1.3. Organizations producing and importing explosives TNP1 are responsible for providing evidence of product compliance with this Technical Regulation when requested or during inspections of products circulating in the market.

11.2.1. The General Directorate of Safety and Environmental Protection Industry shall take the lead in coordinating with the Department of Science and Technology under the Ministry of Industry and Trade, and relevant units to guide, inspect, and supervise the implementation of this Technical Regulation.

12. Effective date

12.1. This Technical Regulation takes effect from July 1, 2022.

12.2. During the implementation of this Technical Regulation, if organizations and individuals encounter difficulties or obstacles, they should report to the Ministry of Industry and Trade for consideration and resolution.

12.3. In cases where the legal normative documents cited in this Technical Regulation are amended, supplemented, or replaced, they shall be implemented in accordance with current regulations. In cases where the standards or HS codes cited in this Technical Regulation are amended, supplemented, or replaced, they shall be implemented in accordance with the guidance of the Ministry of Finance and the Ministry of Industry and Trade./.
