Circular No. 09/2021/TT-BNNPTNT Amending and supplementing certain provisions of Circular No. 07/2016/TT-BNNPTNT dated May 31, 2016 of the Minister of Agriculture and Rural Development on prevention and control of animal diseases

CIRCULAR

Amending and supplementing some articles of Circular No. 07/2016/TT-BNNPTNT dated May 31, 2016 of the Minister of Agriculture and Rural Development on prevention and control of animal diseases on land

On the basis of the Animal Health Law No. 79/2015/QH13 dated June 19, 2015;

The Minister of Agriculture and Rural Development issues this Circular amending and supplementing some articles of Circular No. 07/2016/TT-BNNPTNT dated May 31, 2016 of the Minister of Agriculture and Rural Development on prevention and control of animal diseases on land.

Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Article 1. Amending and supplementing some articles of Circular No. 07/2016/TT-BNNPTNT dated May 31, 2016 of the Minister of Agriculture and Rural Development on prevention and control of animal diseases on land

At the proposal of the Director of the Animal Health Department,

1. Supplementing Point o Clause 1 Article 10 as follows:development"o) Contagious Bovine Pleuropneumonia."

Prevention, control, monitoring, diagnosis, testing, and application of compulsory measures for animals suspected or infected with Contagious Bovine Pleuropneumonia shall be carried out in accordance with the guidance of the Ministry of Agriculture and Rural Development and the Department of Animal Health.

2. Supplementing Item 1.10 at Section 1 List of animal diseases on land that must be declared as epidemics in Appendix 01 List of animal diseases on land that must be declared as epidemics; List of zoonotic diseases; List of prohibited slaughtering and treatment of diseased animals as follows:

"1.10. Contagious Bovine Pleuropneumonia."

3. Amending and supplementing Point "a" at Subsection 1.1, Section 1 of Appendix 07 dangerous infectious diseases in animals that must be compulsorily vaccinated and regularly monitored as follows:

"a) Diseases in cattle: Foot and Mouth Disease, Anthrax, Hemorrhagic Septicemia, Contagious Bovine Pleuropneumonia."

This Circular takes effect from September 27, 2021.

1. The Director of the Department of Animal Health, heads of units, organizations, and individuals concerned are responsible for implementing this Circular.

2. In the course of implementation, if there are difficulties or obstacles, please report to the Ministry of Agriculture and Rural Development for consideration and amendment./.

Article 2. Effective Date

This Circular takes effect from September 27, 2021.

Article 3. Responsibility for Implementation

1. The Director of the Animal Health Department, heads of units, organizations, and individuals related to this matter shall be responsible for implementing this Circular.

2. During the implementation process, if there are difficulties or obstacles, it is recommended that agencies, organizations, and individuals report them to the Ministry of Agriculture and Rural Development for review, amendment, and supplementation./.
