CIRCULAR
Issuing regulations on the organization of training and upgrading skills and issuing certificates for ethnic minority languages

Pursuant to the Education Law dated June 14, 2019;
Pursuant to Decree No. 82/2010/NĐ-CP of July 15, 2010 of the Government on teaching and learning ethnic minority languages in primary and secondary schools and continuing education centers;
Pursuant to Decree No. 127/2018/NĐ-CP dated September 21, 2018 of the Government on responsibilities for state management of education;
Pursuant to Decree No. 86/2022/NĐ-CP dated October 24, 2022 of the Government on functions, tasks, powers and organizational structure of the Ministry of Education and Training;
Pursuant to Directive No. 38/2004/CT-TTg dated November 9, 2004 of the Prime Minister on accelerating training and upgrading skills in ethnic minority languages for cadres and civil servants working in ethnic regions and mountainous areas;
At the proposal of the Director of the Department of Ethnic Education;
The Minister of Education and Training issues this Circular to promulgate regulations on organizing training, upgrading skills and issuing certificates for ethnic minority languages.
Article 1. This Circular annexes regulations on organizing training, upgrading skills and issuing certificates for ethnic minority languages.
Article 2. This Circular takes effect from June 3, 2023 and replaces Circular No. 36/2012/TT-BGDĐT dated October 24, 2012 of the Minister of Education and Training on organizing teaching, examination and issuing certificates for ethnic minority languages.
Article 3. The Director of the Office, Directors of the Department of Ethnic Education, Heads of relevant units under the Ministry of Education and Training; Directors of Departments of Education and Training; Heads of higher education institutions and colleges with teacher training programs; Directors of continuing education centers and vocational education and training centers, and other related organizations and individuals are responsible for implementing this Circular.
